>> the president says zero tolerance is still in place, but e-mail traffic obtained by cnn shows the policy has effectively been curtailed for now. or something. i.c.e. has instructed field offices to stop referring parents for prosecution after crossing illegally with their children. >> and the pentagon prepared to house up to 20,000 children on military bases. also asking a judge to limit the children in detention for 20 days in an effort to keep parents who may be detained longer. it is an uphill climb for the doj. >> these are covers from "time" magazine and "the new yorker." the president will hold an event on white house grounds with families who lost relatives to violence committed by undocumented immigrants. we get more from cnn's boris sanchez. >> reporter: dave and michelle, the trump administration is strange to answer basic questions how they plan to implement the executive order signed on wednesday. there are still a number of questions out there. namely how the administration plans to reunify some 2,300 children separated from parents. it is not an easy task. they are scattered across the country in facilities. their parents are currently detained. the president sent some mixed signals on thursday. even suggesting that his executive order may not be that effective. listen to this. >> democrat and court ordered loopholes lead to family detention and separation. no matter how you cut it, i signed a very good executive order yesterday, but that is limited. no matter how you cut it. it leads to separation. >> reporter: it appears the administration is still trying to figure out this crisis on the fly without a clear directive or strategy. with so many children's lives and still in the balance. dave and michelle. >> boris, thank you. some families are managing to reunify despite the challenges. this family was reunited with her son at baltimore washington airport this morning. the guatemalan immigrant had her son taken in may. she sued the top trump administration officials accusing them of violating her rights when he was taken away screaming and crying. lawyers announced in court thursday an agreement was reached minutes before a hearing in the case was set to start. >> so much emotion there. let's bring back tal kopan. we are so happy to have you here, tal. thanks for joining us this early in the morning. we were talking earlier about whether this is zero tolerance or is it not prosecuting people anymore? it seems we are hearing both things depending on who you talk to and whether you are reading secret e-mails or listening to someone speak. what is your take, tal? >> michelle, i obtained e-mail traffic from customs and border protection last night that shows they have sent guidance to the field instructing them to stop referring families, parents for families, for prosecution to face criminal charges which effectively means they should not be ultimately separated. that is why families are separated. the justice department will continue to prosecute the cases. the justice department made this announcement earlier than we are counting the start of the policy. the reason for that is the prosecution by the justice department doesn't matter if they are not referring the cases. effectively, if the department of homeland security is not sending individuals to face criminal charges, then the zero tolerance policy is now partial tolerance policy. adults with no children may still be prosecuted and there are cases where individuals may be prosecuted, but what created this crisis and let's be clear, the trump administration created this crisis. the decision to go after parents of children with these criminal charges which had not been done in prior administrations. thus separate families en masse. for now, this could change anytime, for now, this is on hold. >> do you think the not prosecuting or guidance not to prosecute is just temporary until they get clearance to hold families together longer with children? >> it is quite possible. we don't know at this point. it is not clear from the sources i spoken with or e-mails. it is not clear how long this will last. it could be reversed any minute. they could send another guidance to the field this morning stating go back to prosecuting. it can be that much of the on/off switch. we showed e-mail traffic hours after the executive order was signed which required families stay together, an immigration and customs official which houses immigrants in longer-term detention than border patrol which is a clearing house. an i.c.e. official sent out an e e-ma e-mail, don't send anyone here. this center is closed. that was reversed within a few hours. it was reversed the next day. they said we are open. refer families here. it speaks to the fact that this very much appears to be made up on the fly without procedures in place to handle the issue. >> just clearing up where we are today is just about impossible. let alone where we are going. let's try to attempt to solve that riddle. legislatively, the conservative goodlatte bill failed in the house. it got more votes than expected. that goes to a compromise bill. more moderate, but not entirely. it is supposed to be voted on today, but now it is next week. apologies for the long question. what is in the bill? what are the chances? what will send it democrat support? republicans are painting them as obstructionist open border democrats. >> dave, there is a lot in that question. maybe i should have taken notes. to summarize what is billed is the compromise -- keep in mind it is a compromise of republicans. it creates a pathway of citizenship for daca recipients and people like them and for legal immigrant children who may be aging out of the visas and it is a merit-based system. you have $25 billion for the wall. you get rid of a couple family visa categories. adult siblings. you make room there. there are measures in there that seem small, but are substantial for democrats. including provisions penalizing sanctuary cities. reversing the court decisions that they say protect children. when you talk about the chances in the senate, the chances are not good with this bill. the chances of passing the house are not good. they are talking about adding more to the bill which may not get them enough votes. when the republican party or the president calls them obstructionists, it is true. democrats voted universally against these proposals. let's be clear. the democrats were never invited to the negotiating room for this bill. they were told we're going to try to pass something republican only. to turn around and accuse them of not being open to compromise, remember, chuck schumer went to the president and said i'll give you $25 billion for your wall if you give me daca. that was rejected. a number of other proposals out there. there have not been honest negotiations happening among republican leadership and democrats. >> people like to say for trump it is all about the wall. for democrats, it is all about daca. in this compromise bill, do you think what is allowed for pathway to citizenship for the daca people -- is that enough for democrats? do you think they will see that as a victory even though there are all of these other things that will not sit well with them? >> they are already criticizing the visa pathway. they don't like the points system. they say they have to compete against legal immigrants for a limited number of visas. you know, when you talk about what democrats can accept, one of the things i get the sense republicans miscalculated is where the democratic base is on this issue. when you talk to the daca recipients and talk to the young advocates who swarmed washington over months and mainly talked to the democrats, they are very clear. they say that it is not daca for anything. they will not accept any sort of fix for them that they say subjects their family and friends to harsher punitive measures potentially making them all at risk for deportation. the democratic party is empowered by its base to say we don't accept a fix for daca recipients on the back of the measures. it is not a fair trade. it is extremely unlikely that they will see daca and swallow the rest. that is not where they are here. >> nobody should hold their breath for immigration reform in the midterm election. tal, no messages and no jackets. sleeveless. we appreciate the information. >>> ahead, european tariffs on products from the united states could take effect today. what key american products could take a hit overseas. >>> and englewood neighborhood on the chicago south side is the most dangerous in the country. a group of mothers is standing up with tough love only moms can provide. >> englewood is one of the worst neighborhoods in the city of chicago and in the entire united states of america. there have been children murdered while sleeping in beds because bullets penetrated the walls while sleeping. englewood is generally a place where no one feels safe. what brought me to the corner here was young lady was murdered. her name was lucille. she was trying to break up a fight. she was killed in a drive by. i did not know her. i was outraged. at this point, if mothers are murdered, something has to be done. some people thought it was too dangerous to go and sit on a corner and in a place where someone had just been murdered three days before. we went out and put on pink shirts and got hot dogs and fed people. we talked to people. we gave out a lot of hugs. we got together and these moms who had the time and passion for it. i felt that being there and being a presence and eyes on the street and eyes on the children that it would interrupt and prevent a lot of stuff that could potentially happen. while are you doing that, you are playing a game with the kids you may never get to play with. we want them to grow up together. so when they are older, they are not enemies and targets or shooting or killing each other. since we posted up on the corner of 75th and stewart, there have been no shootings on that block. no shootings, no murders. there hasn't been a fist fight. there is a sense of hope they did not have before all because we're mothers and you don't want to underestimate the power of the mother. [applause] henry: thank you very much. in my capacity as president of the poetry foundation, we are extremely glad to partner with the chicago council on global affairs, something we have been wanting to do. now we have done it. i think this is a great idea to have distinguished speechwriters as well as a great poet with us. i want to point out a few things and will not say anything about the panelists, because they have already been introduced. presidents have written poetry. i have my doubts whether the incumbent does that, but you never know. however, abraham lincoln, am told, wrote melancholy poetry. i can't say i have read in a. orge wasngton ote love poems at an early age, and many presidents have in fact written poetry, including grant and some you might not think about. i will not list them all. of course presidents have had poets at their inauguration. famously maya angelou, robert frost, recently elizabeth alexander. just begin president of the mellon foundation. robert, i do not think you ever read at an inauguration. again, whether i do not remember, i try to forget a lot about the incumbent. he did not have a poet at his inauguration, even though, as we know, it was the biggest crowd ever. [laughter] henry: but no poets, as far as we know. i am told that when jfk was a senator, he said in 1956 if more politicians knew poetry and more poets knew politics, the world would be a better place to live , and that may well be true. what we do know is that many presidents have consciously used meter, rhyme, alliteration, and cadence to get people's attention. let me now tell you how we're going to proceed. each of our panelists will speak for less than 10 minutes and then i will help, i doubt they will need much help and having a conversation with each other, they seem a spirited crew. after they do that for a while, we will have q&a from the audience, and then there will be book signing for those who will hopefully get some interesting books. i will ask robert pinsky, who is a poet who does know politics quite well, as having in his poetry -- he writes a lot about civic matters and citizenship and then i will ask mary kate cary to speak, and then i will turn to david litt. mary kate was speechwriter for president bush i and david was senior speechwriter for president barack obama. i have to put a plug in for northwestern and speechwriting. david overlapped with cody keenan, who graduated from northwestern in political science and then went on to the kennedy school and was president obama's director of speechwriting for quite a number of years. without further ado, robert, if you will come to the podium? please? [applause] robert: i do want to respond to henry and say abraham lincoln's poem "my childhood home i see" is melancholy and strange, and it is a wonderful piece of writing. i recommend abraham lincoln's poem "my childhood home i see" ." also, i never read at an inauguration but in january on the steps of the new york public library, former laureate rita dove and i were asked to read counter inaugural poems, which we did. [laughter] robert: i supplied quotations from poetry to a president and a vice president, and i am going to talk to you about poetry as plain speaking. i will tell a story on myself. i spoke to -- i cannot remember the name -- i got the phone number of someone i'd worked with with the gore campaign of someone who was running these things for john kerry, and said i would like to help speech right. adhesive rubber, we will save -- and he said, robert, we will save you for what we want something really lofty. we want passion and intensity and color and i realized, oh shit. this is not going to work. what i think poetry has to offer is artful plainness. making something feel direct. it does take art to do that. i'm going to read you a 16th century poem written in the plain style, and i will just change one word. the poem is about courtship. instead of maidens or lovers, i will use the word voter. fine ax for voters. cheap to move. good pennyworth's, but money cannot move. i keep a fair but for the fair to view. a begger view of love. for all my wares be trash. the heart is true. that is the first of three stanzas. the second is great gifts are guiles and look for gifts again. my trifles come as treasures from the mind. it is a precious jewel to be plain. i will repeat that line again -- it is a precious jewel to be plain. sometimes in shell, the orient pearls we find, of others take a sheaf of grain, of others take a sheaf of grain. within this pack, pins, points, laces, and gloves city in the country's fair, but in my heart where duty serves and love turtles and twins, courts brewed a heavenly pair. happy the heart that thinks of no removes. that is a very fancy and elaborate defense of plainness. the poet is writing as though he were a street merchant. some have heard that counter uses thisred deller in a song. the street beggar, merchant is saying these trifles i have come from my mind. it is a precious jewel to be plain. of others take a sheaf, of me a grain. it is an inverted boastfulness , and it does take a lot of thought and a lot of art. my fellow panelists have mastered the art. the art of communicating depends very often on plainness. "i have a dream" is one syllable words. "i heard a fly buzz when i died" is one syllable words. they both are manifold and complicated and they are very plain. i will read another poem to you before i sit down. this is a poem that i did supply to al gore when he was vice president for an occasion. some of you will remember in 1998, the two guards who were shot and killed at the capitol building. i think it is important to say their names. jacob chestnut and john gibson. they were defending our capital against somebody with a gun. they were killed in the course of that. i believe there was a tourist murdered as well. my assignment, or the suggestion made, the guy who mostly talked to me for gore went on to be a writer for the "west wing." this is an extremely famous 18th-century poem by william collins written in just 10 lines. written in the beginning of the year 1746, which was the last attempt by the stewarts to take the island over again. the failed attempt. people died in that as well. this uses one syllable words. i will just read the poem to you , and then yield to the experts. oh britain in the beginning of the year 1746 by william collins. how sleep the brave who seek to rest -- when spring with dewey fingers returns to decked their hallowed halls, she there will dress a sweeter thought than fancy feet have ever trod. the spirit of it is a fancy jewel to be plain. not as sacrosanct asre sleep the brave. by fair hands their knell is -- again, one-syllable words -- by forms on seen their dirge is sung, and freedom for a while shelled well to repair a weeping hermit there. thanks. [applause] mary: first of all, thanks for having me today. i agree with you, robert. president bush 41, my former boss, agreed in plainspoken ways, single-syllable words. the ones i was thinking of as you were speaking were "this will not stand," that is what i think people remember him saying. he also did not believe that as president of the united states there should be a lot of i in presidential speeches. if there were too many "i's," he would circle it and change everything to we. in a democracy, that is a good thing. as henry mentioned, or i guess it was iain mentioned, a few years ago i made a documentary about president bush and it is on netflix, it is called "41 on 41." it is only 90 minutes long. it is not 13 seasons of game of "game of thrones." it is the opposite of "house of cards," and it is nonpartisan and it is the story of a remarkable life. as we were researching how to do this, what we did was sent a researcher to the bush library, and she found a bible that president bush's mother gave to him when he was confirmed at age 14. she inscribed a poem inside the bible. she did not write it herself. but she knew of it. poem, and it this later became a protestant hymn. i would be true, for there are those who trust me. i would be pure, for there are those who care. i would be strong, for there is much to suffer. i would be brave, for there is much to bear. i would be friend to all. i would be giving and forget the gift. i would be humble, for i know my weakness, and i would look up and laugh and love and lift. if you go down that first set of words on each of those phrases, true, pure, strong, brave, a friend to all, giving, humble, looking up laughing and listing, it is almost as if as a 14-year-old boy, he decided he was going to live his life by those words. what we did was set the poem to 41 of his best friends, and we said we are going to ask you to read the poem on camera, so we would have everybody's voices, and then you tell us which line of that poem you tnk applied to georgeush and give us a story to back it up. that became the narrative arc of the film. lucky for us, because he has lived his life by all of those words, if everybody had picked one phrase, we would not have had a film. luckily, all eight lines of it, there were four and five stories of each example. that became the narrative arc of the film. and i think you would really enjoy it, and it is a fun film to watch. it is a lot of teachable moments about values like that for young people. perfectly appropriate for family viewing. that was, to me, not your typical way to build a documentary around a poem, but it worked beautifully. president bush was the founder, with his cousin, of a poetry society that only had two members, the two of them. [laughter] mary: and they wrote about it back and forth for close to 50 years. many people try to join the poetry society and they said no. there were limiting the membership to two. in 2003 -- before i came here tonight, what i did, by the way, is i sort of

george w. bush, crucial to what we're going to be talking about tonight. and these days, hochris hayes, host of "all in." sumi, director of the oceanic affairs at the national security council under both presidents george w. bush and barack obama. and a korean analyst for cia. rounding out our team is victor cha, the trump former white house candidate for ambassador to south korea, and importantly these days, an msnbc analyst, we are very lick to have the expertise we have at this table, particularly at the very end of this table here. it's a night when we need to be able to parse nuances and understand the subtleties of what is going on. well also have to be cognizant of how much we're being stage managed. >> i don't know what you're talk about. >> well, there has been interesting reporting and speculation as toe how much is going to be open for discussion at this event, how much may have been previously decided. the way i'm approaching this, at least the way that i'm trying to think about this today is to sort of not allow the spectacle and just the weirdness and the unusual nature of the meeting overshadow what's happening here. i don't think we should sugarcoat what the president has done here by agreeing to this meeting. this is -- north korea is the most repressive dictatorship on earth, arguably. concentration camps, re-education camps, deliberate starvation of their own people as punishment. last february, it with us only last february that this dictator assassinated his own half-brother with vx nerve agent in a public airport in malaysia. just in the state of the union address this january this year, president trump hosted a north korean defector, a man who was an amputee, a man who was tortured in prison, whose father was tortured to death, whose grandmother was starved to death. there is a reason why no u.s. president as ever agreed to give the north korean dictatorship what they have wanted for so long. there is also a reason why they want it. they want the international legitimacy, but they also want to be able to demonstrate to their own people that no matter what they do to their own people, and no matter what that they do with nuclear weapons, they have force order manipulated the rest of the world to see this dictatorship as essentially legitimate, and to see kim jong-un as a legitimate head of state. and that is serious as a heart attack. as weird as this is and almost as incredible as it is as a spectacle, this is a very, very serious line that the president has just crossed. >> both men, presumably both motorcades have arrived inside the hotel, but we're waiting for confirmation of that. nicolle wallace is among the better sourced people at this network, especially in this area we're talking about tonight. and coming out of what rachel just said, let's agree to two things. number one, that this is a regime that craves being relevant, craves being in the conversation. number two, none of us would be here, they wouldn't be here if there iso nuclear weapons in north korea. >> and number three, you talked about not sugarcoating things, let's not sugarcoat the fact that we're all doing this because donald trump wants us to. donald trump is there because he knew we'd be here. thiss it. this is all he's got this. is his midterm strategy. this is his get out of sitting down with bob mueller strategy. two sources texted me. i just looked at my phone on may 25th and may 26th when it was widely reported that talks were off. talks were never off there was a meeting in the dmz with the americans and north koreans on may 26. the whole thing was trumpian head fake. the whole thing that we're being played issing in we have to bake into the cake a little bit tonight. >> both that it's happening now but whatever it's going to be announced tonias if it's just been agreed to in that room. >> and that it's a foreign policy exercise. it is also in every way imaginable a political exercise for donald trump. >> chris hayes, when you're looking ahead tonight toward what we're going to hear, but also to what nicolle is just saying about what has happened already, whose interests are being served? what are you watching for? >> that's the question. in a strange way, in the short-term a coincidence of interest between donald trump and kim jong-un. one of the things that's so odd about watching donald trump perform the role as president of the united states is that he does perform it in a monarchial fashion. we saw it at g7. he, donald trump, the individual, the king, was angry at justin trudeau. and so he blew up a communique in g7, right? the way we think about the democratic republics undertake foreign policy is that there are interests and institutions represented by the head of state who is democratically elected. it's not the whim of the head of the state, right? the idea is that we have democratic representation, accountability precisely so that you do not have foreign policy undertaken as a kind of play of a person's ehead of state's personality. there is this bizarre spectacle of watching him come out of the g7 and say i was angry about the way justin talked about me, but i like this kim jong-un. and maybe we can work out a deal. you think to yourself, well, no, the united states, we democratic people, we have a say in this. this is sort of accountable system. >> and to you point, he doesn't run on this. what he said on a cbs morning show he would hope that he would disappear. to your point about democracies, this is not the foreign policy that he ran on, that i was going to singapore and elevate kim jong-un. >> depending on whated, this is what he would like to run on and republicans to run on in november. stand big in november is our chief correspondent andrea mitchell. andrea has reported on relations between the u.s. and north korea for every president since reagan. andrea, what are you looking for tonight? what have we been learning as we head toward the start of this one-on-one? >> i think your cautions to avoid the circus, the orchestration as much as we can is well taken, because we need to really look at that joint statement. we believe from our sources that they have agreed on a squloynt statement. that's why secretary pompeo came into the briefing room i don't know how many hours ago. i was morning i guess our time here and said they're moving very quickly. and the president is going to leave, we later learned, leave tonight after his news conference following the summit rather than staying until wednesday. so instead ofaving a second day, things were going so well, flayed agreed among the experts on the framework of something. and what that something is, i've been told is some kind of a commitment from kim jong-un to denuclearization. the problem, of course, what does that mean? how do we ever verify what he has, because we don't know what he has? the estimates vary from 20 to warheads. we're talking about thousands o people in an underground complex. rachel, you've been there. you know how complex this is. and from all of our reporting, i've been there a couple of times, but n at the nuclear weapons sites themselves. this is a very, very mysterious program, and they cheated before kim's father, kim jong il cheated in 1994 and fooled bill clinton. in 2002 his father cheated george w. bush. so all of the experts, all of the cia analysts did not know that he had a second program beyond the plutonium of uranium. that's the kind of thing that we don't know how good he is. is he resting on his laurels? is he agreeing not to test? i don't certainly cite that because he already knows he has the long-range missiles that can reach the american homeland. these are just some of the things that victor cha and also know very well, better than i. that's what we really have to look at. are they going to agree to a peace agreement between north and south, which would actually get in the way of reunionifying the peninsula, because a peace agreement would mean ratifying the existence of north korea. >> andrea, don't go far from a microphone and a camera, because we'll be coming back to you. while you've been talking, we have preset cameras in singapore that all the television networks are taking advantage of. we have very little control over the picture we're getting, but we hav
