let's get the latest from garrett tenney in chicago with more. garrett? >> yeah, neil. it's not just regular old stealing. in a growing number of cities like chicago, it's part of organized crime with gangs of criminals storming in and taking everything they can before walking out and heading to their next target. just this week, one group of thieves in chicago smashed the windows of this ulta beauty store and stole 10,000 worth of goods. throughout the summer though, all across the country, we saw how scenes like this one in l.a. are becoming a lot more common where as many as 50 people stormed a nordstrom store in august, ransacking the place for as much as $100,000 in high-end clothes and handbags. those trends have retailers on edge heading in to the holidays. more than half of small businesses say they will be affected by theft according to a new forbes adviser survey. to make up for the losses, the rest of us will be paying more this year. 64% of small business owners say they've had to increase prices. adding to that, some large chains like target are now locking

joining us is nbc news senior capitol hill correspondent garrett haake. it's good to see you.n today? >> reporter: this bill should pass the house. i have heard of two house republicans who say they will oppose it, marjorie taylor greene and thomas massey who opposes basically all foreign aid. i think there are probably a handful of democrats who are israel hawks who believe this vote is too important to vote against the measure, even if they find the irs portion o it deeply cynical and unhelpful. but as you pointed out, whatever comes out of the house today is going nowhere in the senate. majority leader chuck schumer thinks this deal is deeply flawed and political. for his part, he says he knows this is a first draft of legislation that everybody involved is hoping to get finalized and to the president's desk hopefully by thanksgiving. >> why, if he knows it's a first draft, why take the time to go through this process when the president and most republicans, i think, would argue and democrats that israel needs this quickly, and they want to get it to them quickly. thanksgiv

joining me now, garrett haake on capitol hill for us, brendan buck as well, former top aide to formerboehner and ryan. doa, right? here we go. out of the gate here, speaker johnson getting this thing across the finish line in the house but the senate saying it is not going to happen. so what happens to israel aid, ukraine aid and got to keep the government open in 14 days time? >> reporter: no pressure, right? this is the classic congressional deadline train wreck that we have gotten used to seeing here where a lot of deadlines come together at the same time. israel aid will get done. it is the single most popular thing working through either chamber in either party right now. i think the question is what rides along with it, whether, you know, lawmakers can convince enough colleagues to attach ukraine aid to it or it is a border security measure or anything gets attached to the measure to fund the government until january or some unknown date certain. i think that's the sort of special sauce that is being cooked up right now. how do you use something like aid to israel, which basical

joining us nbc news senior capitol hill correspondent, garrett haake.er again, six and a half weeks or so later. will they or won't they at this point, garrett? >> reporter: look, new speaker same problems. what we're expecting is that mike johnson's office will unveil his plan probably sometime over the weekend. the goal is to give republican lawmakers 72 hours to read it before they bring it to the floor early next week. every indication is that the new speaker is leaning towards this novel strategy of doing something that they're calling a laddered cr, which breaks up government funding into different parts with different times it might expire. this is not something popular with democrats or the white house or republicans in the senate. so it's an interesting choice for a plan, but it's the kind of plan you try to do in the early part of a shutdown week, and leave time for a backup plan in the second half if this doesn't go through. i think what we're seeing here is the new speaker trying to go with an idea that will make the far right of his confere

house republicans revealed a new stopgap funding plan let's bring in garrett haake what do we know about the plan will it fly? >> reporter: hey, savannah, here we go again. over the weekend, new house speaker mike johnson revealed this unconventional two-step funding bill designed to prevent shutdown chaos right before the holidays and buy house republicans more time. this would fund part of the government until the middle of january. the rest of it until february. notably, the bill does not contain budget cuts, which would have guaranteed democrats would oppose no aid for israel or taiwan. all that would have to be done at a separate time, if at all. >> the question is, are there enough votes for this to pass? >> reporter: we could find out as early as tomorrow that's when the bill is expected to come to the floor three house republicans said they won't vote for it they wanted to see the spending cuts that means the speaker is going to need democratic votes and the democrats think this is a goofly overly complicated way to do what ought to be a simple thing. a shutdown now would mean hu
