nbc's gabe gutierrez now in our top story live in toabaja near the capital of san juan. >> shep, this is what a flood scene looks like we're in toabaja, puerto rico which was devastated by the floodwaters. a nearby river rushed in and flooded many of these homes. some of these homeowners were just able to get here for the first time today now this afternoon, i took an aerial tour of this area and a few others, and thankfully, the floodwaters in many parts of puerto rico receding because th rain has finally stopped in some parts of the island. however, the cleanup effort is just beginning in the southern part of the island, there is still widespread flood damage and most of puerto rico remains without power. about 80% right now does not have electricity and as for running water, about 55% don't have running water it is a significant -- there is significant devastation here exactly five years after hurricane maria. now fema says that its warehouses are stocked at this point, and the governor has told me that he expects the power to come back first and then the water service. but shep, t
