i rely on social science assessments by economists, political scientists, think tanks, gao, cbo, inspector generals of federal departments. my criterion for success or failure is cost effectiveness. and i devote an entire chapter to explaining what i mean by cost effectiveness, what methodologies exist, particularly cost benefit analysis to measure effectiveness. i believe it is a very balanced and subtle assessment of cost benefit analysis which is itself an assessment methodology and the principles for its use in light of its shortcomings. but that's what i'm talking about when i discuss success. we could measure success in other ways, i don't think any of them would be very satisfactory, certainly political successes is hardly a justified use of that term. nor does the continuation of programs over long periods of time, multiple administrations a valid measure of success or failure. so what are these structural reasons for failure that i have been presaging in these introductory remarks? well, the first is political culture. the political culture in the united states imposes enormous co

all of this data was released to the gao for really important -- 2012. rebecca gambler. and that gave us pretty good data on apprehension rates, turn back, got a ways. the border patrol date is a little too optimistic. in our report we use other methods, including survey data and what they call the recidivism not the. by looking at people who are called multiple times and making assumptions you can bacchant apprehension numbers. most recently what we have is the result of the aerial drone. you can do observation in the desert, fly over region for a month and watch the people across. if you are not actually communicating you could do a proper scientific experiment and say this was the percentage we caught. there have been press reports that this is been done and suggests an apprehension rate of about 50 percent which i've never been able to verify. but the data is there. it is not perfect, but it's a lot better than it used to be. i do see in cdt in particular i see a real commitment to improving data gathering and reporting this in a more regular and systematic way. i th

pass an exam and keep up with the changing landscape of the tax code in order to maintain their the gao took a look at the licenses, and oregon standards were. system a few years ago and found that tax returns from oregon were 72% likelier to be accurate than returns from the rest of the country. that puts fewer oregonians at the mercy of unscrupulous preparers and reduces the risk of the dreaded audit. there are ways for congress to help in this arena. for example, i'm a firm believer that comprehensive tax reform must make simplifying the tax code and make filing easier. that must be a priority. when the finance committee passed the expire act last week, practically every senator on the dais agreed it's time to end stop-and-go policies and give americans more certainty about their taxes. the bipartisan income tax reform plan i worked on with senators begich and coats, as well as former senator judd gregg, would make filing a much quicker and simpler process for millions of taxpayers by tripling the standard deduction. that would eliminate the need for more than 80% of taxpayers to ite

gao report just came out that showed that kids are consuming no more fruits and vegetables, plate waste is not up as much as the school association would like to tell you. there's just a big divide between national leadership i think on this and what's happening on the local level. and i will hope that our friends on the school nutrition side, you know, continue to allow a lease and local voice to be heard and to support this great work and not try to roll it back. so that is sort of first and foremost. i think there's something to build on this progress but i've got to tell you, like a nutrition, school chefs and nutrition directors, i have said this many times and i will state again. i think they are american heroes. i think what they do on a database is -- a daily basis is beyond belief in terms of the lack of resources, lack of respect they deserve in their school. the fact they figured out how to implement these new policies quicker than i think we could have ever dreamed, and they deserve a lot of credit and a lot of our respect and admiration. and i think the key is just seeing t
