nbc 10's george spencer joins us live. >> reporter: it really was a painful irony. that little boy who wanted to be a police officer killed by a police cruiser. and, tonight, several members from this department showed their support to the victim's family and attended matthew's vigil. >>> one by one group by group, mourners released flaming lanterns into the dark night of this new year. each light, a symbol of the greatness matthew mcclusky brought in his short life. they lost matthew on sunday night as he walked to a sleepover, a franklin township police cruiser hit him on the way to a call. >> always remember he's with you in your heart. >> reporter: in this crowd of hundreds, the focus was on the 10-year-old victim even as that crash investigation continues and questions linger. >> i don't think we'll ever get the answers that we're looking for. and that's just because there's always going to be questions. and peace is what everybody wants. >> reporter: and peace is what they got tonight on this ball field where matthew played little league. his coach and friends

nbc 10's george spencer is joining us live from new jersey with what caused the base shutdown. george? >> reporter: yeah jim, a suspicious plastic bag brought this area to a stand still earlier today, and we watched as dozens of drivers were detoured away from this rice town gate entrance and up this side street here as this investigation unfolded. with the flashing of police lights late this afternoon, and evacuation and lockdown of one of the busiest areas on the joint base. >> i didn't necessarily get nervous, because they do so many training exercises, that you're kind of used to it. >> reporter: but civilian employee jane george knew they was this was no exercise. we could see a full emergency response. >> our dispatch center received a call for a suspicious package. >> reporter: the bustling commissary and general store nearby were quickly evacuated, and even off-base civilians noticed a swell of law enforcement. >> the police officer was just asking where i was coming from and where i was going. >> reporter: inside the plastic bag it turns out a number of smaller packages

george spencer is live in the state capitol in harrisburg where wolf's inauguration is set for noon. will the governor get straight to work or is there time for celebration today? >> reporter: chris, we counted 13 hours of main events happening here in the east wing of the capitol at noon with the wearing in ceremony. you can see the chairs as they expect a crowd for thousands for that ceremony. tom wolf will be the state's 47th governor. but before taking his own oath it's the swearing-in ceremony of mike stack at 10:00 a.m. a private event that is for the philadelphia state senator. then outside here at noon we have learned wolf will speak about the state's $2 billion-plus budget deficit about cleaning up the harrisburg culture and about bipartisanship. the special inaugural exhibit there will open and the new governor will host a ball at the governor's mansion. one thing we can tell you about is the big inaugural ball set for 8:00 tonight at the hershey lodge in hershey, pennsylvania. it will be a night of dancing and dining. obviously big events like that do not come cheap. eight

nbc10 george spencer is live outside the base. >> what are you being told about the investigation and those evacuations? >> reporter: yeah keith, in just the past few minutes i have confirmed that officials at this base are still working to get to the bottom of what was inside that suspicious package. right now, the wrightstown gate behind me which is a primary entrance here, is still locked down. let's take a look at some of the sky force 10 video we got earlier this afternoon. officials have confirmed the suspicious package. it was found at base exchange and commissary on the base just after 2:00 this afternoon. that facility was immediately evacuated as a precaution. the entire base though not put on lockdown. as the first responders are at work right now, deeper onto this base civilians even off base say they noticed a clearly heightened law enforcement presence. one man described an officer pulling him over right off base. >> seemed like they were being cautious, as safe as possible. he was definitely nice and just trying to look out for me and everybody else it seemed like. >> r

nbc10 george spencer has arrived at joint base mcguire-dix-lakehurst in burlington county. >> george the word is we're following the evacuation prompted by a suspicious package. >> reporter: yeah, that's what would he hearing. at this point, we've only been on this scene for 30 minutes. i can tell you, this is an ongoing situation coming at a time of hitdened national alert. and the pictures behind me can you see an air force police officer who is guarding the entrance to the wrightstown gate here, a gate that has been locked down as this investigation continues. according to air force officials, a suspicious package was found on the base at the basic exchange and commissary just after 2 p.m. this afternoon. base officials immediately evacuated that facility as a precaution and first responders are right now on the scene investigating the situation, trying to get a handle on exactly what that suspicious package may be. nbc news out of d.c. confirmed independently that the package was left unintended. that is a large part of the reason why it would be considered suspicious. from what

spencer joins us from police headquarters. darcy? >> reporter: doreen we're live at prince george's police county headquarters where they released that incredible video late this afternoon. you may wonder what was this all about? the chief tells me that this suspect was fixated on the idea that police had somehow harmed his brother. but the chief says that simply wasn't true. this man arrested after allegedly ramming two prince george's county police cruisers and confronting the officers. surveillance video shows them at the top right part of your screen running to a snowy field. off camera police say one officer pulled his gun. the other a baton. but they never had to use their weapons. >> at which point, he approaches the suspect, turns them around and places them in handcuffs. there was no force used at all. >> speaks volumes to the training our officers received, and how vigilant they are. and how tactical they are in their response to situations when they arise. >> reporter: the surveillance video shows the dump truck driver smashing into the cruisers in a shopping center parki
