on behalf of mayor gavin newsom, thank you for being here tonight. it is a great honor for me to be here tonight to celebrate with all of you our local heroes. i just want to recognize tosean elsbernd and supervisor ross mirkarimi. thank you for being here to celebrate with us tonight. on to our next local hero. it is my pleasure to introduce our second honoree, michael durant. michael joined the indian health center as a substance abuse prevention counselor. he was promoted in -- to department director. he earned his master's degree at san jose state university. he completed his undergraduate work in history with an emphasis on native american studies at the university of california at santa cruz. he was previously employed at the center for training and careers as a center for youth services, and after 18 years of substance abuse and several years of incarceration, michael decided to dedicate his life to helping youth and adults find alternative ways to deal with substance use. michael is of apache-chicano and dissent and said this very thing -- "u

we set a goal, and gavin newsom, again, i really thank him, to get -- because he had this wonderful vision that i got to adopt and visualize with him as city administrator in prior years, to help create, with the department of environment and all of our partners, a way forward with our communities to get to a larger goal. and that goal for next year is 20% below the 1990 levels. certainly we can achieve that. with today's announcement, going to 12%, knowing what we can do, that gap is definitely achievable. by the way, we have accomplished this goal. while the city's population is increasing -- can you imagine that? we have increased our population from we have increased population to about 805,000 residents. we have increased the use of electricity in our city. we are reducing our carbon emissions. there has got to be a story here for everybody to understand. we did not do this by simply saying we cannot do this or live this way. we did it with three principles in mind. we did it being smarter, less wasteful, and innovative. those three principles have distinguished our city and partners

i think many of us met gavin newsom and was impressed by his leadership. it is good to have the newly- elected mayor with us, it elected a few days ago as the first chinese-american mayor of the city. a great city. many of us do not get here as often as we like. we are often in awe of this place. i think what he brings to the city is an important thing in the time of this city's growth, and as sean said, as all big city in america does, we have pockets of poverty, pockets of trouble, and i think the mayor is really looking at this with fresh eyes, and it is terrific to welcome you. you know, i was sent over by former mayor gavin newsom to new orleans a few years ago, and we study what had happened there, and we realized that one of the things that had occurred in new orleans was a breakdown between city government and the neighborhoods, and such that when the hurricane hit and the flooding happened, so many people left the city, and then they did not come back. because there was no relationship between local government and many of the neighborhoods and many of the residence. that lesson burned in my mind for a very long time. so it is that much more important, general, that when you put this fleet we together, that you made a disaster preparedness a thing -- the inme vision to the celebration of our armed forces. you have not only touch our city government, but you have helped me touch every neighborhood in this city. that is what we need to do in all of our cities. so thank you very much, general, for your leadership on this. thank you. was appointed unanimously as the successor mayor in 2011 to fill the remaining year of former mayor gavinewsom's term. as you know, former mayor newsom was sworn in as the lieutenant governor in january to 10 -- 2010. mayor lee is the first asian- american mayor in the city's history. 2010, mayor lee was appointed to a second term by mayor newsom. his appointment at the time was confirmed unanimously by the board of supervisors. as city administrator, he spearheaded reform that would be reduced the size and cost of government, from reducing the vehicle fleet, to consolidating departments, to saving tax dollars. he implemented the city's move to cleaner vehicles and infrastructure to support electric vehicles. mayor lee also developed and oversaw implementation of his first 10-year capital plan, to guide our capital and infrastructure investment. mayor lee has a long and distinguished career in san francisco. since 1989, has held a number of senior leadership positions. he is a fellow cal graduate. as you probably all know, last tuesday, november 8, the people of san francisco elected edwi

. >> once a year, mayor gavin newsom gets to select one distinguished individual to receive the mayor'srts award. in 2010,á(át that distinguished individual was none other than the legendary musician carlos santana. carlos, it is so great for the city to be able to recognize you. given all of your accomplishments already, from the awards, all of the other distinctions you have received, what does it mean for you to get the mayor's part award? >> i am very grateful, moved. i always want to be in the company of illuminaries like cesar chavez. people making a difference, but to people's hearts. giving people a sense of tangible hope. one thing is to be famous, it is quite another for people to like you. i am grateful for this award. it is another blessing. i do not take it for granted. this is an incredible city. everywhere i go, i tell everyone that this is the atlantis of today. there is no other city in the world -- i have been everywhere. there is nothing like san francisco. in fact, to me, it is not even the united states. you can see how fox network always attacks us. we do not have

a long time ago, back in 2003 -- 2004, it was the assistant for the near gavin newsom, and i volunteered to become deputized to officially over same-sex marriages. it was not only until -- and i presided over al's union and the mayor's office. it was not until 2009 when i was running that i sat down and met with many of the women of the filipino women's network. i was invited to come, and i think we wait -- we went to -- [unintelligible] not in district 10, but i plug it anyway. [laughter] it is in district 6, but it is read on the border. close enough. absolutely. i was able to bless the union, and i am so happy that you guys are still growing together and strong and in love. [applause] it is an incredible honor to be here amongst so many women, so many beautiful leaders. mayormerilee, i just want to say thank you. she has been my sister for years. before we knew each other, she worked on the merits network. we need to get more women on boards and commissions, as well as elected leaders. because when we have zero women at the table, that is one change starts to happen. gavin newsome always won over 50%. you rank candidates first, second, third.if no one gets 50% the first ballot last place thrown out that second place vote goes into effect they keep doing that until someone gets 50%. some say it is confusing. one is a person in mower and can do something about it. the supervisor if going to introduce a measure to put on the june ballot a measure that would allow voters to get rid of rank choice voting. and just go back to the old fashioned way where the top two if no one gets 50% have a runoff in a month or so it costs the city 15 million dollars over 10 years. so rank choice is a money safer. the other way some feel would be less confusing. polls open at 7:00. terry mcsweeney, abc7 news. >>> in alameda county federal election monitors will be watching poll there is to make sure monitors or minors have a chance to vote an equal chance. justice department lawyers want to make hurt spanish and chinese-speaking voters have access to materials in their language. alameda county is one of eight regions nationwide monitored by the

harris was elected to be the state of the new general, and gavin newsom elected george gascon to be the district attorney. when asked his position on the death penaltiy, hy, he said he wouldn't rule it out. this raised a lot of concern among opponents of the death penalty who thought this would be a step backward. he has written against the death penalty, and adheres to san francisco values. san francisco has not had a jury return a death verdict since 1989, which was 10 years before he said his office would not seek the death penalty. we thought this particular issue wanted a discussion and we are pleased to have a palace here today. let me introduce them more at length. geroge gastcocon has had a long career in law enforcement, and he works for decades in the l.a. police department, serving as the director of the office of operations in charge of patrol and detectives and special operations. he is considered to be an expert in matters of police accountability. john thompson spent 14 years on death row, and after his verdict was set aside he was then facing life in prison. he was fight
