the greater geary boulevard merchants and property owners association wholeheartedly supports the continuation of the outside lands music and arts festival. we appreciate the remarkable contribution this single event makes to our merchants, employees, and the city of san francisco each year. our businesses cover an expansive area from van ness to the ocean. we see a substantial increase in foot traffic and sales for aye two-week period around the festival. this event brings us customers from outside the bay area who are introduced to our restaurants, cafes, hotels, bank, salons, florists and service stations for the first time. the fiscal impact of new customers is palpable. this festival has brought dramatic increases in revenue each year in august. the economic boost is felt by a wide variety of businesses for the week before and after the event. our merchants, property owners and employees appreciate much needed revenue during a time that traditionally slows down. we add new jobs to keep up with the pace in august and keep our regular staff extremely busy. our regular patrons don't seem to

castro and upper market the merchants are not in favor, but you talk to the clement merchants and geary street merchants they are for it, because they are open longer hours, especially the restaurants. it is four hours? >> four hours. dinner time -- >> then you don't have to pay after that. >> i know. >> i understand why the city is doing it. i didn't know we had four-hour meters. the only one that i know of two -hours is in the castro district. >> i just think it would have been better to possibly make them two-hours. it just seems like that is a long time to have someone at that meter, if you want turnover. >> commissioners, i did fail to mention as part of the transition to sunday meters, they are also removing all the one-hour meters and changing those times to two-hours. and all current meters that have the ability to have two hours one day and four hours on a sunday for instance. >> okay. >> they are taking credit cards? >> credit cards through the phone and in terms of the new meters where you can actually pay by credit card they are currently working on transitioning out the old

and the four areas -- well, district 4 and then we will be adding geary street in district 1, but we're first starting out in the three areas of district 4. so any business that is in that area that is interested in having an assessment done, we will be able -- we have the funds to provide a free assessment. and if there is work to be done, then they can apply for a grant and they may be able to qualify for a grant to do the work. so there are details here about that. so form is -- the applications are available. if a business residents between noriega, irving street and terrville, et cetera, so asian neighborhood design is managing the program. and doing the inspections and helping with the outreach to the businesses. we did have a press conference with the mayor to announce this and it was very nice. supervisor carmen chu after the press conference went and walked along the corridor to start to inform the businesses. are there any questions about that? >> how was the merchants in that area reacting to that? were they receptive? >> yes. we have one business who has filed an application

you know what happened on geary boulevard? fire crackers going off. it was like an exhibition that we would see down at the waterfront. i got a call from a woman with three children who said what do i do, they are landing in my yard? they were coming from two bars and we know where they were coming from and we don't need any more fires, especially in the richmond district. i hope i am not going on deaf ears and please see some of the enforcement is put forth. thank you very much. >> thank you. next speaker. >> hearing none, public comment is now closed. captain, a couple of questions from the commission. i guess i will start. i have spent a lot of time on fulton street and notice there is a uptick in the number of campers parking to the park. is that a result of ordinance by the board of supervisors, what is the rule for the the campers? >> we have been working on enforcement for the taverners and, campers. >> all night long? >> there is no camping and no camping in the park and we don't force that. it's a complex issue that we're wicking on resolving

we're in the process of purchasing the existing lounge, lot 46, and lot 46 is located at 46 gaer -- geary street, a block and a half from union square, the venue has been in existence since 2009 and since then, they've been operating it with a basement space of about 4500 square foot which consisted of two dance floors and a third floor which is about a thousand square feet which had a third dance floor, so two floors and three dance floors. musically, their format has been predominantly hip hop and top 40, once we take possession of the space, our plan is to close down for a period of likely a couple of months and what we plan to do is we do not plan to take over the third floor at all, that's going to be leased out to a clothing tailor, we're going to limit our operation tos the basement level with one dance floor, we're taking a space from two floors, three dance floors to one floor which is the basement with one dance floor. so, we're decreasing the size of the space, therefore, we're decreasing the occupancy load by about 50 patrons. we'll also musically, we'll be playing predominant

-- sixth and geary. a lot of issues in our neighborhood tend to be graffiti, carbos thing. sometimes, there are robberies, and on occasion the occasional killing happens. but it is nowhere near the other problems that other districts have. i often what the district with the police captain and look at the data that comes out to look at where crimes happen within the district. there is often different types of criminal activity that happen, but the police, i think, are very sensitive when residents call to really hone in on key areas and no one crime may happen, but it is a very primitive and proactive approach. i do think that the police department is one of the most community sensitive in our district as well, so they often are, with community meetings, and building a community advisory committee, our officers work closely with our police department to ensure that our neighborhood is safe. >> governor brown proposed eliminating funding for redevelopment agencies. talking about your opinion of this plan.

the item before you today is to adopt the c-e-q-a findings for the geary bridge project. it is located in snow california and crosses over all immediate a creek within the snow regional wilderness area. the purpose of the project is to replace an existing wooden bridge with a new concrete and steel bridge that can accommodate vehicular and pedestrian traffic. the existing bridge was constructed in the 1930s and refurbished in the 1960s. the maximum loading capacity is limited to 8 tons and this restricts fire, maintenance, and cattle transport vehicles from accessing the bridge. these vehicles must use a nearby low water creek crossing to access facilities within the watershed and can only do so when water levels allow. we have been working with various agencies to eliminate low water creek crossings within our watershed and this is one of them. the main purpose of the project is to construct a new bridge that can accommodate up to 63 ton loading, eliminate the need for vehicles to cross through alameda creek and thereby enhancing the conditions of alameda creek and allow
