i want to ask about a gao report issued in january, and mr. taylor, the gao report found that military health care providers don't have a consistent understanding of their responsibilities in caring for sexual assault victims, and because the department has not established guidance for the treatment of injuries stemming from sexual assault. there are certainly specific steps of care if someone is a victim. steps that have to be taken to protect the considerablety. and steps need to be taken to preserve evidence if they choose between to report we obvious hope they are able to do that report there. victimization and the crime that's been committed against them. where are we in light of the gao report, do you have any established guidance from dod for the treatment of injuries that could be transmitted to medical providers so they properly treat victims of sexual assault in the military? >> senator, i believe that general p -- would be in a better fogs answer the question. >> yes, we have a department instruction. it's very close to being reissu

in rented years, the congressional research sufficients, the gao, the pent gob, inspector general and others have repeatedly and loudly bemoaned the fact that we lack the basic accounting systems necessary to understand where the money is spent. over the past decade, the military budget has increased by one and a half trillion in addition to the money appropriated for war spending. some of that i already identified as a attributed to increases in personnel and tricare and recruiting costs. but we know that at the same time the air force and the navy have gotten smaller and older fleets than before, and the army marines, the army has grown a little bit, the marines, air force stayed the same size. if we look at where the money has gone the pentagon's accounting system is so flawed there's no way to do have an audit. and cost overreturn and war profiteering -- i have spent years trying untangle some of these commingled accounts. it shouldn't be the fact that in a city where there are thousands and thousands of economists, many my former students that take somebody sitting outside the go

. >> here is my favorite, the gao, which investigates how federal government spends taxpayer dollars,hey have-- they owe 912,000 unpaid taxes. >> yeah, i mean, so bad that it's funny. >> i will say that on behalf of federal employees they're not as bad as the rest of us. the delinquency rate among federal workers is 3.2% and irs says 8.2% and the general population, we think that there's about 350 billion dollars in unpaid taxes every year, which would, you know, cover years of sequestration. >> greta: and yes, the percentage might be greater outside the federal government. for some reason, maybe i'm he wrong, i think that the federal workers have greater responsibility as federal workers to pay their taxes especially when we're trying to scrounge around 85 billion for the sequester and 3.5 sitting there and people in the federal government who have jobs that are permanent and not at risk won't pay their taxes. >> you're right, one other good thing though, the delinquency rate at the irs itself is 1.1%. >> greta: that's good. how about the obama-- >> not getting away with it. >> greta

the gao says at least half of that will be wasted. it will never get completed, it will never do what it's supposed to do. in back and in black they said you ought to cancel this because it is never going to work. here's how inefficient the government is. this last year they canceled it, finally. another $180 million before the canceled. they paid a settlement fee to cancel it of $8 million. but two things didn't happen. if a person that was responsible for that contract didn't get fired and was not held accountable, and the company that didn't provide the service didn't get sued to get our money back, the taxpayers of this country. nobody runs their household that way. most of governments don't operate that way. but we are totally incompetent when it comes to spending america's tax payer money. so why do we continue to waste $32 billion a year on multiprogramming that don't work for the federal government? ..

one place they may have started a gao report flying on luxury jets and a lot of that jet setting was not for counterterrorism missions, but for personal travel. and i should congratulate you, brand new title of work. >> thanks. >> greta: some of this was work related travel, but some of it wasn't. so, what's the beef? >> that's right, since 9/11 whenever the fbi director or attorney general travel they travel on a fancy government jet and make sure they have the communication equipment. they don't just buy a ticket on american airlines like the rest of us. when they travel for personal reasons, this adds up 11 million dollars over five years and they pay the growing commercial rate than the actual cost to the taxpayers. this adds up. >> greta: and fly a gulf stream and fly that to new york and costs what, $15,000 i think i read a story to fly and so ten what the attorney general would pay is like whatever costs then. >> couple hundred bucks, to make matters worse they store the airplanes at an undisclosed military location and have to fly them to national airport to pick up the passe

>> guest: i think the gao, this is their annual high-risk list that they put out. they take a couple things off and put a couple things on. this instance this year, again prompted by the sandy experience you saw gao add what you just described to their list of high-risk exposure of the federal government. we have watched now for several years, as we have sort of kicked the can down the road here with regard to financial seriousness and finding a compromise to the deficit debt challenge. again, this becomes an opportunity to, at the pa.org agenda as referenced in mr. serrie's bill which we believe will drop today today, this goes to the very issue that the gao puts on its high-risk list. which is to say we are at the moment exposed as a nation to these massive bailouts in the aftermath of the big storm that goes by. if we can design a system whereby we accrue moneys in advance have it available to do that for us, then we would see, i would think, next year perhaps that item come off the high-risk list. >> host: who is leading this bill? who is leading sponsor. >> gu
