i'm from george mason university department of communication. i am a graduate student and i am starting to study -- i have never studied foreign policy before public diplomacy before, but what i am studying his us public diplomacy toward pakistan. there are a number of insulting, demoralizing discourse that is used in us public diplomacy or policy that is demoralizing to gaining support from pakistani public and as a result they are more tolerant toward -- well, not accommodating, but they are more tolerant to al qaeda ideology in the country. so what i am curious about is how do we apply your theory of insult to her insults are not recognized by either party? my understanding is that in this case that i'm studying insults are not recognized by the us or pakistan. they just find themselves in this contentious condition and i feel like nobody knows why. and also i was curious curious how you conceptualize insults, how you separated sarcasm, satire, political jokes. >> very important question. i did not put in this particular presentation too much

this guy, george mason, one of the framers of the constitution, two days before the constitution was published in philadelphia, he noticed a problem. the only way to amend the constitution at that time was a provision that gave congress the power to propose amendments. george mason stood up and said on the floor of the constitutional convention, what if congress is the problem, a system where only congress can amend is not much of a system of congress is the problem. it's the first known instance of "the simpsons" duh. the framers realized they had a fundamental flaw. they created a second way to amend the constitution. article five gives the states the power to demand congress call a convention, not a constitutional convention, but a convention for a very limited purpose to propose amendments. what is clear is the idea of a convention terrifies washington. it terrifies the seed to imagine this entity that can propose amendments, even though it requires 38 states to have a power called into being by this process terrifies them. the closer we get to the magic number the constitution s
