general fund sources. we recovery significant funding from the school district and the courts and the city college. so any increase in our expenses only 50 percent is general fund and you can see at the bottom 46 percent is from non-general fund uses. so given that the significant growth here is really in the personnel area i wanted to show you a couple of metrics. the first is not a criticism of fema but a recollection of what happens in a post implementation stage there are additional things to be done. the daily events we're processing prior were 2 hundred and 54 a day. it's increased by a for about of 4 to 5 to 6 in the months following. so the same must be are requiring a tremendous much higher level of interactions. that's temp costs this year and it's something we hope to address in the additional positions there. you can see the increased call volumes and it is significant in 2013. this is the enabling complexity of health care. the changes in pharmacy benefits and to the members as they become medicaid eligible. almost 75 thousand for the year and this is the budget for temp services. so wh

throughout this year, more stories to be told about what this 150 years means to our city, because, there is a lot of generationsf people who came to this city, many, many years, built communities, built their small business and their livelihood and hopes and helped us to establish the fisherman's wharf and help us to establish all of the maritime that they have created life times of reasons of why people want to continue visiting our city and we need to acknowledge all of that history. and all of it has not been easy, there have been difficult things and we have had fights over what is proper, and what is not proper, but we have always had in our sites in all of these different struggles, the success of our city, the golden gate bridge and the hope that it brings to many generations of immigrants that is what our city is built on and the honor that we have with all of our labor partners who also jimmy herman and the cruise ship terminal that they are honoring and built it through years of generations of struggle but also great celebrations that we have. and so this is wonderful year, and 150 years of history. l

i think the ballot measure could seriously restrict appropriate development in the city as generated a lot of concern from a lot of different corridors. and while i understand the frustration that folks feel about the erosion of some park, i don't think that a ballot box war is productive at this moment. i also don't think years of litigation are particularly productive. so, it is my hope, it is my hope that we can avoid this in the coming days with a more reasonable compromise. i do understand there is a proposed settlement letter. i do hope that no progress can be made. i want to build a mexican museum. i've told supporters of the museum i'm concerned that the supporters are going to have to spend a year fighting a ballot measure and years spending litigation. at this point my suggestion, colleagues, to the committee is that we continue this item for one week until next monday and i'm going to ask both parties to really come to the table to see if we can resolve this, that we calendar this for next monday with a committee report out to the full board on tuesday so that it can catch
