somebody who is intent on committing fraud is not likely to create a paper trail of provisional gallatin that would lead -- provisional balloting would lead them to be caught but i cannot say that all those folks were legitimate voters. they said they were. it also does not account for ways that folks that might get caught in the photo identification requirement. we don't have really good data on how many people are deterred from going to a polling place in the first instance by the existence of foe identification laws. -- photo identification laws. with operao an issue and acceptance of provisional ballots. they may not be -- there's also an issue with acceptance a provisional ballots. voters may not be accepting them. if they don't have an idea might walk away from the polling place. i love poll workers, they are wonderful folks, but in indiana at least, they have an awful tough time getting the paperwork filled out right. there is often provisional ballots that are in envelopes and you have no idea why the provisional ballot was actually cast. provisional balloting and how we come up
