i asked the general assembly to join me in this effort.do, when the next crisis comes, delaware will be ready again. this last year has been challenging, we work hard to protect public health while protecting the health of our economy. i told delaware and time and time again, we need a healthy community and economy. despite the global economic downturn and pandemic, delaware is just over 5% now. that's a very positive part for delaware workers. we know some have sacrificed more than others. in march, restaurant workers across our state suffered a serious blow, they faced sudden loss of a job because of our covid restriction. restaurant owners worried about the loss of a family owned business, the same is true for folks who make their living in bars and art venues. in many ways, these places are the heart of our community and they drive our tourism industry. that's why our state was one of the first state to support them. march 18, we launched our program to offer financial relief to these businesses and their workers. over the course of th

so i'm asking the general assembly to pass this funding in a separate bill to make it available immediately. for individual relief, today, i am authorizing $48 million in cares act funding to go to those who have waited too long to receive unemployment benefits, and also to help out those who have missed out on the federal government's lost wages assistance program because they made too little. it is the right thing to do. further, this budget corrects a legacy of underfunding our unemployment insurance system. as you know, my administration inherited a ui operation that runs on an it system that is functionally obsolete. in the years leading up to the pandemic, the previous administration, and in previous sessions, closed in-person services and cut 95 skilled employees from ui. the ui budget was further slashed by $16 million. this, coupled with a once-in-a-lifetime 1,300% year-over-year increase in claims, meant many kentuckians have had to wait too long during a difficult time for their payments. this is the help they are owed, and it is what they deserve, and far too many have waited fa

and in the general assembly next year to please commit to doing is.s also time to acknowledge ways that our criminal justice system treats different people unfairly. marijuana is a great example. we know that while white people and black people use marijuana at similar rates, black people are three and a half times more likely to be charged with a crime for it. and they're almost four times as likely to be convicted. that happens because that's how the system was set up generations ago. in fact, one of the early leaders of the federal drug enforcement agency was clear that marijuana laws should be written explicitly to target people of color. and so, they were. and they've been targeting people for years. it's time to join 16 other states and make marijuana legal and end the current system rooted in inequity. we've done the research and we can do this the right way. leading with social equity, public health, and public safety. reforming our marijuana laws is one way to ensure that virginia is a more just state that works better for everyone. marijuana

a record number of women are serving in our general assembly now, and i hope that number will only go up. it is also time to help people by taking more action on a fertile housing. we have -- on affordable housing. we have made record investments in the virginia housing trust fund that makes affordable housing available, and the rent relief and mortgage program has put dollars into helping people make rent and mortgage payments during the pandemic. that program has helped nearly 17,000 families so far. we have also worked to put a moratorium on evictions and foreclosures for those having trouble paying their rent or mortgage. now, we need to take action to do more, so we have proposed 25 million more dollars for the trust fund. this number is more than we have ever invested toward helping that that toward helping true people have stable housing, and we need to get it done this session. we need to take action to protect jobs, especially in small businesses. we know small businesses need a lot of help to make it through the pandemic, restaurants, small gyms, barbershops and thousands of
