as you know, san francisco general hospital is the only trauma hospital in san francisco, and it treats everyone. the reason i asked dr. campbell to join us today is to express our gratefulness to him and his service for district 10, but to give. whenever one of our constituents gets shot, this is the doctor pulling of the bullets and stitching them up and educating them on how their life has value. this is the man. i brought him here today said you can take a look and understand what exactly -- what a life saver looks like. so i am deeply grateful for dr. campbell and the enormous impact he has. as just one individual on our whole entire community. i am very proud to honor him today. do you have any words you would like to briefly share with us? >> yes, i had a few words. first of all, thank you so much for that very kind introduction. it was extremely moving. members of the board of supervisors and distinguished guests, i would like to thank supervisor cohen for the recognition of my in fact as a surgeon, for my contributions to my community. i am honored and humbled that i had been s

they are the city's role models, and helped make san francisco general hospital stand head and shouldersll other public hospitals nationwide. in addition to the heroes we celebrate today, let's also celebrate the gigantic steps we have taken together to make sure the hospital is rebuilt and meets california seismic safety standard requirements for an acute care hospital. [applause] while there was only two and a half years ago, it still rings in my mind, as your former city administrator. you have watched virtually a miracle happened at our ballot boxes. when it was presented with the biggest on ever in the history of the city -- bond ever in this city to rebuild our hospital, but again, thanks to people like jean o'connell end to the guggenheim, and all the hard working people involved in this effort, san francisco general hospital rebuild received 84% of the vote in 2008, the highest of any bond in the history of the city. [applause] and of course, you got to measure that in light of some other facts, and the only other fact i can compare that to is i got 100% of my vote. they got 84%.

from my 20-year experience at san francisco general hospital, the technology part of my job was pretty much in the dinosaur era. a lot of my friends in the police department have wore me out listening to their complaints about their lack of technology in the police field. i hear it is improving recently. in regards to serving the community, for using this money, since it is in the millions of dollars, i would like to make a controversial suggestion and see where it goes from here. according to my work experience at san francisco general hospital, it is a sad commentary that much of the time he used by city employees using city in -- computers has been underutilized. one of the things that i would like to point out, which many consider a taboo subject, is how much pornography actually flows through the city's various computers during the workday. i have a suspicion the comptroller's office has some information in regards to that, but i do not know for sure. i think it is proper to maybe do an investigation using this grant money, to see how much actual pornography flows through the city

i am a trauma surgeon at san francisco general hospital, assistant professor [unintelligible] i strongly support rebuilding st. luke's. our group provides all the tractor care and much of the orthopedic care. st. luke's provides the key resources, capacity, and services to provide care for all the people of san francisco. we know the burden placed by services. without st. luke's, it will be less capable in delivering care for those of in need. at st. luke's orthopedic group alone, there have been over 200 surgical procedures since the beginning of 2010. we are also able to treat many injured -- many self-insured patients. many in the community could not access other hospitals. as a result, we feel it is vital to remain to hospitals and to emergency departments in the south of market area. thank you. >> hello. [unintelligible] cpmc has a wide range of in our mental impact that must be mitigated under law. there are mitigation requirements that must be implemented through ceqa and cpmc's master plan. cpmc lacks significant implementation enforcement for mitigation by enforceable agreements

this is really trying to address some of the remaining needs of at san francisco general hospital. we have building 5, which is actually the koran hospital which will need to be re- purpose. we have 1 across the street, which is another seismically vulnerable building that has had issues that need some addressing, as well, and then we have neighborhood parks and open space, and that will be the third bond coming up in 2020, and then another earthquake safety bond. this is a way to sort of address their needs and do some long- term planning. the next slide shows the impact on tax rates, and we are committed to make sure we do not go beyond the 2006 tax rate. this showed you that we are working closely with the comptroller's office of finance. it is really vital to us that we are keeping tax rates constant. this does assume the overall value in our city, which will be growing. we assume they will be growing at about 4.5%. historically, they have grown as high as 6% or 7%, so we believe that that is something that is prudent, and that is something that we're watching that could change
