the other is i completely agree with chief gascon. when he came in, there were 66 discipline cases pending. what i took over, there were 40. there are now less than 10. the turnaround time for captains investigations was 45 days. it is now 15. it is all towards dispensing the discipline, correcting any conduct that needs correcting, and getting the officer's back out on the street. some of the officers are subject to investigations by agencies outside the police department, for which i have no control, so those are sitting a little longer and are not subject to the expedited processes that have been put in place. i have to give credit to the police commission that came up with pretrial hearings. anyway, so we are expediting the process. there are not anywhere near as many cases hanging. they are turning them over fast, and i think that is the best way to do it. supervisor wiener: another question relates to cost recovery. i asked about this last year. i cannot remember if you were in debt during the last budget process. about the depa

i would like to mention that on saturday, may 19 i attended the superintendent gascÓn pre-k-12 perfectattendance celebration in the boardroom. they had 70 awardees. it was a very nice family affair. we also had lunch for the families. thank you to the foundation for helping to organize that. i attended the graduation of trainings held by parents of our public school system. all chinese speakers. it was a five day series of training. every saturday for five weeks. they are now empowered it to be active participants in education. thank you. >> thank you. i wanted to acknowledge the 2011, 2012 teacher of the month award winners. we had 10 winners. i also wanted to thank the teachers' union for their support. all of the work they did to help support us. debra from the alternative school, mrs. rogers, jason thomas,laura from spring valley, marisa martinas, and robert. congratulations to the award winners. the principle of the year awards are going to be announced in the next day or so. one was already announced. it was announced at his retirement dinner by the mayor. he is our middle school

gascon, and i joined him when he moved over to the d.a.'s office. joining the office on his request, because i think we really have a unique perspective, having worked on the defense side and on policy issues, and i can attest that he is undertaking a wholehearted effort to really bring some reform to the criminal justice system on many fronts, this being one of them that we are evaluating. i hope that you as city and county residents will see in our work that we really take some efforts that will reform. anybody that has participated in the criminal justice system for any length of time knows that it does not work from whatever and will you are looking at it, so the question is how do we make it better? we hope to engage all of you in that. we are starting neighborhood courts, and a lot of efforts that we hope to engage the city and county in supporting us and looking at ways to move away from the over incarceration of people and look at ways to reform their behavior. the efforts we have undertaken when george was appointed to the position -- jeff
