let me turn to garrett haake, and he spends a lot of time covering both houses of congress. we can let our viewers and listeners know mitch mcconnell was a yes vote on the infrastructure bill. is that a separate at all? >> no, mitch mcconnell has said from the word go that infrastructure was something on which he thought there could be bipartisan progress, and i think it's interesting to note his three lieutenants all republican senators with the first name of john all voted against this, so the jockeying to eventually be the next republican party in the senate as they are trying to align with the majority of republican senators. mcconnell wanted to be out on front of this for two reasons, the straightforward one where he said he wanted to see infrastructure get done, and the other thing this does for him is it takes some of the steam out of the effort to get rid of the filibuster, to change senate rules to pass big things. mcconnell has been making the argument and will continue to make the argument that the passage of this bill, he will say, proves that you can do big thin

i have our justice correspondent pete williams, garrett haake is at the scene, we have former atf special agent jim cavanaugh, and assistant director with me. let's start at the scene. what do you see, garrett, is there any indication of how much law enforcement and the suspect are communicating? >> reporter: well, chuck, there's a huge law enforcement presence here around the capitol area and they've cleared a wide perimeter going several blocks into the surrounding neighborhood, particularly here on the southeast side. the house side of the capitol where all this is happening. i'm about two blocks away. if i could walk through that gray building, i would be next to the suspect's truck. i can't see it from here, some of our colleagues inside the complex can see it from their windows. you have cannon house office building cleared, some other house buildings cleared related to library of congress. the good news, if there is any, this is being recess, a city concerned with resurgence of delta variant, there are very few people working inside any of the buildings today. so they've all been k

nbc's garrett haake is on capitol hill. let me get this straight.ght the bill and won't support the final version are the ones getting their own amendments included? i'm so confused. >> reporter: that's exactly right. we saw a vote from an amendment from mike lee yesterday, who is definitely not going to support this bill and we expect to see an amendment from ron johnson today, who will almost certainly not support this bill. what you're seeing is one of the unique things about the senate, which is the way in which any individual senator can slow the process down and there are tactical decisions to be made by democrats, which is to say maybe it's easier to just give an amendment vote on an issue they care about. that would be faster than letting this senator slow each individual step of the process down. that's kind of the calculation that chuck schumer is making here, to just keep this process going, knowing that as he stands right now, he's got the votes. and it's easier to not give someone a process excuse to oppose the bill or slow it down furt

. >> garrett haake is on capitol hill for us this morning. garrett, good morning.ounds like we have a better sense of the timeline according to your team on capitol hill, maybe senators, maybe saturday for a final vote, is that right? >> maybe saturday. i'm sort of a senate pessimist. they've been working their way through these amendments over the last couple days, 22 of them so far, with more to come today and you're seeing two things happening simultaneously. there is a refining of this bill as members who were not part of the bipartisan group that really forged it are starting to weigh in and adding their tweets. there's also an effort by leader schumer here to keep any republicans who might be on the fence or maybe leaning towards no for having a procedural excuse to not support this bill. he wants to make it as wide of a universe as possible without them being able to say, gosh, i would have voted for it if i had only had my vote on this amendment. a lot of these amendments fail. it's a way to say, look, we gave you a chance, put it on the floor, your colleag

i saw you on with my colleague garrett haake and was completely just moved and blown away by what you to say. why do you think, as a veteran of the afghanistan war, why do you think that the president made the right decision? >> well, i think the messiness of this withdrawal is just one other unfortunate data point that indicates that our 20-year-long effort in afghanistan was ultimately pointless. if you want a softer spin on it, our 20-year effort in afghanistan has achieved everything it possibly could. and any further time spent or resources spent in afghanistan were not going to return any significant improvements. so it was time to end it. >> in that interview with garrett haake, you talked about a meeting or you were seated next to then vice-president biden. talk about that, the conversation you had with him then. >> yeah, so, in 2010 i was in the thick of doing several years' worth of physical therapy after being wounded in afghanistan. and one day while doing physical therapy, therapists were walking around and said, hey, someone important from the white house, we can't say w

garrett haake is on capitol hill. progress after last night's stalemate, moving to the rules committee, now voting on a rule and basically that rule will now commit to a vote on the infrastructure bill the progressives want by september 27th, on september 27th. is that correct? >> reporter: that's correct. the speaker is hopeful to land the plane today and extend her metaphor further, they're on final approach now. the package is back in the rules committee where they're inserting language that will basically say wherever else we are on reconciliation by september 27th, little more than a month from now, we will vote then on the infrastructure bill regardless. this is kind of a half victory for moderates that held out here. they wanted a vote right away on the infrastructure package as soon as this week. they're not getting that. they're at least getting a guarantee they'll get that vote, they believe is a guarantee, they'll get that vote regardless of where the reconciliation process, which is much messier and time co

let's bring in garrett haake.ake sense of all of this for me, because a lot is happening and sort of all at the same time. what's the house set to vote on? >> reporter: these moderates who held up the process had a concern about timing. they wanted the infrastructure vote to happen before the budget vote. they may get this. what they have gotten as a concession from leadership is an agreement that no matter where the reconciliation bill is, there will be a vote on infrastructure on or before september 27th, a little more than a month away. it doesn't guarantee that vote will come before the budget resolution but they do have something in writing that the step will lock that in. they're wrapping up debate on the rule now and we should see action on the floor in the next 30 minutes or so to confirm democrats should finally move ahead on this. >> last night, the reported yelling and curse words emanating from the house basement, does that signal anything larger or suggest anything about the balance of power? >> repor

let's bring in nbc news capitol hill correspondent garrett haake and charlie sykes is back with us. reporter: sure. i will take jake's explanation a little bit further. the bottom line is the two wings of the democratic party each want a little bit of leverage over the other, progressives holding out support on the infrastructure part of it to make sure they get everything they need in the reconciliation bill. moderates wanting to make sure they get the infrastructure bill across the line. they're worried that the progressives won't support it if they get everything else they want on the other side. so you are in this standoff here, and the person who has got to figure out a way out of it is speaker pelosi. she has been steadfast that she is with the progressives on this. she wants to vote on both of these things, but she wants to do budget resolution first, then pass both of them together when they're eventually done. she has run a very public pressure campaign, i think is a fairway of describing it, releasing letters that show that she's in line with the president on this, really t

so, garrett haake, he would not get past it, and what is hagerty's issue?it down. and what bill hagerty is saying that he looked at the cbo score, and the numbers put out by the congressional number score, and you said, hey, this bill is going to be paid for, but this is showing that the infrastructure bill is going to add some $256 billion to the deficit, and i'm not comfortable moving forward on this just yet. hagerty is not somebody who is going to ever get to yes on the underlying bill here, but he wants to do the due diligence here, and the senators recognize that is something that he is going to do, and they argue that the cbo report does not take into account the way that the economy is going to grow with the new infrastructure added all around the country, and it does not take into account things like savings and pulling back covid relief money, but you can't double dip and getcredit for money that was allocated that you are now taking back. >> and so what does that mean for the overall time line and the upcoming recess? >> yes, the weekend here and

i'm garrett haake in for hallie jackson. lots to get to this hour.start with courtney kube, kelly o'donnell and john hudson, national security reporter for "the washington post." courtney, walk us through what we're hearing from your sources about that decision expected from the president today and why he has to make it now with the deadline not actually until next week? >> remember, even if the deadline is august 31st, it's still going to take several days, somewhere potentially in three to four days to get the nearly 6,000 u.s. troops out of kabul international airport. and then there's also the equipment that's there. the u.s. has artillery, mraps, aircraft, helicopters. if they were to get all those people and equipment out it will take several days. you have to back time from the deadline of august 31st until, you know, three or four days back. that puts you at the end of this week. so the question is if they maintain that deadline, if the -- this is a policy decision that president biden has to make and instruct the military to carry it out, th
