joining me, garrett haake and steve kornacki. garrett, to you.e us background on mike johnson and his chances of getting 217 votes today. >> reporter: here we go again. mike johnson coming to the vote for -- excuse me. the first republican to reach -- >> there we go. we got you. >> reporter: thank goodness. mike johnson is going for the 217 vote threshold today. his first attempt. the fourth attempt since kevin mccarthy was ousted from the speakership 22 days ago. johnson would become the least experienced speaker in modern history if he were to win. he won election in 2016. he served here since 2017. he is a low-ranking member of the house leadership, the number five house republican leader. he is on some of the more relevant committees. he has been active on judiciary committee where people have seen him. he has never been a committee chairman. he may hit what's turned out to be or may turn out to be the sweet spot in the republican conference. been here long enough, well-known enough to be well liked but not so long as to have some of the deep

>> andrea, garrett set the stage.t you are looking at here and as this vote progresses, when it's taken, what you will be able to see here is we have put a big list together here. these are all republicans. these are republicans who have either indicated opposition to jim jordan, an intent to vote against him on this first ballot, or who haven't said anything. some of them we expect will end up being with jordan. they just haven't made public pronouncements. the list we have got here is nearly 60 members long. it's going to be very interesting to see how many of these nearly 60 republican names you see here actually do publically vote against jim jordan on this first ballot. in terms of the math, the way this works here is, to become the speaker of the house, you need a majority of all members who are present in the chamber and critically who cast a ballot for somebody by name. they are called upon. they could vote for anybody they want. they could also vote present. if they vote present, it affects the math. coming i

let me bring back garrett. garrett, in watching this, what does jim jordan do? does he fight another day, tie the conference up? do they tell him and does he realize that it's over and that they have to move on? >> look, jim jordan's reputation is based on being a fighter. that's part of why the republican base is so enamored with him. i would be surprised to see him shrink away from a fight now. i think it would be a demoralizing moment for him and everyone in the hard right pro-trump faction of the house if he took two nos for an answer. the nos are getting louder and louder with more votes turning against him. i think that's why this conference meeting here coming up might be important. we will see whether jordan's own ambitions and whether his views of his political talents here is outweighed by the views of others in the conference wanting to move to anybody who can get to 217. i think his natural inclination is to try to keep fighting. he and steve scalise are getting a live education in how difficult this kind of coalition building really is. it's the kin

i want to bring in nbc's senior capitol hill correspondent, garrett haake. just mentioned we watched and tried to listen as the speaker went out on to the floor. you were there. what did you hear? tell us about the mood on the floor as well. >> chris, i was struck by the speaker's tone on the way to the floor. i've been covering him for a long time and especially since he became speaker, he likes to talk about how he was a fighter. but what i heard from him on the way to the floor was a little bit of resignation in his voice that he's basically seeing the floor being turned over to democrats at the behest of half a dozen of his members that he is trying to do the right thing for the republican party but that some of his members don't want that to happen. he was asked twice if he would keep fighting if he loses the motion. he could put his name up again to the speaker and go around and around like we did in january with multiple votes and twice, he either ignored the question or deflected from it, the second time saying let's see what happens. that struck me

garrett, hot topic, obviously.cretary of state antony blinken just walked out of the speaker's office. any updates there, how long was he in there, did he say anything coming out? bring us up to speed. >> reporter: the secretary spent the morning on the senate side of the complex here, trying to basically make the case for that much bigger $105 billion aid package that would include aid to israel and ukraine and the border. after leaving senators, he decided to drop by the new speaker's office, in there for about 25 minutes. as far as i can tell, this may be the first time these two men have ever spoken. blinken wasn't talking about the meeting on the way out, just a good meeting. he has his work cut out to convince mike johnson to abandon this plan to do just an israel alone aid package, $14 billion as you said. he's hoping to make the argument as are some senate republicans that the way it is structured is basically a poison pill, it is not enough because it doesn't include the aid for ukraine and the cuts to the

as garrett laid out, you need democrats to come along on this. jordan is saying he endorses this plan is not enough to bring every republican along. i would expect you will have holdouts who just don't like this concept in general. if you are republicans, you gotta make sure that democrats are comfortable with what you are doing without looking like you are giving them something. i imagine for democrats what they are concerned about is the part that garrett mentioned where jim jordan is not backing out of his race. he is still, based on what happened behind closed doors, the highest ranking republican in the conference. he is part of the leadership now. it feels like what we could be going into is a situation where patrick mchenry is the leader of the house, but jim jordan is a shadow speaker calling shots behind the scenes. it's consistent with how he lived his life in congress, where he will have a ton of power without the actual responsibility. if i'm democrats, i'm concerned how is he going to be wielding that? is he calling the shots or is p

what can you tell us, garrett?: chris, this appears to be a classic donald trump float where in conversations with his allies with lawmakers here on capitol hill he's gauging interest, whether it would be helpful, whether it would be in his best interests, and what the reception would be if he chose to do so. in conversation with some of his allies had discussed the idea of trying to unify the party, but i think as you guys were just discussing that probably runs counter to the actual reality of an appearance here, which would be the first time he'd been back on the capitol since january 6th and would come at a time where how to handle him, endorsements of him, how to handle the path forward with the party is an open question, so having a non-member present for what is going to be at least two days and possibly longer of closed door member only, you know, intraparty discussions, i don't know would achieve any specific objective, other than get donald trump involved in the big republican political story of the week

garrett haake. garrett, a lot of moves going on, and unusually, this televised debate. who are they meeting today? >> reporter: i can't figure out what these candidates see in the utility in the televised debate. it's a lot of internal questions, how they're going to run the conference. it also has a lot to do with who's raising money for whom. and that's not settled in a fox news live debate. these candidates are having private meetings today remotely with members of the republican main street coalition, which is what it sounds like, one of the more moderate, economic-based caucuses within the republican conference. they're meeting with the western caucus, again, just like it sounds like, members from the western half of the united states. and they're meeting with members of the freshman class. that's probably the meeting i would be most interested in being a fly on the wall today. it's a lot of those new members from bluish states like new york and california, who made the republican party the maj

so garrett, let's start there on the hill. i imagine capitol hill is in a bit of shock today. what happens next, and what happens to mccarthy? >> reporter: yeah, it feels like there's a little bit of a political hangover around capitol hill this morning after what we all experienced yesterday. as for mccarthy some of his future is in his hands in the limited similar historical experience here of speakers who have been forced out of the job through one manner or another. few of them have stayed on as members of congress. he was a little bit coy last night about whether he would continue to serve in this body at all. but the immediate business of house republicans and then eventually the full house will be picking the new speaker. really nothing else can happen until that's done. if you're lookingt the republican conference, you start at the leadership team at the top. steve scalise is thrent number two. he's probably the odds on favorite if he chooses to pursue it. tom emmer also has some structure around him if he wants to go for it. he's been sort of backing up scalise at lea

doesn't garrett tenney know this. chicago. >> city officials say that chicago is reaching a breaking point. they're overwhelmed by the number of migrants that are arriving here. in the last week alone, the number of migrants living here at the bus terminal at o'hare has more than doubled to more than 800 people. you can see some of what it's like inside in this video we shot earlier today. people are packed inside, sleeping on boxes and blankets. a lot of kids here and pregnant women. it's a similar scene at police stations across the city where more than 2,500 migrants are waiting for space to open up at one of the city's shelters. some of them are being forced to sleep outside on the ground since there's no room inside. one man that recently arrived from venezuela said the living conditions back home were never this bad. >> in venezuela, we never lived on the streets. now we are living on the street. we need to wait for some help. >> city officials say they're doing the best they can with almost no help coming from
