after chairman -- good afternoon chairman garamendi. on behalf of the sailors civilians and families in ics may be thank you for the opportunity to testify on readiness. [inaudible] we see a strong opportunity to accelerate learning to improve function between people and infrastructure and are key readiness. we have sustained 85% capable missions. across the maturity of the aircraft models scaling innovation and leadership behaviors that we learned in horn at readiness from the 55% baseline in 2018. we look forward to working with the defense played to sustaining cat lays on these gains improving it by bouncing this increase mission capable rates. we are leveraging this fundamental learning to get real get better tools and a proposed plan to sustain a framework to improve performance in our public and private. since 2019 the navy is achieved completion and reduced maintenance working through covid and packs of 2020 it clearly for performance improvement is at an early stage and they seem much work to be done to complete minutes on time.

garamendi. the speaker pro tempore: the gentleman is recognized mr. garamendi: thank you, mr. chairman. madam speaker, today i rise in support of fiscal year 2022 ndaa. i would like to start by thanking chairman smith and ranking member rogers and my colleague on the subcommittee, mr. lamborn, and of course the house armed services staff who have worked many long nights putting this ndaa together. the bill that's before the house, it's a good bill. i encourage my colleagues to support it. the jurisdiction of the readiness subcommittee covers a broad range of topics from civilian personnel, sustainment, contested logistics, to military construction, energy, safety, and environmental policy. with that in mind, just like to highlight some of the issues we dealt with. consistent with our work over the last two years, the readiness provisions continue efforts to address the climate change challenges of extreme weather and the necessity to reduce the greenhouse gas admitted by the u.s. military, the largest single emitter in the world. we have acquired -- we require each installatio

garamendi. >> gentlemen, thank you so very much for your testimony. before i go any further i want to acknowledge an extraordinary effort and successful effort made by the u.s. military and especially the air force in the most awesome and successful evacuation of civilians ever in the history of this world. well done, very, very well done, and compliments to all involved in that. the loss of the members of the military was a great tragedy and you and all of us regret that. the fog of war is only repeated by the fog of the committee. so let me lay out some time frames here. in mid-2018, former president ordered formal and direct u.s. negotiations without the afghan government participating. in august 2019 president trump said he would withdraw all, all u.s. troops as quickley as possible. in february 2020 the united states and the taliban signed a formal agreement in which the united states committed to withdraw all of its troops, contractors, and nondiplomatic civilians from afghanistan no later than 2021. in june 2020, u.s. troop levels reached 8,600
