nbc's gabe gutierrez on our top story live near the capitol of san juan. >> reporter: shep, this is what a devastating cleanup effort looks like widespread flood damage as far as the eye can see this area was devastated by the flood waters that started on sunday the river -- nearby river rushed in and flooded many of these homes. some of these homeowners were able to get here for the first time today this afternoon i took an ariel tour of this area and a few others thankfully the flood waters in many parts of puerto rico are receding because the rain has finally stopped in some parts of the island however, the cleanup effort is just beginning in the southern part of the island there is still widespread flood damage and most of puerto rico remains without power as for running water, about 55% don't have running water it is a significant -- there is significant devastation here exactly five years after hurricane maria. now fema says that its warehouses are stocked at this point and the governor has told me that he expects the power to come back first and then the water service. but, shep,

joining us now from salinas puerto rico is nbc news national correspondent gabe gutierrez. good morning. what are the conditions there there morning and, boy, this island has been hit so hard again. >> hi, jose, good morning, yes, as you mentioned, i want to start with that update that we go from luma energy in the last few hours. late last night only 11% of this island had power. that number, thankfully is now up to 19%. still a lot of people without power, jose, but things seem to slowly be improving. the question is will it happen fast enough. you mentioned that urgent need for drinking water. two-thirds of this island right now does not have drinking water including the neighborhood i'm standing in now. this is one of many neighborhoods across southern puerto rico that were devastated. this tree down, power lines down. this neighborhood up until late last night was flooded overnight. thankfully the flood waters reseeded. residents here are just starting to clean up. we just spoke with a family over here in this home, they went in for the first time since their home was

gabe gutierrez is there for us. >> reporter: its trail of destruction spread across the caribbean. this woman describes the moment her roof ripped off her home. it destroyed everything, she says. while in puerto rico, they're using pvc pipes to collect fresh water from mountainsides. scenes reminiscent of hurricane maria's aftermath five years ago. this time, fiona dumped more than 30 inches of rain in some places. to give you a sense of the power of all that money, it came crashing down the side of this mountain and washed out that road. from our drone, you can see the perilous drop to the river below. authorities had to rescue several people from the top of that mountain. and locals tell us that a few are still up there. today, fema's administrator, along with puerto rico's governor, toured hard-hit areas. we wanted to know why according to experts who testified before congress last week, only 19% of relief money allocated to puerto rico after hurricane maria been spent. has puerto rico used the relief money it was allocated following maria? >> we are working closely with our cou

today the governor and representatives from fema toured the damage nbc's gabe gutierrez reports fromrico. >> reporter: the national guard is now rushing to bring supplies to some of those hardest hit areas that remain inaccessible because many roads and bridges have washed away behind me, you can see one of those bridges. it was a temporary bridge that was installed after hurricane maria hit puerto rico five years ago. it's now washed away, and residents are wondering whether -- when it might be rebuilt and whether it can withstand another storm. earlier in the day, we went to another community, there, a mud slide had washed away a road leading up to a mountainous area where there were several people that had been rescued yesterday, and locals told us there were few of them that were still on top of the mountain, highlighting how urgent it is for authorities to reach some of these areas. more than 70% of this island is still without power. about half of customers are without running water, and today, fema's administrator as well as the governor toured some of these areas it's unclear
