our capitol hill correspondent garrett haake is back with me. conveniently, so is senator tom daschle. garrett, start with you. is that what we were expecting? did we not have any expectations? >> reporter: well, look, yesterday mitch mcconnell told reporters he was on the fence about this but that he had his concerns. it seems at some point over the last 24 hours, either his concerns became more magnified or the politics of this shifted under his feet. it might take more reporting to find out which. he talked about the idea that this commission is somehow slanted or that democrats engaged in bad faith in getting to this agreement they're putting on the floor on house side. this is something that was negotiated with the ranking member of the homeland security committee on the house side. this is not a purely democratic proposal that's going forward here. i think the other thing that bears noting as you hear the minority leader lay out opposition, talking about the other investigations. the piece that's not being investigated, in which the commiss

garrett haake has the latest. garrett, any insight into the democrats' next move here?the cards. she's been careful not to show them. she has said she wanted to go the route of a commission, a bipartisan commission, in part to make sure people would see the results of their work and believe it. i'm talking about the people who are most likely to believe in conspiracies around january 6. she's also said that nothing is off the table. with the commission vote defeated in the senate, the house could give the investigative authority to do the same work, the same investigation, to a committee that exists or they could create a special select committee like republicans did to investigate benghazi. either way, i can tell you their trust level in the house, which was terrible, is now also starting to get more terrible on the senate. this thing was negotiated right down to the end on the senate floor. we heard from house members over the weekend talking about just how broken they think this bipartisan process is. here was jason crowe on "meet the press" over the weekend. >> this

will cost them quite a few voters, as he put it, in upcoming elections but won't gain any nbc's garrett haakeulation the republicans are making here in removing her? >> reporter: house republicans have essentially reversed the position they took back in february the last time there was a vote on congresswoman cheney's leadership position. at that time they said the party tent was big enough for those who thought donald trump was the future of the party and those like liz cheney who wanted to keep him in the past of the party. now they are essentially saying the tent is only big enough for one of them and they want to be in that tent with donald trump kevin mccarthy thinks that running with donald trump as the leader of the republican party is the ticket for him to become the speaker in 2022. and it appears a lot of republicans agree. lindsey graham, the south carolina senator, put it this way earlier today. take a listen. >> he's the most popular republican in the country by a lot is trump plus. if you try to drive him out of the republican party, half the people will leave. so it doesn't mea

joined by garrett haake. republican senator at the center of the negotiations. garrett, the senator says the proposal is not the final offer. it looks like a good sign for bipartisanship. how close are we on a deal? >> reporter: craig, i don't think we are close yet. after spending time with the senator yesterday, i can see how they can get there. the key issue here is going to be scope, agreeing on what should be in the scope of an infrastructure bill. you mentioned the price tag differentials. the biden administration plan includes $400 billion for elder care, additional tax credits. it includes things the republicans say ought to be priorities but ought not to be part of an infrastructure bill. senator capito told me, if they can agree on what should be in it, the money in the proposal is not all that different. she's expected to go to the white house next week with a couple of her republican colleagues, the ranking members on the relevant committees, to have some of this discussion with the president. her

joining me now is my colleague, garrett haake. good to see you.this book basically shut on the january 6th commission in the senate? >> reporter: it looks that way. we have been surveying senate republicans over the last few days. so far, zero of them, exactly zero have committed to voting for this commission as it is. there are some who haven't read it or are considering it and it's possible. politically speaking, none of them want to reopen the january 6th insurrection attempt, even those of them who voted for the conviction of donald trump. perhaps especially those who voted for the conviction in the second impeachment trial. they know it's bad news to spend more time talking about what happened on that day. i think perhaps there are some who are hopeful the house will decide the senate's not playing along and they will do this on their own. >> a distinct possibility. let's talk about infrastructure. there's been back and forth today about whether the white house was or wasn't going to talk to republicans. what's your sense of the current statu

garrett haake is on the hill. he is following all of it. let's start there with infrastructure first. what are republicans offering here? >> reporter: republicans have raised their top line offer here to almost a trillion dollars. $928 billion for various infrastructure projects, stretched out over eight years. the debate is that their offer is hundreds of billions of dollars apart from the white house because it doesn't include things like the care economy, the electric vehicle portion, the things that the white house wants to be considered as part of infrastructure but that republicans do not think should count. on the pay for part of it the other sticking point as the negotiations have gone back and forth, republicans say there are hundreds of billions of dollars unspent from the most recent covid relief bill that was passed. money that's been appropriated but hasn't been spent. it's sitting in some government bank account somewhere. they would like to see that money repurposed. that will be a tough sell with the white house and with con

still with me, nbc news correspondent, garrett haake. garrett, what is -- let's back up for a second and start with the latest on this january 6th commission. is it happening? >> reporter: it does seem to be moving forward, finally. this commission has been stalled since january when idea was first floated. congressional leadership had been negotiating, they kept getting hung up on the scope of what the commission would look like. who would be on the commission. what kind of powers would they have? and the leadership in the house decided that they would send this down to the homeland security committee and let the chairman and ranking committee there negotiate a deal. that's deal that has been reached today. this says there'll be ten commissioners, there'll be folks with law enforcement backgrounds. they'll be dominated essentially by the various congressional leaders, and it will be a true bipartisan split. also, their focus will be, their scope will be on january 6th and the events leading up to it, which i suppose could be broader if f

garrett haake, what are you seeing on your side? >> look, congressional republicans, at least a plurty of them, want to see a deal on infrastructure. they agree this is a useful effort by government to take part in and agree it will cost money. but there's no agreement where that money can come from yet. infrastructure is probably the biggest gulf between democrats and republicans, beyond the general price tag. does that money come from things like user fees. we're talking about tolls and some way for electronic vehicles to contribute since they're not paying a gas task or does it come from raising taxes on corporations like the biden administration would like to do. on the family's plan, the human infrastructure part of this, that's where you see a much wider gulf between democrats and republicans. republicans fundamentally don't think that things like the expanded pre-k or free community college is something government should be doing right now or perhaps ever, depending on the republican. so for the biden administration to focus

with me is correspondent garrett haake. garrett, good to see you.ek the democrats and republicans reached a deal on this, but at the time it was announced, you had kevin mccarthy say he wasn't fully in on it. where does it stand now? >> reporter: the leadership delegated this down to the committee where they reached an agreement. democrats quickly embraced that agreement, but republicans in the person of kevin mccarthy, the minority leader, did not. mccarthy was silent about this over the weekend, but this bill is going to be in the rules committee tomorrow, headed to the floor later this week. there is no indication right now that republicans are whipping against it, they may just let the chips fall where they may on this, but we'll probably get a better idea when it goes through tomorrow about whether republicans will fight a bill where they got whatever they wanted, a truly partisan commission, the opportunity to share subpoena power, essentially, or have veto over subpoenas and a report that will be due this year, not next year leading into the

we have garrett haake and cal perry joining us live. kevin mccarthy going very public about who he wants to replace cheney even though she technically still has the job. >> do you support elise stefanik for that job? >> at least i do. >> that says a lot about the path forward for the gop. >> yeah, the house republican conference is eager to get this vote done and overwith as quickly as possible. mccarthy playing brutus striking the final blow against liz cheney. it was mccarthy that spoke on cheney's behalf. talking about the importance of having a big republican party with room for all of these voices on issues like the former president now not so. and i think it is important to rem there are two separate votes here. at some point, possibly even days later there is a next vote on stefanik. so you have mccarthy pulling way ahead of the action that tells us that if we pick our metaphor about a civil war or battle, but house republicans made their choice. their the party of trump going forward. there is very few voices, and few trump agno

with me now is correspondent garrett haake and chairman and political analyst michael steele. what is the dynamic in the house gop right now, garrett? >> reporter: i think it's coalescing that donald trump will remain their leader. we heard that in stefanik's press conference. here she is about leadership in the republican party right now. >> that voters determine a leader of their republican party and president trump is the leader that they look to. i support president trump, voters support president trump. he is an important voice in our republican party, and we look forward to working with him. >> reporter: that's going to be the guiding ethos for at least house republicans as they head into 2022, and it's interesting. all of the house leadership team was elected in 2020, even when former president trump was not. if you're looking at who the voters chose, that's a different thing, but the republicans have clearly decided that their opportunity to retake the majority next year comes and goes with donald trump. stefanik completes that picture. liz cheney is not going away, but

i want to follow up with garrett haake.n with senator corey booker on this that has been leading some of these talks. what's going on here? >> i caught him on his way into a meeting on police reform with the other major play players. they are meeting this morning and the three key negotiators met for two hours last night. they're working very hard on this and is often the case nothing is settled until everything is settled. it feels like this qualified immunity is a major ticking point. they want to make sure there are some changes to potentially sue police officers in the most egregious cases of police abuse. this was floated by tim scott, democrats didn't think that went far enough. so i think that has hung up the discussion to far and i'm told by everyone involved that he is related to this just yesterday. i think the other thing to keep in mind about the deadline was as i talked to the law makes they regularly make clear to me this is a deadline set by the white house, not by the negotiators themselves. they want to get

let's bring into our conversation, garrett haake.ting the deadly insurrection? >> reporter: he is, and this is a change from this morning, even after kevin mccarthy came out against this commission. as of this morning, this was kevin mccarthy's opinion. he put out his statement saying that he was opposed to this and that he would be voting no, and our team checked in with the whip's office and they said essentially they were staying out of this, they weren't going to whip members either way. now, about 24 hours, we believe, from this vote taking place, house republican leadership have changed their tune and steve scalise, the gop whip, is now advising members they should vote no on this. the horse may have already left the barn on this. house members have pretty strong opinions one way or the other but it is interesting to go through this memo that scalise's office sent to house republicans for their reasons of posing this. they say john, the ranking republican member, who helped negotiate this deal, did a fine job, but that the scop

ayesha, also with us, politico correspondent, eugene daniels and nbc news capitol correspondent, garrett haakeu just heard the congressman talking about being an optimistic and a realist. let me ask you to be a realist here. what's your take on what's likely to happen now on capitol hill following the failed january 6th commission vote? >> i think we're most likely to see speaker pelosi take this into her own hands and set up either a select committee to investigate january 6th and what happened on that day or give the january 6th profile to a committee that already exists, maybe the intelligence committee. we know the respect that the speaker has for adam schiff, the chairman of that committee, and it's possible that one standing committee could take over that whole portfolio. what pelosi has been very clear about is that doing nothing is not an option, but make no mistake, democrats wanted to avoid going this route. they know anything they set up now will be compared to the benghazi select committee and they know that the people who they wanted to reach with a commission, the folks out in th

leann caldwell and garrett haake.is ticking on this january 6th commission vote. >> chuck schumer said there will be a vote on the floor of the senate as soap as this week. we're going to find out where every republican stands on creating a commission. where it appears they stand is opposed. right now there are vanishingly few votes in play. lisa murkowski said she will vote for it. senators romney and collins talking about potentially voting for it. like wise rob portman, but it appears almost certain that republicans will marshall the votes necessary to defeat it. why? they say they want the mid-term elections to be about joe biden, not about donald trump. he sees the commission about being expressly political and something that forces negative trump related headlines into the news. that's why he is opposing it and it appears that senate republicans are falling in like on that. >> you also have congress focused infrastructure and police reform. >> two completely different issues but both fraught. let's start with po

garrett haake, very much. great reporting as usual. >>> let's go to texas. an all night fight in the state legislature, the new restrictive voting bill is one step closer to becoming law. the bill passed in the austin statehouse at 3:00 in the morning. the vote comes less than 24 hours after governor desantis enacted a similar bill in florida, despite an outcry from voting rights advocates. priscilla thompson is in austin with the latest. what changed in this bill because of democrats fighting through the night to try to make changes to it? >> reporter: democrats were able to get 18 of their proposed amendments into that bill last night. this includes lowering the criminal penalties that were originally proposed in this law. they were also able to make it possible for disruptive poll workers to be removed from a polling site. and they cut the provision that would have required folks helping voters at the polls, if they needed extra assistance, to have to disclose why that person needed help. while those things are changing, there are also a lot of things in

nbc's garrett haake on capitol hill, eugene daniels, co-author of "political playbook." garrett, we saw kevin mccarthy come out aggressively. he did not want a single republican in the house to vote for this commission. and despite that, 35 of them did. when this thing moves to the senate, how aggressive is mitch mcconnell going to be? >> i don't think he will be nearly as aggressive as kevin mccarthy was. there was significant arm-twisting behind the scenes to try to keep republicans from having essentially jail break and voting for that 9/11-style commission en masse, and 35 house republicans did. on the democratic side, it's a little different. there are two fairly different bipartisan commissions going on into the events of january 6th. . and i heard from some republicans, even those that might be otherwise inclined to back of commission, they would like to see their own committee work move forward and it may not be necessary. this would be the first republican filibuster of congress would be difficult for democrats but not impossible. i think we're in wait and see mo

. >> i want to bring in nbc's garrett haake on capitol hill and the co-founders of punchbowl news. to be sassy but what does that mean? real deadline, so the deadline, republicans have one more week or else what? >> i would frame it definitely. it sounds to me that pete buttigieg was putting a deadline on the white house. remember, it was republicans who gave the last counteroffer last week. house and senate are out this week. congress isn't here. the white house, frankly, has a decision to make along with their democratic allies in both dham burrs, do they think republicans are sincere. do they think senator capito and her colleagues can deliver the votes for something to be done in a bipartisan way or is there time, like secretary buttigieg said there, to fish or cut bait and try to go it alone through reconciliation. that's not an easy process and only going to work if democrats are convinced they have all of their votes ready to go. really the ball is in the white house's court right now. >> and where do you see things going over the last week? is i heard on thursday president b
