let's get straight to asia, china has chief rate correspondent garfield reynolds. garfield. tell us about the yield curve. tell us what it means, tell us why we should care? garfield: basically why we should care is what it's saying is that investors are pretty certain that the fed is raising rates faster and it will slow the economy civilian a -- severely, potentially into a recession. twos intends which is watched. it went into an inversion overnight. in a lot of ways, it's a cleaner dive as it were because we are coming from such a low rate, a low benchmark rate. so the twos have such a long way to come up. you are seeing on their the fives, 30's, 70 basis points below the 30's below fives. that's the biggest inversion for that curve since 2000. so that gives you the scope that we are looking at. that could be worse than will on into thousand eight, and another side to that is rates traders are now feeling that the fed rate will be above 4% within the year and then it will be back down about 13.52 years from now. they are looking at two rate cuts within two years because

garfield: potentially, that would make sense. one thing to keep an eye on is the market usually turnaround well before economies do. there is also the question of where investors are going to put their money. we had that quite extraordinary surge last week in u.s. equities and in global equities. some narrative guessing that maybe people think inflation will peak or they have concerns about a recession that might cause central bankers to slow their pace of rate increases. i think it is more likely that the recent jump is more about positioning as we get towards the end of the quarter. one thing to keep an eye out on is how rapidly central banks to raise rates going forward and whether they start to signal getting closer to where they think will be the peak. that is kind of what everybody is waiting for. when do we get peak interest rates in the cycle? when do central banks go as tight as they can? that is where the fun starts. when are they going to be easing off again? they are going to start hurting economies. at some stage, th

garfield: yes. authorities are absolutely the key when it comes to any chinese sector and tech has been a particular focus. don't forget china tech faces potential headwinds from u.s. concerns in general about china technology and technology transfers. the other thing here is prices have come down so far from these shares that there does seem to have been a bottom put in over the last couple of months. the question is whether you can have a sustained rally and that is up to a couple things. one is, what is the chinese government going to do, and do we start to see the chinese economy recover from covid lockdowns? some encouraging signs there. if the economy recovers, that should bring more money back into chinese equities in general and tech shares are cheap it might make authorities more likely to be kinder if things look up on the economic front. haidi: garfield reynolds there. let's get over to su keenan with the first word headlines. su: we start with the sec, which has previewed sweeping change

garfield reynolds, chief correspondent for rates in asia.ato has agreed to upgrade its military presence in europe, redrawing the continent's security in response to russia's invasion of ukraine. bloomberg's political news director jodi schneider joins us with more. what do we know about this agreement so far, and how impactful will it be for the region? >> the leaders who are meeting in madrid, they called it the largest and most significant upgrade, military upgrade, since the end of the cold war. so it is a significant move. of course, mostly in response to russia's invasion of ukraine. this really brought together the nato countries, the french president just a few years ago was calling it a brain-dead institution. now, president biden said that this was a history making agreement. some of the elements of it are that there are more than 300,000 troops who will be put on high alert in europe. they will also purchase sweden and finland joining nato, now that turkey has decided not to veto that. that will really bolster them in the exposed

garfield elementary is one of 10 schools in oakland. that will soon have these slower speed limit signs posted by august the start of the next school year. you can see from this list that most of these schools are located in the east oakland and that's where traffic officials say the city data shows. most of the worst traffic accidents tend to happen back in 2019 45 year old woman was killed, walking in the crosswalk nearby at 22nd and foothill. earlier that same year , a six year old boy was struck and killed by a hit and run driver, also on foothill as he walked near the school with his mom and uncle by the end of this year. oakland department of transportation wants to add these 15 mile per hour zones near at least 20 schools in the city. so 10 before the start of the academic year. another 10 by the end of this calendar year. so in the next hour, we're going to be hearing directly from the city's mayor and other city leaders about this effort. to try and make some of these neighborhoods streets safer with these new 15 mile per hour

garfield: it is definitely in doubt. one of the concerning signs when it comes to how likely this will extend is that there were a lot of gains for the most shorted stocks. there was plenty of hedge fund shorting activity seen last week amid the big drop. so you come in after a holiday, you get a bounce, that typically leads to a short squeeze. there were also some option expirings last friday, and triple witching also. those option expirings this week, which meant that that set off a spur for buying in general to square out those positions. there is a lot of internal technicals but not a huge amount in the way of the mentals or really knew news to give us confidence that -- not in the way of fundamentals or new news news that the bounce will be sustained. jay powell and plenty of other fed speakers are more likely to emphasize the need as they recently did, for stronger rate hikes. shery: to your point, the richmond fed president announced that the fed should hike as fast as it can. take a listen. >> we are in a situati

let's bring in garfield reynolds. all of this concern about inflation really having traders at both extremes whether it is bearish or bullish on u.s. treasury yields peaking 4%, yields dropping to 225. what do you make of all this volatility? garfield: well, i think it is a tribute to the way that on the one hand you have all these inflation concerns and on the other hand you have session concerns. you have what i call the fear factors helping to hold yields down. you simply look at inflation, which is expected to stay above 8%, you look at crude, $120 plus and climbing towards 2008 highs, you look at understandable expectations the fed will hike rates aggressively and keep doing so for some time. then you look at your screen and see a 3% yield and you say, why is it so low? but the why is because you look at how badly stocks are doing and other assets, at least 3% is something. or maybe you want to buy a to year bond at 2.7%, 2.8%. that gives you at least some sort of return. distinct from stocks at the moment, which

garfield: i think there is still plenty of fear out there. last week, part of what helped explain the move was bond yields did finally come back down, so, whether or not inflation peaked, there would be some potential bond yields would peak. that has a direct influence on share pricing. investors use benchmark government bond yields to judge where prices should be, the shares, how they should factor in potential earnings relative to the borrowing cost. that had a mechanical influence. i think that there was also some people looking for, you know, where they can deploy money thinking shares are gone. the previous week, there was capitulation. if you are looking for a bottom to pick, this might be a bottom. as we get closer to the quarter in, happened, potential positioning closes, playing the role. oil also help. the problem does linger. inflation keeps coming hotter than expected, hotter than 40 years. even as oil prices come down now, they are still a long way up from where they were a year ago, 44% higher today than one year ago. that will

garfield: there are a couple things to focus on.g the most at the moment is what is going on and yield curves. overnight it touched the deepest version we have seen since 2000. worst in the pandemic meltdown in 2020. so i'm not saying what is coming is necessarily worse than either of those two events. that is possible. but i am saying the market is under stress in a way that has really been in the modern era. and that fits with what is going on. it is easy to lose sight of it, but you think last year we have massive stimulus policy in place and we had central banks from the fed downwards saying it is ok that inflation is rising because that is to be expected. we expect it will be transitory. then we will be removing stimulus and there will be gradual, and everyone will be able to relax about it. then we had the war in ukraine. then we had covid lockdowns in china. reit's traders -- we are getting short-term interest rates soaring. we do get longer-term rates soaring as well but not buy as much because investors are effectively sayi

garfield: the market reaction was more about surprise than pain. it seemed relatively a calm response for markets and may be equities. when you look at the currency which soared for a minute and came back down, it ultimately end up being the best but not by a huge amount. it was on a massive move higher. the three year jumps as much as 90 basis points, about 15 basis points or so which is fairly standard for the day. 10 year yields edged up, so i think there was more shocked and a bit less off. part of it makes sense that everybody is still left guessing as to what the rba is going to do next. only 25 last time because it said it wanted to get back to normal. it went 50 this time. what is it going to do next time? that's going to depend on what the other factors are. i think a lot of people will be looking to the 21st of june when there is a speech and we get the minutes from this meeting. then we will get more clarity about what the game plan is. shery: kathleen, what are we expecting from the rpi? kathleen: addictions are bit all over the map but

let's bring in kathleen hays and our chief rates correspondence editor, garfield reynolds. let's start with you and the revised outlook. again another cut. >> when the president of the world bank released the report and spoke to bloomberg television in particular talking about the danger he sees to the global economy, those are strong words and it has a lot to do with stagflation. he says the pain of stagflation could last for many years. if stagflation stays high for a long time, that's a lot of pain on many people. the 2022 forecast is 2.9%. it started at 4.1% in january and as recently as april, it keeps getting smaller because of food and energy prices soaring. thank you war in ukraine. what is interesting is when he focused on asia, while the world bank was downgraded, i can show you this right here -- 4.3% because of the covid lockdowns, east asia pacific excluding china, growth is going to be stronger in 2022 at 4.8%. exports are still week, but indonesia, philippines, all expected to rebound. asian growth seen slowing but slowing to 6.8% from 7.6% the year before. i

garfield reynolds joins us now. could we see a rebound like we did in 1970 this time around? >> well, it could be tougher this time around given consumer spending and also the previous data showing gdp had shrunk by more than expected. there's a lot of nasty data points that the economy is cooling quite rapidly. people are looking past the idea that the fed is likely to do it on the 75 basis points and perhaps more because they want to see inflation noticeably cooling down. now, there are some potential reasons why inflation might start to fall but it is going to take a while. until it does the fed is going to keep hiking interest rates. interest rates are a blunt tool and they take a while to take effect. so it is hard to see an easy road to a rapid recovery. then again, there are plenty of occasions where stocks have taken off well before you would think they would, even in the face of things like earnings downgrades. i suppose the thing is bond yields have come down and bonds also down. not quite as cheap as they used to be. if you had money in bonds and they start to calm
