let's no gow to george howell standing by in atlanta, georgia, where it's been wet and windy. and remains wet and windy. a little less rain right now. the rain comes and goes. a lot worse earlier in the day, atlanta, this part of the united states certainly feel thing storm as it pushes north. talk about flooding, though. flooding in savannah, georgia. flooding in tiby island and chatham county, georgia, where i spoke with the public information office we are chatham county. i asked her about the situation there this night and through the next day or so. >> things are actually improving here. we've been out of the weather for a while. our tide, while high tonight, was not a major tide. even though we were kind of expecting a 10, it was much less, so that helped out a lot. we did receive a lot of flooding in our islands and coastal and low-lying areas from storm surge and heavy rain. we did have some wind damage as far as blowing down branches and some trees that have come down, those types of things. but it certainly isn't as bad as we were expecting a couple of days ago. >> e

"cnn newsroom" starts right now. it is 4:00 a.m. on the oos east coast. good day to you. in the united kingdom, a manhunt is under way after a bomb went off on the london tube early friday morning. thankfully, no one was killed, but 29 people were wounded and it could have been much worse because authorities say the explosive failed to fully detonate. the device may have used a substance called tatp. that is the same explosive used recently in attacks in spain, france and england. experts are still examining the mostly intact bomb. they are hoping to determine its contents, to determine also had who made it. the nation's, theresa may, is warning the public so stay vigilant. the joint terrorism analysis center, that's the independent organization which is responsible for setting the threat level on the basis of available intelligence has decided to raise the national threat level from severe to critical. this means that their assessment is that further attack may be imminent. in let's

i'm george howell at 1:00 a.m.n houston where the traffic behind me at the convention center is the shelter for so many people. the traffic starting to settle down but trying to get a good night's sleep tonight at the very least. let's talk about the latest. the confirmed death toll as it stands now from hurricane harvey. 47 people have been killed. six days ago since this category 4 storm made landfall more than 70,000 people have been rescued in one way or another and those rescues continue day after day after day. an unknown number of people are stranded and waiting for help and complicating the situation is the lost of electrical power and water in some places. to the east of houston in orange county that area is under a mandatory evacuation order. beaumont, texas now without fresh water after its water pumps failed. the city issued a boil water advisory to 135,000 residents there. long lines formed outside stores selling water. and prices for food, water and gasoline, those prices have skyrocketed. the loss of

for the latest from the disaster zone let's bring in george howell. he is live at houston's convention center. good morning, george. >> reporter: renae good morning to you. the mood here at this convention center that serves a shelter quite frankly home for so many people. the mood is patient but also uncertain. you know so many people uncertain what the next steps will be. the numbers here. just the other day some 8,000 people at the shelter. the numbers diminishing. many people going back to neighborhoods and communities to see how badly brad damaged the homes are. but so many people here lost so much. as they go into the community and even here at the shelter, renae there is another problem. people who are unaccounted for, missingpeople we found the texas center for the missing they have a setup right in the the shelter. they help people in the shelter in case a loved one relative child strays away. they help people reconnect and also throughout the metro area as simple as filing a report and these officials they share that information with police.

let's go to george howell in houston at the george r. brown center. what are you seeing? i'm seeing a lot of activity behind you. >> reporter: that's the way it tends to go. most people on the other side here, in closed areas, where the lights are dimmed, they are trying to get a good nights sleep as they wake up and try to figure out the next steps to rebuild their lives. there's a sense of resilience. people are determined to move forward. there's a feeling of uncertainty. as people go out into those neighborhoods, it's unclear what is left over, how bad the damage is to their homes as they go back to see them. here are the stats as we understand them. so many people going into these neighborhoods. we understand, according to the governor's office, governor greg abbott, 440,000 texans have asked for federal assistance. $79 million has been dolled out to people in need. when it comes to shelters, 42,000 people are in a shelter of some form or the other. the george r. brown center has been turned into a shelter. they were at 8,000 people. the numbers have diminished to so

let's go to cnn's george howell, live in houston at the george r. brown convention center. good morning to you. i assume people are starting to wake up, 6:00 local time there. what's happening and going to happen on the day ahead? >> reporter: victor, we are starting to see more people out and about after another nights sleep here, this home away from home. many people who don't have a home left to turn to. we are seeing the numbers diminish here. the latest estimate we got from the red cross, somewhere between 1200, her happens, people that are still here. the number a few days ago, 8,000 people. what we are seeing now, victor, we are seeing people go into the communities to determine the extent of the damage. i want to give you a couple stats. it really tells a story. according to the governor of the state, greg abbott, some 440,000 texans, as we understand, have applied for federal aid. so, you really get a sense of how many people are asking for help from the federal government at this point. $79 million has already been doled out in aid. at this point, some 42,000 texa

that's where we find george howell. are you finding that people are evacuating?en what happens with so many of these places, people become very complacent. >> reporter: good to be with you. so we understand the bahamas, the prime minister of that nation has ordered the largest evacuation in the history of the country, so you get a sense of what's happening here throughout the region. those evacuations to take place by plane throughout the day. here in puerto rico the eastern side of the island, there's been a voluntary evacuation. people have been urged to seek higher ground, safe shelter as this storm closes in. still dark out here right now. you can't really see the horizon, but i can and i can tell you, the winds are picking up, the water much more choppy. there is certainly a beast of a storm that is lurking closer to us here. we understand that the storm may -- we may be on the southern side of it. our meteorologists can tell us more about that but we will feel the impacts here. throughout the day in puerto rico, you've seen people taking preparations. they'

cnn's george howell is there in san juan, puerto rico. tell us what you're seeing. we see wind, hear the rain. what is the vantage point from where you are? >> reporter: brianna, along the north shore of this island, which is the part of the island that will be impacted most, the north and the eastern parts of o it, but we are starting to see these conditions deteriorate and it's expected to get worse through the hour. let's talk about the different phases that we're expecting. so, the strong winds, of course, the rain, flooding, and then aftermath. as far as winds go, i just spoke with a meteorologist here at the national weather center, felix castro and he says that the island has already experienced an 86-mile-per-hour wind gust, keeping in mind that the eye wall of the storm will now be closer to puerto rico, so 30 miles off the north shore, he says, so it will be much more intense, given that the storm is closer, chekeeping in mind this a category 5 storm unlike anything that has been recorded in the atlantic ocean, the strongest storm for sure the island has s

. >> george howell, be careful over there. we'll stay in close touch with you. good luck to all the folks in puerto rico. all of florida now under a state of emergency. the governor urging everyone to prepare aggressively for hurricane irma. national correspondent miguel marques is in miami for us. miguel, are people there following the governor's advice? >> reporter: it seems they are. we know that that for two reasons. there are two things in short supply in florida, water and gas. to give you an idea, wal-mart says 400 of its stores across the state are affected by this storm. they are moving in 1360 tankers or semi trucks filled with nothing but water, pulling as far away from nevada to try and get there. we're at a shell station here on u.s. 1. this is the second time a giant tanker truck has pulled in here to deliver gas. they delivered gas 9,000 gallons of it five hours ago. they are almost out at this station. here is why. look at the lines. one line goes all the way up this way on u.s. 1. it wraps also around the other corner coming in. two hours people

george howell is in san juan, puerto rico, for us. miguel marquez is in miami. i want to go to you first, george. it has been nearly a century since puerto rico was hit by a storm of this magnitude. so, tell us about the conditions, and i know you said we're looking towards, i think, the 8:00 p.m. hour. how have things fared here since we talked to you an hour ago? >> reporter: right, so, the conditions here will get worse and worse and worse each hour that we reconnect here to show you what's happening and i want to give you a look at the land here to see. you can see there the white caps. that is an indication of how choppy and rough the waters are right now and the palm trees tell the story as well. however, we're kind of in between, if you'll believe this or not, in between the stronger wind gusts. let's break this storm down into the different phases that we expect. when it comes to the winds, when it comes to the rain, the flooding and then the aftermath. with regards to the wind, i spoke with a meteorologist here with the national weather service, felix ca
