. >> what triggered san francisco's search over 30 years later was gavin newsom's election to the office of lieutenant governor. >> i put myself up as a candidate for the tenant governor, won, thanks to the overwhelming support of the city. >> that is when we try to look for someone to take over his final year of the mayoral term. >> it is clear we have to do something in san francisco. we have to pick a mayor. that job was not up to the voters but the board of supervisors. by a majority vote, supervisors are able to choose the interim mayor. that is when the fun began in city hall. who would he be? >> we needed to protect -- perfect the process so that once the board asked us for that process, we could actually have something in place that was well tested that we could provide to them. >> mayor newsom would be sworn in as lieutenant governor in early january. so the board of supervisors had barely two months after the november election to select an interim mayor to complete gavin newsom's term. but how would the board do this? san francisco's charter guided -- offered little guidance. >

after gavin newsom we have drama on the personal front and politics. as tom said, he's going to run for governor, didn't know what a lieutenant governor did for a living then decided he was going to be lieutenant governor. we've had a real kind of even keel, we have a budget process through, twitter tax break. we can go through all these things. people are working together reaching across the aisle. that's going to be washed out the wind dow at this point. the gloves come off. >> back to the way it was perhaps. politics as usual. >>> one issue that could come up in the mayors race is criminal justice. that's because a new plan to reduce prison overcrowding will shift control of thousands of low-level inmates and parolees from the state to counties. it's called realignment. marisa lagos, the big, fancy word. break it down for us. what is realignment? how is it supposed to work? >> to understand why this is happening, take a step back and understand this came about because of the overcrowding case against the supreme court. the supreme court decided this
