supervisor mirkarimi: on the question the supervisor chu just mentioned on general hospital and laguna honda, i have been visited and others by seiu in trying to float an alternative proposal. we were not sure if there had been any discussion internally about an alternative proposal that continues to meet the need of providing for sworn officers at general hospital laguna honda while trying to save dollars, which is the goal. i do not know if there is any response to that. >> supervisor, the proposal, of course, is that of the department of public health. it is their budget, their facilities, and it is my understanding -- and i may not be 100% correct, but it is my and a standing the proposal is to retain the current ip officers and to presumably group them in one or two work sites and then to have a contractor provide the security services at primarily san francisco general hospital. that is the proposal i have heard. if you look at page 7 of the handout, which i have given you, you will see how we analyze or how i analyze financially whether the prop j is approved or not approve, and again

laguna honda hospital. i did 20 years with my initial experience at san francisco general. i was also employed a various mental health clinics. one of the recent things i wanted to discuss was barbara garcia and on the dph website, she says as she stated to the staff that there would be a specialized security force to replace the i.p. she made the point that they were going to be unique and different. i do not know how they can be more unique or different than the institutional police. private security will not provide the same type of experience. the company had believe she is referring to, they work at highland hospital right now. the only specialty they have is they probably work at more hospitals, but that does not necessarily mean they have more experience. bair just -- they are just fortunate. in santa clara valley medical center, they recently contracted with the sheriff filled apartment because the one of law enforcement tool -- law- enforcement to augment security their. their understanding was come but they realize that they constantly have security needs and one

health rehabilitation center on the san francisco general's campus as well as 17 in and outpatient clinics. i also served 10 years as the c.e.o. of laguna honda hospitals and prior to that 15 years as one the senior administrators at ucsf medical center. finally in my career i served as vice president of the labor management president buell: at kaiser permanente health plan for two years. i currently serve as the chair of the board of the institute on aging of san francisco. having reviewed the analysis, i city's so-called asks which adds $2 billion additional and doubles the cost of constructing the new hospital, as mandated by the state, hospital safety laws. i understand there has to be remediation, but i think it has to be remediation that is fair and that is not this. these additional asks of $2 billion will make the rebuild financially many possible for any hospital system or any hospital. most of us understand that health care delivery and financing is changing and will continue to change dramatically as national reform is implemented. if cpmc is locked into a structure which mandates inflexible delivery options, both the city and cpmc

general obligation bonds. we actually have a lot of good work going on. we are opening several libraries this year. we have a week -- we got the second parts bond past eight years ago. we finished laguna honda hospital. we are now building a new police quarters in mission bay and renovating more than a dozen fire stations around the city. good news on the capital front. the other area of responsibility for the department of public works is the design, construction, repair, maintenance regulation of the public rights of way, namely the streets and sidewalks of the city. the picture is not as good. in terms of the capital side street resurfacing, the mayor and board in the last few years have made significant investments, but we do not have a sustainable source of revenue to continue improving the conditions of our streets. the capital planning committee approved in the proposed capital plan that went to the board and was approved a general obligation bond for this november, november 2011, to provide funding for us to reduce the backlog of street repairs. if that gets on to the ballot, look for that in november as a way that would help us address the street repair backlog, which the capital p
