and jefferson, had left and the congress was suffering in their absence and washington wrote to george mason in virginia and said very pointedly, where is jefferson? when his country needs him? that got back to jefferson and, stung by washington's apparent criticism, jefferson agreed to serve as the governor of virginia and he served two extremely difficult and not terribly successful terms as the governor of virginia. i think almost anyone of the governors would have had difficulties jefferson had but he certainly did have a tempestuous time as governor. for both, the time period on the cusp of the 1780s and during the 1780s were pivotal moments. for hamilton, i think the pivotal moment is the collapse of the american economy. it begins to collapse in 1777 and has utterly collapsed by 1779. i don't think hamilton understood the reasons for that collapse and washington didn't either. both initially thought it was due to lack of good leadership by congress. the problems where really much deeper than that. hamilton, beginning around 1779, began getting up at headquarters early in the morning,

. >> marked with george mason university.thank you congressman for a very interesting conversation. that sort of shows that i'm a little bit older and my question is as follows. i remember that the soviet american rapprochement of the early 1970s appear to succeed because we were able to agree on the nuclear issue but it ended up floundering because the differences with regard to regional conflicts and soviet support for their allies which we didn't appreciate and i'm just wondering now, even if we make progress with iran on the nuclear issue, is it possible if iran continues to so strongly support syria and hezbollah and similar allies? are we bound to disagree on this and does this need to be part of our conversation with the iranians? thank you. >> thank you and that's obviously a big question. you are right, i would agree. during the cold war, you know the international competition between the united states and the soviet union was a zero-sum game. anywhere we did well we assumed they were on the short end of the stick in

he is the leader of the policy on ethics at george mason university. he was to rector of the health policy program at the new america foundation. he is no adviser on health policy at the office of management and budget. he is going to discuss the challenges and barriers to moving forward. we have also asked him to talk about lessons that policymakers can take from the private sector. >> i would say that the proposals that rachel and paul described do tend to have a vision of where they want to go. where we would all like to go. there are alternative payment models in general. they tend not to have a concrete roadmap of how to get us there. this rough roadmap is being worked out. both in public and private demos and in some places programs as we speak. it is this roadmap or blueprint that we need to construct in ways that work for providers. there are four groups of from -- providers in the u.s. health- care system today. those that are already there, using global caps. they are the remaining pioneering aco's. those that are trying to make the transitio

for moreen what we can expect from congress for the rest of the year andpublic and internats at george masonsity, joining us from washington, d.c. good morning to you. >> good morning. >> it is called a christmas miracle here, the house managed to pass a two year budget deal before leaving for the holidays. what are the chance to support this, it looks pretty well it will pass the senate, as well. >> this is a much different congress than we experience said back in october. if you look back at the year, this is historic, the least productive, most unpopular congress since world war ii, republicans blaming democra wouldn't pass a budget and allow the federal government to continue. there's some blame on both sides, but right now, the ill will, it used to be the house that held up everything. the senate passed immigration reform, senate to the house, it went nowhere. now the senate is creating more problems and the reason is the democrats have changed the rules for roadblocks are now covered. >> we saw bickering within the party and a decrease in the numberding the budget deal about to be vote
