secondly, we are working with european five providers who supply gas to ukraine. gas is there.owsa bottleneck from europe to ukraine. this is where we need to unlock more volumes. if there was more volume, there would be no crisis. ukraine could be sourcing all of its gas from europe. >> let's talk about politics. this crisis emerged, since the sanctions came through, ukraine is looking increasingly isolated. if you are a european country, you are probably thinking, why depend on a gas route that comes from ukraine? ukraine is looking increasingly isolated. is the best route out of this to look back to russia and try to sort this out? >> to look back at russia meaning what? >> to get rid of sanctions, tone down the dialogue. ukraine is looking towards the eu. historically, that has not been the case. >> you must understand one thing. our gas stocks is a good example. we are actually looking for a deal. the problem is that our russian counterparts do not want to have the deal. >> you still think they don't want a deal? >> if you wanted a deal with someone, you would be prepared

what happens to gas? how is gas affected by oil? >> well, obviously gas gets pumped up, no punish intended. but one has to be a little careful here. while you may enjoy filling up the car with the highest premium there is a double-edge sword. states like texas, where if you look at the oil tax revenues are coming out of taxes paid on oil over $4.6 billion. it's $4 billion in alaska, and $2 billion in north dakota, there are states that are going to be hit by this. there is that element of it. and in a not-so-distant future the u.s. is going to be an exporter of energy, not an importer of energy. transition is coming whether it's five years from now to ten years from now. it is a double-edge sword, and i believe the low oil prices will be enjoyed for the short term. >> but if i'm running my plant with fossil fuels in order to carry on whatever process i'm doing, didn't i also just get a raise? because running my looms or my mill or my packaging machinery also just got cheaper. >> you certainly do, ray, and it's been shown, for exampl

if we move a bit further afield, 37% of germany's gas, 29% of italy's gas, and 16% of the gas in france comes from russian energy companies. as for norway, spain, and the uk, they don't get any russian gas, but they could be affected the global prices should drop on news of this deal. laura westbrook has the details. >> reporter: this was the moment the european union had spent months bargaining for. ukraine and russia signing a gas deal just in time for winter. >> this is an important step for our shared energy security in the european continent. there is now no reason for people in europe to stay cold this winter. >> reporter: gas had stopped flowing into ukraine this summer after kiev refused to pay an increased price imposed by moscow. talks had stalled because moscow wanted assurances from the eu that it would pick up any unpaid ukrainian bills. a new compromised gas price has now been agreed until march next year. in return, ukraine will pay back billions of dollars it owes to russia. the eu and imf are helping to provide the funding. still, russia had been accused of using gas as

but so, one way forward is more gas and more efficient use of that gas. so the chart i'm showing on the left is the projected increase in the natural gas supply in china over the next ten years, and it's about a three-fold increase by 2025. and how are they getting there? some of it is pipeline from places like turkmenistan. some is liquefying natural gas, lng purchases from all parts of the world. some of that is unconventional gas, their own shale gas resources and their own pipe sands. so more gas available through china, similar kind of story, not as dramatic, excuse me, for asean. but there's also a technology story which is that, you know, in addition to the super critical or ultra super critical coal, their new combine cycle gas plants, for those who aren't familiar with the technology, a combined cycle gas plant uses both a gas turbine and a steam turbine. it's about twice as efficient as a coal plant. and the very latest, newest, most efficient is from us. it's called ha combined cycle and we're talking 61% efficiency, which just a few years ago

kiev is going to settle it's already existing gas bill, $3.1 billion. and it's also going to prepay $1.5 billion for gas through and until march. russia has come down quite considerably on the price it was asking for that gas, and so the eu commissioner on energy said that he thinks this is the first sign of a thaw between these two countries. however, it's only taking us through march. there is another round of negotiations that will be needed to settle a much more long-term gas settlement. now, who is paying for this? well, russia had asked for the europeine union to ask for a guarantee. but it doesn't mean that the european union isn't being paid. basically, the prepaid money is coming out of the kiev budget, and the money that's already being settled for the existing gas bill is going to come out of an imf fund that the european union has contributed to. but a lot of this is reliance on ukraine reforming it's very very wasteful, and very very creaking energy system. and that means that subsidies will have to be cut and ukrainians will end up paying

developers of shale gas have sparked a sharp increase in natural gas supplies. the people in charge of the new plant will send about 12 million tons of liquefied natural gas to japan. they'll be supplying about 14% of annual gross demand and they're likely to begin exporting in 2018. japanese importers expect to make big savings by taking gas from the u.s., instead of the middle east, and other parts of asia. >> translator: it's important that japan now has more options on where to source its liquefied natural gas. >> mitsui officials say the plant will help to satisfy japan's energy needs. >>> mean time, officials at two japanese companies are working on a way to make clean energy for less money. they're working on a way to produce hydrogen at sea. the people at mitsubishi heavy industries and chiyoda corporation will build the world's first floating hydrogen plant. officials from the firms want to put the plant into operation in 2020. they plan to extract hydrogen from gas generated by crude oil that comes from the ocean floor. they say building a floating pla

oil and gas stocks went up. i think that was caused by the powerful pull of hedge fund managers who suddenly they had to sell or get overrun by the largest day of the year. the collapse in the natural price of oil continues. . and i think these stocks are really being given a nice reprieve. the earnings estimates are too high and will be slashed. i believe the transports that reversed and went higher today could resume down turns because many are involved in travel and leisure. just like the fed can't control the price of oil it can't control the principle reason why the stocks are going down namely fear of rapidly spreading ebola virus. until the virus is perceived to be in check i think we see declines in travel-related activities. the stocks will likely resume their decline after we assess the impact of the dallas man who died of ebola. i think that would have been a major focus of the market. third, it is hard to trust the banks when the fed says it is not about to turn on the dime and raise rates. banks ros

some of that is conventional gas, shale gas resources. so more gas is available through china. a similar kind of story, not as dramatic. but there is also a technology story. you know, in addition to the supercritical, the new combined gas plans are for those familiar with the terminology, using both the gas turbines and the steel turban. it is about twice as efficient as a coal plan. and the very latest and newest, most efficient from loss, the age a combined cycle. 61 percent efficiency was just a few years ago was unthinkable. this is a dramatic improvement in how efficiently we can use gas. next slide please. this is something that i think is really blind to lead to dramatic changes. talk about the lack of infrastructure for gas. one of the wastes that countries are beginning to get around this is something called a virtual pipeline. so what does this mean? is said of the traditional route where you have got an actual pipeline brought in on a huge tanker and a humongous facility, basically you have a smaller lng, compressed natural gas. so if you can compare that in a box,

andust was between oil natural gas, lower natural gas prices has been one of the contributors to theini manufacturing resurgence we have been seeing in the united states over the last five years or so, so lower energy prices is great news for manufacturers in general. i do not think there is any downside there. host: this story from "market watch" says gas prices will fall another $.15 to $.20 a gallon, they have fallen below -- prices that the pump or the lowest in four years and should continue to fall. host: how much farther do you think as prices could go? guest: one of the things we do a bloomberg is we survey forecasters come and we asked them what they think prices are going to be. right now, the sort of professional forecasting class, if there is one, is very bearish on prices, so they would expect prices to continue falling for oil, and in that translates into gas prices at the pump. certainly if oil prices stay in the range that they are now or go lower, we will see prices at the pump come down. is a our first color victor from silver spring, maryland on our republican line

let's talk about the oil and gas markets. it seems to me that if i didn't know better i have been talking about this that there must have been a group of speculators or hedgefunds that bought a lot of drillers, smaller oil or gas companies because these markets have not given up the ghosts the way the stocks have been. there is some disconnect. can you help me? i don't get it. >> i don't get it, either. a huge disconnect. we have seen greater declines in oil prices and there is concern about what is going to happen for the future. we all know that opec can't handle these low oil prices. they will cut back production. it is coming. i imagine the next week or two. there is a basement here. but the way the funds have been selling these stocks it is like they are exiting forever like we are all going to the toilet. we are making great returns. you said it was going to be big. the way you described you were being conservative. i need you to put it into context of what came out versus what the most bullish guys thought was going to

i'll tell you, gas has been falling regularly. it is down by about 60 cents a gallon over the last six months. here on mckee road in san jose, we've got gas now below $3 a gal left hand f gallon, a big savings just in time for your holiday shopping. we're still driving a lot. but we're paying less at the pump. according to the lundberg survey, 18 cents less over the last two weeks. gas, now hitting its lowest levels per gallon in almost four years. >> yeah, it's quite a bit of savings. especially since i drive a bmw. >> reporter: that savings is putting more money back into our pockets just in time for holiday shopping. >> people are not going to feel as bad about getting that new iphone or maybe being a little more liberal when they start doing their holiday shopping. >> reporter: over the last four months, oil supply has gone up while demand has dropped. that's brought the price of oil down and with it the price at the pump. $2.94 at san jose's gas and shop. $2.97 across the street at moe's. competition drivers are cheering for
