garrett haake is near barker reservoir where mandatory evacuations are in effect for several neighborhoods as this dam is overflowing. garrett, walk us through the scene here. 25,000 people have already been rescued in texas and we've still got mandatory evacuations. >> reporter: i expect that 25,000 number will be incredibly low. that doesn't count people going in kayaks to scoop up their neighbors. that's what happened in cinco ranch when it became part of the buffalo bayou about block and a half away. most of the folks have evacuated or rescued subsequently, but like so many other pool in so many other neighborhoods i've talked to in last day and a half, they came back in the last day or two to check back on their homes or the in some cases to stay and then folks in this neighborhood woke up this morning with an e-mail, a phone call or in some cases a pounding on the door telling them they were once again under a

garrett, thank you, sir. i appreciate it. >>> so we have this renewed effort to take down confederate statues following last week's violent clashes. and this morning we have duke university in north carolina reef moving a statue of general robert e. lee from the chapel. following the growing calls from students, the statue had been vandalized earlier in the week and then early on wednesday in baltimore they removed three confederate monuments there, including a statue of former supreme court justice roger b. tanny. he was the one that authorized the dred scott decision and that monument stood for 145 years but he was upholding slavery, denying slavered citizenship. and the mayor ordered a confederate statue covered with plywood because they prolibt the removal of such structures. but this is a handful of 718 monuments and statues on taxpayer funded properties across the u.s. and not everybody agrees that they should be taken down. most notably president trump who tweeted on thursday that it is sad to see the

joining me is major garrett.ooking at this from the white house perspective, what will be the fallout, if any, to the status of people who work as principal advisers to the president? major garrett: let's talk about steve bannon. he's in the biggest jeopardy he's ever been in in the history of the trump white house. his stock has risen and fallen, but that has been true of a lot of senior officials, who have held on and on back into the game, as steve bannon was conspicuously a couple months ago. i am told by those who watch the white house from the outside, advisers. and those within the white house itself that steve bannon has , fallen out of favor. part of it is due to the arrival of the chief of staff, john kelly, who promised the president upon his arrival that he would bring order and discipline to the white house. one of the aspects of that would be to do whatever he could to eliminate the crossfire that goes on within the west wing, the rivalries and the fighting and backbiting. for a lot of reasons, stev

garrett haake joins us live from the addicks reservoir.ls telling you about the situation there? >> reporter: yeah, ayman, i'm about a mile from the addicks reservoir is post to start, here on highway 6. these reservoirs weren't designed to handle this much rain. the army corps is going to try to do these roled releases all day today. they're going to to try to balance two concerns. first, they don't want to send too much water down the addicks or the barker, if they take the water out,s sshlgly they're sending it down the bayou, they risk flooding other neighborhoods as the water is on its way out to the gulf coast. but they also have to relief some of the pressure. obviously if either of those two dams were to fail that would make this a huge catastrophe beyond what it's been. that's not an imminent threat at this point so the corps is just trying to manage the drainage out of these neighborhoods that are still flooded up to chest-deep levels. we've had some rescue workers coming by, some volunteers resuming the search this morning to ma

back again from west houston garrett haake.re can you tell us about the conditions of those reservoirs, officials, and their concerns about the water levels there this morning? >> reporter: when this is over we're going to remember the names of the reservoirs and dams. they were built in the 1940s. they weren't ever expected to have to handle this much water. the idea is that all these upstream, if you will, neighborhoods like the one i'm in now that have been completely flooded out, all this water is supposed to flow down through the flood plain and down through those reservoirs, and then be discharged out into the bayou. well, the second half of that has been sort of working over the last day and a half. we were in down stream neighborhoods yesterday that have, unfortunately, been flooded by the waters that are trying to get pumped out through the bayou and out to the gulf. the problem is upstream here, there's just too much water. this water hasn't receded in 24 hours. now the guidance from officials is they're going to evac

garrett tenney is live from the white house with more and, garrett, what are you hearing from insideite house there? >> reporter: well, arthel, president trump has been keeping a very close eye on harvey throughout the weekend and, as you mentioned, receiving regular updates from his team. this past hour he returned to the white house from camp david, and we learned he now plans to visit texas on tuesday to survey the damage. press secretary sarah huckabee sanders released a statement on that trip saying in part: we are coordinating logistics with state and local officials, and once details are finalized, we will let you know. we continue to keep all of those affected in our thoughts and prayers. the timing of that trip has been in question over last few days. remember, anytime the president travels it is a massive undertaking. it takes a lot of planning and resources, and at this point resources are already stretched extremely thin in texas as local a agencies are focused on saving folks' lives and getting them back on their feet as well. arthel: meanwhile, governor abbott of texas,

garrett, what do you see where you stand? what's the scene there? >> reporter: well, craig, we see a lot of water. and we see water that has risen, even since it stopped reigning here in west houston yesterday afternoon. i'm in the memorial neighborhood where they have seen the water level rise several feet since this time yesterday. essentially taking a whole other block off line. a whole other block of houses surrounded by water, if not entirely inundated. you see some of these boats behind me. a lot of folks in the neighborhood here have come out with their boats, essentially running an aquatic u-haul service, if you will, taking people back and forth to their homes to get important possessions, get their pets. and yes, get family members, many of whom stayed here overnight last night because this time yesterday they thought they were in the clear. one of the people who just hopped off one of those boats is mary t. callahan. i'll have you stabbnd by me. you got way back in the neighborhood where we have not been able to get today. what did you se

major garrett is there.ajor, a marked shift and a marked shift in tone from the president. >> reporter: a mark shift in tone but great absence of specifics, anthony. if any american was waiting to hear a precise number from president donald trump about an increase in military in afghanistan, they listened in vain. the president did not disclose what many of his advisers have let us know. the number is anywhere between 3800 and 4,000. he in june gave james mattis authority to deploy upwards of that number of u.s. military personnel. but that authority is his. the defense secretary was simply not going to make a move like that without a strategic endorsement from the president tonight. a way forward in afghanistan and pakistan the president says will increase security but without those numbers, it's hard to measure and will be hard to measure in the future exactly how much progress is being achieved. one white house official told us tonight we'll know progress when we see it. will the country? that's the open
