i have been made aware of issues that the gao has found within their report. being an organization that always strives to continually improve, we have a new security rule which i mentioned. we will look at that rule and see if there are things we need to beef up. we as a regulatory body put regulations in place that are risk informed and performance based and we do not typically have a one rule fits all that we leave it to the licensees to. it's their responsibility to take our requirements and put their program into a place and ensure that they're complying with our regulations. now we do provide with rules guidance that will instruct licensees on how they can construct and operate their program in a manner that will comply with our regulatory requirements but we leave it to the licensee to put their program in place to document a written security plan to -- i've had to understand the security zone on some of these pictures to understand completely all the details, but i wanted to provide that short perspective. >> okay. good. is this an honor system that's i

gao will testify as to its findings here tonight. recently the committee received whistle employer complaints regarding the phoenix v.a. health care system that explained how the falth was keeping numerous wait lists to give the impression that its wait times were much shorter than they actually were. one of the secret wait lists at the facility sources found that as many as 40 patients may have died while they were awaiting care. after the committee was able to confirm these allegations we made the issue public during our april 9th, 2014 hearing. at that hearing i asked that the v.a./oig look into those allegations that prompted its investigation. the interim results of that investigation were released on may 28th of 2014. in that report the oig substantiated a number of problems at the phoenix v.a. but noted how it opened or planned to open investigations into 42 different v.a. medical facilities. the oig found that at phoenix, at least 1700 patients would were waiting for a primary care appointment were not on the electronic wait

i offer that gao might want to comment as well. we have done a study and provided several papers to congress estimating up to $16 billion in costs. the european union has done a study, the private sector has done several studies. the challenge, sir, there's 800 or so initial ports for containerized cargo destined for the u.s. an average of 3 to 5 million per port. an average of 5 million to implement the system. that scope just makes it very challenging to get to the level. a lot of questions on who pays, who is responsible, how it is monitored and so forth. >> if you take the rand study, even though it's dated now, say if you had one sneaks in, and you have the tragedy they spoke about at the port of los angeles estimated $1 trillion effect on the gdp. $16 billion doesn't seem that great. so where do we go, gao? >> senator, thank you. i thought about this a lot. we have done several studies on it. as far as the one study you're asking for. the only place i've seen it in is a recommendation we've made, and i think that cvp and the

david trimble of the gao. nice to see you and thanks for joining us. >> my testimony discusses the challenges federal agencies face in securing radiological sources in the united states and the steps agencies are taking to improve security. a potential vulnerability of radiological sources was highlighted last december when a truck in mexico caring cobalt 60 source buy high-risk source was stolen. in a report being issued today we examine two types of industrial radiological sources may mobile and stationary. we found loath posted 30 challenges even following security controls. iaea officials have said the transportation of high-risk sources is the most honorable part of the nuclear and radiological supply chain. energy requirements to ensure security for these mobile sources provide a general framework that is to be implemented by the licensing. will intercede orders to security sources they do not explain how to do this by for example specifying the robustness that must be used or alarms installed and trucks

the inspector general reports, the gao. . we see them every year. will we do something about it? >> the gao took a look at the program saying since 2011 they have addressed 60% of impartially addressed. you say your bill deals with excuses. what are some of the excuseses you have in dealing with the programs. >> we need to do it because we are able to the do this part. from public officials. this is a program that's good in the district. it may not be best for the country. this takes us out of the interest of each of the congressional districts, looks at the budget as a whole and says what are the areas of inefficient programs we can look at. there are no more excuses. we keep telling them let's get it in a way that brings it to the floor. we haven't done it. >> is the best way starving the programs of funding? condensing the agencies. >> i was a state legislature. we had to balance the budget. from a republican perspective we have said we look at areas for government waste or inefficiency. i sponsored legislation in georgia that consolidated government agencies that did eliminat
