garrett haake live on capitol hill for us again this morning.and msnbc political contributor jake sherman. garrett, let's talk about strategy how the two sides are approaching this, what can you tell us about where this is going? >> reporter: the democrats want to get to work. adam schiff, one of the members of this committee said they look at the 9/11 commission as the gold standard they're trying to emulate. they want to produce a report a mixture of probably public hearings, closed door depositions, the first of which a public hearing with capitol police officers that could come soon, not interested in waiting around to see if and how republicans fill out their committee seats. they have a quorum so they're ready to go. kevin mccarthy is in a difficult spot as a republican leader. he'd like the entire effort to go away and never have to talk about it again but that's not going to happen. he has to make a decision. does he want to put serious members, ranking members, experts in subject matter to counter the democratic members or the most part

let me bring in garrett haake. let's be clear here, right.s that something may come out of the hearing or is the news that the hearing is happening at all, right? i guess i'm trying to say some of these democrats are making it incredibly clear they're not willing to be budged. they're not moving. so while there is a lot of talk on this, are you seeing action or the potential for it? i think the news here was the hearing itself. what we're seeing with the democrats in general is they're bumping up against the limits of what you can do with a 50 vote majority. it's not much of a majority at all with the phil buster rule in place for passing most legislation. you're seeing democrats try to find ways to think creatively on some of these issues like holding a feel hearing that will get way more coverage than a traditional hearing sitting around in a committee hearing room. chairman klobuchar made the point to me that she would like voting rights in the reconciliation bill. that would be unusual. there was talk about the various lawsuits, the d.o.j

nbc garrett haake is at his host on the hill. garrett, i will start with you. spending and infrastructure negotiations seem to really splinter off. we're hearing about so many different plans. make it plain for us. what plan is this and what is in it? >> there is two bills. the bipartisan one. roads, bridges, set that aside now. what we're talking about now is a bill that costs $3.5 trillion that includes all of these other priorities. this new reconciliation bill that is not a bill yet, just a top line number, will include numbers for early childhood education. it will address climate change, it will expand medicare benefits, and it is a huge investment all of these other priorities that democrats ran on and they will need to do it with only democratic votes. that's the way that is the system is set up. elizabeth warn is very happy with this plan. wants the president to come in today and rally the democrats around it. they know it will be a big fight to keep their party focused and in lock step on this bill. >> what are republicans saying about the plan? oh, t

let's bring in nbc news capitol hill correspondent garrett haake. garrett?hink what we'll see today is powerful emotional testimony from four police officers who were on the front lines on that day, setting a factual predicate and emotional predicate of what really happened, the fact that this even really happened and the way it's been laid out and how close these officers came to being overrun and the risk that it put for democracy. we've been hearing from members here today who say they know they have to push back against the whitewashing that has gone on about what happened january 6th over the last several months and the officers are perhaps the most credible witnesses they can bring forward, totally apolitical to set the stage for the rest of what this investigation is ultimately going to do, and this is not a day which new investigatory details are expected to be revealed, new documents, anything like that. this is to say this really happened. these are very credible people who were there, who put their lives on the line and have the injuries to show f

first let's go to ali where she has been astanding the cpac conference and garrett haake who is on capitolet me tart with you at cpac, i attended many of those events, you have, garrett has. it has taken, it seems, a pretty dark turn. what have you seen there? >> a pretty dark turn especially when you consider what cpac has been in the conservative movement which is a chance to see where the heart of the republican party is. it is really one of the places where a lot of the grass roots ideas used to be born. people have joked it should be called tpac after trump because they're so wed and loyal to him. he comes to events like this one, spreads these kinds of conspiracy theories about the 2020 election as well as around january 6th. and these people and these crowds believe them. what is worse is it is coming when he goes on fox news and paints a picture very contrary to the reality of what happened on the ground. it means you have cable hosts and others reinforcing this alternate reality about what happened in the insurrection. it's so dangerous because we're seeing him continuing to creat

garrett haake. first of all, the speaker just held a press conference. about the first hearing and whether there will be more hearings or more work done during the recess. >> the speaker was very pleased with the way the first hearing was conducted and she praised the police officers who provided the testimony yesterday for their courage and clarity in describing what happened here on january 6th, but as for next steps, she says she's not involved. those are decisions she's leaving to the committee's chairman bennie thompson and its members. you heard the detail that the committee would like to get from the white house from that day. they are still hiring staff. they haven't exactly decided how they will proceed although thompson told me yesterday that he does -- he has put the committee members on standby to potentially come back to washington for another hearing during what's supposed to be a seven-week recess starting next week. they know they have a lot of work to do, but no specific time on how they'll approach it. >> let's talk about infrastructure

. >>> joining me now is garrett haake. it is good to see you as always. let's be real here.ssentially denied every single request that congress made. for the most part, i may be forgetting about some things, but for the most part if they were subpoenaed or they tried to bring them in front of a committee, they said no. i don't see how they would force donald trump to testify. what's your take? >> i agree. i think it is possible but unlikely that donald trump could eventually testify in front of the committee, but that is one of the reasons. think about the don mcgann testimony. just to get the heavily limited closed door deposition from a presidential lawyer. the idea of bringing a former president down here. he will not show up if you send a nice letter to bed minister so i think it is unlikely on that end. you also heard the congressman elude to this a little bit. i'm not sure this is a precedent that democrats want to set. that you're going to haul former presidents down to testify if there is another way to get that information. there is former aides. there is documentat

talk me through some of the names that you've been hearing of, of course, my colleague garrett haake suggesting that possibly elise stefanik could be dangled as a name that's going to come from mccarthy. one of the questions that folks think about is republicans treated the january 6 riots as somewhat of a circus. republicans especially the congressman from georgia saying it was like a tourist visit. it was certainly not a tourist visit. what is your worry with that especially when it comes to the appointments of some of the names to the select committee? >> i don't have a worry actually. i think the speaker has acted appropriately. this is patterned very much like the benghazi committee that was stood up by the republicans, and as we recall, this was where we had a u.s. ambassador to cia agents and a contractor killed in a foreign country. this happened in the homeland and seven people were killed and we have reason to believe that many of these groups had come together under the auspices of the trump campaign to sabotage the counting of the electoral vote so that it could, in fact,

. >> reporter: last week, kevin mccarthy told garrett haake, that when there was news he would say itnd no update on what kevin mccarthy is going to do. republican sources are telling me that his team has been very tight lipped about what his strategy is going to be. now leader mccarthy has some choices to make. first he hasn't even said if he's going to appoint those five republican members to the select committee. if he does, what sort of republicans is he going to appoint? are they going to be january 6th deniers or are they going to be members of the republican party who would take this investigation seriously so who he picks is going to be scrutinized. there's not a lot of republicans who have stepped forward and said they want to join this committee, other than, of course, representative liz cheney, who speaker nancy pelosi chose. so we are still watching. but the reality is that democrats on this committee have already started their work. they're planning to hire staff this week and do the background that is needed to get this under way. they have a quorum, so they can run this

joining me, capitol hill correspondent garrett haake, columnist kimberly atkins store and sam stein. re pushing manchin to reconsider. what are you hearing out of today's meeting? >> reporter: sounds like that was not the focus of today's meeting. the texas democrats and senator manchin emerged singing from the same him nal saying they had a positive meeting, need to do something, emphasis something, to protect voting rights, probably needs to be narrower than the for the people act which recently failed in the senate with unified republican opposition. i asked about the discussion around the filibuster, changes to it, i was surprised by what texas democrats told me. listen to this. >> did you press him on the idea that y'all were floating the other day trying to make a carve out in the filibuster to pass something like this with just democratic votes? >> no. >> not at all? >> no. >> i think enough people discussed the filibuster with senator manchin. it is an elephant in the room, everybody knows the deal. he knows senate maneuvers and mechanics, we'll leave the tactics up to him. >>

garrett haake for us in georgia for this highly consequential hearing that's taking place. ashley parker, i want to ask you about the writing but also about the pressure that president biden has faced since his speech in pennsylvania in which he called out how horrible the actions against voting rights are across this country but yet to tie that to some sort of pressure he's putting on senators in particular to do something about it. >> well, that's exactly right. there was another line in my colleague's fantastic piece which are democrats are issuing all these calls to action but there's no foreseeable action in the immediate future which is their conundrum and what dan also pointed out even in the speech rife with symbolism, location, the most forcefully president biden has spoken out, he never uttered the word filibuster. he never tied it to what parliamentary procedure on capitol hill would have to change in order for there to be sweeping voting rights overall in capitol hill, actual legislative solution that isn't going state by state. a lot of the states are moving in

garrett haake is on capitol hill. ith us, the reverend al sharpton, president of national action network and host of msnbc's "politics nation." good to see you guys. so garrett, what have you learned so far about what's expected to be in that bill? >> we expect it to be narrower than the for the people act that was only voted on in the senate and blocked by republicans. it will focus more narrowly on voting rights provisions and likely drop some of the other material about how campaigns are financed, perhaps some of the redistricting elements could go away as well. the only new additions we're hearing about are something that wasn't in the for the people act originally, that is how to deal with what might be considered election interference on the back end, how votes are counted and by whom. concerns that have been raised by some of these new state-level bills that have been brought forward in some of these other states. so a narrower package, an updated sort of 2021 version of what's in this package, but no specific d
