gen. rosenstein: yes. my understanding -- i asked about this after the story showed up in a newspaper yesterday. my understanding is some people assume that i am micromanaging things. but i am not, unfortunately. issues would come to my attention if there was a dispute between the relevant parties. in this case, the civil rights division actually reviewed the civil rights title of the u.s. attorneys manual and the changes they made, to the best of my understanding, were actually recommended by the career prosecutors and approved by the political staff and so there were no issues that came to my attention. my understanding is that particular issue, the determination was made that the guidance was unnecessary and outdated and addressed an issue that had not arisen in the past decade or more. over time, the manual had a tremendous amount of material that was not useful for prosecutors -- the goal was to have process computers -- have prosecutors -- if there is anything in their rhetoric not serving purpose in
