. >> what triggered san francisco's search over 30 years later was gavin newsom's election to the office of lieutenant governor. >> i put myself up as a candidate for the tenant governor, won, thanks to the overwhelming support of the city. >> that is when we try to look for someone to take over his final year of the mayoral term. >> it is clear we have to do something in san francisco. we have to pick a mayor. that job was not up to the voters but the board of supervisors. by a majority vote, supervisors are able to choose the interim mayor. that is when the fun began in city hall. who would he be? >> we needed to protect -- perfect the process so that once the board asked us for that process, we could actually have something in place that was well tested that we could provide to them. >> mayor newsom would be sworn in as lieutenant governor in early january. so the board of supervisors had barely two months after the november election to select an interim mayor to complete gavin newsom's term. but how would the board do this? san francisco's charter guided -- offered little guidance. >

gavin hewitt has been talking to some of those involved. >> across from the island, where so many died, there are still people waiting, with young people still missing. what is emerging here is the story of those rescued and questions about the police response. the heart of this rescue is a camp site. the two launched their boat to help people swimming from the island, where a man dressed as a policeman was hunting their friends down. >> the first thing was, they do not trust us. "i cannot trust you." we have to make some comfort to them to say, "yes, you can trust me." >> the road to the island for more than one hour. many of the young people were using their mobiles to call for help. >> they said they do not believe us. >> the injured were driven to a nearby town. that is where the police work, waiting for assault units to arrive from oslo. they terrified those rescued. >> there was someone with a black suit and gun, and all of a sudden, the people in the car were screaming and shouting. "do not stop, do not stop. drive, drive." because that is how the gunman was dressed. >> they use

gavin newsom is not in san francisco. the only conclusion i get is that it is now time to clean up the department of public health. [applause] i hate to say this, but it is kind of suspicious, in my opinion, the department of public health puts forth all of these platitudes about ethical conduct, compliance, concerns, rules, etc., get in actual practice, they go after their own valuable employees, like myself, just for whistle- blowing. these are actual fact. i am still requesting the board of supervisors to hold a hearing on the department of public health and if they are as clean as some people say. let's put it in writing and all of us will then shut up. but the department of public health needs to be cleaned up, it is your duty to do it. i think this committee is a starting point and deserves credit for at least holding hearings on the department of public health. in my own opinion, senior persons inside city hall have made a conscious effort to stop my consistent efforts just to question what is going on at the depar
