nbc's gabe gutierrez tells us more. >> reporter: it's the app millions use to avoid traffic jams, but now waze is also helping them spot speed traps and police officers. >> it does scare me. >> reporter: john thompson is with the national share association. >> why give anybody a tool to violate the law, a tool to put officer at risk? it doesn't make sense. >> reporter: critics don't blame the entire app, just one feature, the one that allows drivers to post where officers are and allows other drivers to find hem easily. we tried it ourselves and sure enough, within minutes, we found the police cruiser where the app said it would be. that feature has prompted the police chief in los angeles to write a letter to ceo of google, waze's owner, asking for changes. while it has not tied the app to assaults on officers tensions are high after two new york city cops were ambushed and killed in december. but civil liberty activists say other drivers should be able to warn others about what is happening in public. >> this is new technology, but this is free speech and fundamental right. >> repor

as nbc's gabe gutierrez reports. >> reporter: the crashes were out of control. this morning more than 70 vehicles smashed into each other on i-95 near bangor, maine. at least 17 people were injured. nurse lori welch's car was hit three times, but she survived and helped other victims in the massive pileup. >> i helped a girl who was injured, severely injured, get her out of a vehicle that was like a truck that was just folded right up in two. >> reporter: record cold continues to grip the northeast. today, boston surpassed 100 inches of snow so far this season. >> i think it's ridiculous. i think we have to, you know, move somewhere elsewhere it's warmer. >> reporter: poughkeepsie, new york hit negative 12 degrees. washington, d.c. plummeted to 6 degrees breaking a 50-year record. near dallas a school bus flipped on its side. no one was hurt. major cities shut down today across the south. birmingham, little rock and atlanta. >> the decision that we've made is we're going to be on the safe side and not the sorry side. >> reporter: a year ago in atlanta less than

our team is in place including gabe gutierrez in nashville who can tell us firsthand about the difficult roads. gabe? >> reporter: lester, good evening. this is a look at the ice that has paralyzed much of the south. tonight here in tennessee, tens of thousands of people are still without power. some school districts have already closed for the rest of the week, and the national guard is standing by. the brutal wave of snow, ice and freezing rain pounded more than 20 states. many southern states unaccustomed to snow and ice are now dealing with treacherous driving conditions. >> i cannot stress this enough, please stay off the roads until conditions improve. >> reporter: this close call was captured by nbc affiliate waby in virginia. one driver losing control, smashing into another vehicle, and nearly hitting the camera. late this afternoon, a dramatic ice rescue in new jersey. emergency crews were on their hands and knees wading through cracks of ice and snow to pull a young girl out of the frigid water to safety. on the other side of the state, a snow plow was swallowed by a sinkhole.

gabe gutierrez in marietta, georgia with more. gabe? >> reporter: jose good morning.preading this gravel throughout metro atlanta, trying to treat roads, prevent icy conditions. local officials are hoping to avoid what happened after last year's ice storm where drivers were stranded in cars for hours and children were forced to sleep in their schools overnight. winter storm warning just went into effect a few minutes ago here in north georgia. mayor kasim reed scheduled to hold a news conference in the hour. and georgia governor nathan deal having his own news conference at noon to talk about the state's preparedness level. this is a massive storm system that is hitting much of the south. we have seen snow in texas already today. we expect problems in alabama and mississippi as well as tennessee, north carolina is expecting to get hit hard with several inches of snow. here in georgia, many schools are closed for the day. the governor has issued a state of emergency that goes into effect at 2:00. people here are just hoping this doesn't turn into a situation like last

gabe gutierrez has more. >> reporter: it can be quick and easy, but police say doing business on websites dangerous. just last week in georgia, 21-year-old college student james jones junior was robbed and killed. investigators say he responded to a craigslist ad for an iphone 6. >> sad to know that people would do something like that over an iphone. >> reporter: in january, police say a georgia couple was murdered driving to a secluded location to buy a classic car listed on craigslist. crimes like these have police in woodstock, georgia taking action. they're asking buyers and sellers on craigslist and other sites like it to do business right here at their local police station. >> the transaction safe initiative is about moving transactions from a secluded area and bringing it to a very public place. >> reporter: you need to call ahead to be sure an officer will be there, chief moss doesn't expect the service to cost the department extra man power. >> if somebody is trying to rip you off, it is harder to do here in the lobby of a police station. >> sure. typically bad guy doesn't want t
