it's a really interesting story, kornl george mason having the discussion on our constitution stood up and said we made a grievous error. we have to make sure that because nowhere in history have powerful governments seeded power back to the people. we need to make sure that's available to the american people. so they put this second component into article 5, which allows the states two thirds of the states to call an amendments convention. it's not a constitutional convention, but it's an amendments convention where the states can offer amendments which are nothing but recommendations that go back to the states and then three quarters of the states, 38 states would have to approve that. so, what it does is it's the relief valve for the states when they see this imbalance. what's happened to us is there's no longer balance power between the three branchs here in our government and no locker a balance of power between the federal government and the states because 60% on average of the states when they raise money in state have a federal bureaucrat tell them how they have to spend that.
