ktvu's gasia mikaelian joins us now to explain the difference the law would make and why some parents may not like it. >> reporter: as parents you know it is a big day when your little one gelts to turn the -- gets to turn the car seat around, but now a los angeles democrat is introducing a new bill that would require all children stay rear facing till they are 2-year-old. children under 2 are 75% less likely to die or suffer severe injuries in a car crash if they are in a rear facing seat. the reason is that children's spines are still developing, heads are heavy. in a forward facing position they are more likely to suffer head and next damage. the national transportation safety board requires a rear facing seat till one. it seems children are in car seats longer than ever. law requires all children under 8 to be properly restrained. but most guidelines for when to switch a child depends on the height and weight limit sets by the manufacturers of the seat. she is looking into a height and weight components to her bill. there has been a growing move to keep children rear facing longer

. >> i'm julie haener in for gasia mikaelian. video shows one gunman executing a police officer as he lay on the ground, wounded, and unable to get away. we have team coverage tonight starting with ktvu's ken pritchett. >> one of the three suspects in today's shooting is in custody after he surrendered, and almost 20 hours after the attack the hunt is on for two brothers. one with known ties to radical islam. >> reporter: well rehearsed, and methodical. words used to describe the attack this afternoon. the attackers are said to have targeted specific individuals. >> i saw maybe five bodies. nobody was moving. clearly, you could see there was blood everywhere. you could see the gunshots. it was really violent in person. >> reporter: as the gunmen escaped, they wounded a police officer and then executed him. witnesses heard the men yelling allahu akbar, god is great. an attack that shocked the world, and drew these words from the french president. >> france has always defeated its enemy when it was able to rally together behind its

i am gasia mikalian. >> and i am frank somerville. >> julie haener has the night off.- harvey park. ktvu's janna k is on the -- jana katsuyama is on the scene. what are police telling you? >> reporter: right now they are saying they are going through this neighborhood trying to find winds to this shooting. -- witnesses to this shooting. it happened here at harvey park. on the far side of the park with the yellow tape there are flood lights, that is where the suspect fell. the suspect was pronounced dead at the scene. look at video that we have from news chopper 2 earlier in the day. you can get a sense of the area that this investigation is spanning. this is a residential neighborhood. they say that three police officers encountered the suspect here in the park and he had a knife and they
