probably thinking of that less, and might even be thinking the other way, of how a no vote could garner even more support in this state. >> brennan: what he has also argued is this would hurt the economy. on the other hand, president biden has argued this is absolutely a requirement for the kind of economic recovery and rebuilding he says is necessary. so what is the strategy, if you can't get $2 trillion through? >> well, i think the problem is that when you look at west virginia, and you look at how poor it is, when you look at all of the levels of unemployment and how much the need is there for some of the measures in the social spending plan, the poison pill is attached to it, and that is the president's sweeping climate proposals. so perhaps if there was a way to decouple them, manchin would be more on board. but i do not think that the white house would be willing to entertain because it is really their only and maybe last shot at passing these huge climate change proposals that he would like. >> brennan: west virginia native yourself, of course. but, ed, it is the federal reserve

the second thing is that we -- you know, we really have a series of insights that we garner from our partners that work in very specific parts of the world. we learn this in our counterterrorism efforts against isis. you know, operating with a series of different foreign partners that were seeing different variants of isis in different parts of the world, they provided us an insight, a perspective, a texture to the threat that we just didn't have. and so, again, i think on the cybersecurity piece, this was the second thing is really that localized understanding of the threat that we didn't have. and then the third piece is that there's strength in numbers, tremendous strength in numbers. so when you're looking at an adversary, whether or not it's in the terms of trying to impact them in the information space or whether or not it's ransomware, always better to have more than less partners. and there is truly strength in numbers here. >> thank you. there are several other questions around the theme of partnerships with the private sector, and maybe i'll boil it down to one question, wh
