we'll now inspector general roth. you're now recognized for five months. >> ranking member cummings and thank you for inviting me here to testify this morning. one year ago i testified before this committee at a hearing on tsa's programs and operations. during that hearing i testified that remain deeply concerned about tsa's ability to execute important mission. i noted that tsa had challenges in almost every area of its operations. at the time, i testified that tsa's reluctance to correct and security vun abilities that its audits uncovered reflected the tsa's failure to understand the gravity of the situation. six months ago i testified before this committee and stated that i believe that the new administrator had begun the process of critical self evaluation aided by the dedicated work force by tsa was in the position to begin addressing some of these issues. i predicted the new critical and challenging task would be to create a culture of change by giving the work force the ability to identify and address risks wi
