nbc 10's george spencer has been digging into that lag time tonight. and he's joining us live in the digital oerngss center with more. george? >> reporter: jim, we found that getting an amber alert to the cell phone is at least a three-step process and the state of pennsylvania local authorities notified the state police, the state police then notify the national center for missing children and then that group is the group that sends the alerts to the phones from washington, d.c. as patrol cars descended on the king of prussia mall, time was of the essence. police responded at 5:43 yesterday evening and upper marion's police chief told us word spread almost immediately. >> an amber alert did go out minutes after the abduction. >> reporter: the iphone time stamp shows it wasn't received until 9:36 last night, and nbc 10 executive producer recorded this video when he received the alert two minutes after that. so, why the four-hour delay? to issue an amber alert, law enforcement must believe an abduction occurred and believe the child under 17 is in immin

george spencer has been investigating that for two days now.e's live at the king of prussia mall. >> reporter: amber alert has become a household term. for law enforcement it's a specific designation with specific protocols. tonight we know a dispatcher error might have slowed the notifications from reaching our cell phones. >> we're still in the early stages of looking into that. >> reporter: police chief tom nolan has the recovery of the seven week old baby was a quick success. the amber alert process is under review. police responded to the mall abduction at 5:45 thursday evening. amber alerts didn't reach cell phones until four hours later. we asked what happened and today found a possible answer. >> our dismatcher may not have notified the police through the exact protocols they want. which could have potentially slowed the process down. >> reporter: it seems that dispatchers simply put the words amber alert into a standard missing person's advisories even though the process is more complicated. dispatchers are supposed to submit data to a

tonight after one person was shot and killed and another critically injured in prince george's county. us? darcy spencer is here is the investigation. >> the double shooting happened on rigs road in prince george's county. the police activity was focused on this apartment building. it's the newberry square apartments on rigs near the intersection with east/west highway. prince george's county police were called out here about 3:00 this morning for a report of a shooting. when they got here, they found two men who had been shot. both of them were taken to the hospital in critical condition. their names have not yet been released. police are still working to figure out what the motive was and no arrests have been made. they are offering a cash reward for information in the case. darcy spencer, news4. >>> police find a clue in the disappearance of a missing fairfax county firefighter and paramedic, but tonight there's still no sign of her. nicole mittendorff's family last had contact with her on wednesday. they reported her missing friday. last night state police fun national park. they're scouring the are

georges firefighter is back at the home where the deadly shots were fired. we are trying to get answers of why the police released him. and darcy spencer joins us live with what she is learning tonight. darcy? >> reporter: we are live across the street from the landover hills fire department and you can see an ambulance decorated with flowers and candles in remembrance of the fallen firefighter. the state's attorney office telling me they don't have any evidence to prosecute him, to charge him at this time. >> it was all over in five or six seconds. it's was rapid fire. >> richard vetter was standing in his driveway when he saw firefighters forcing their way into his neighbor's home. >> that went on for a few minutes and it took them a few minutes to get into the door and almost as soon as that noise stopped, the gunshots rang out and there were six or seven gunshots. >> an hour later he says his neighbor surrendered and the police had guns trained on him as he came out. >> i saw the garage door open and the lights were on in the garage and he walked out with his hands up. >> his brother called firefighters to the house to check on him

george's county firefighter is back home in temple hills this morning. the state's attorney says that they simply don't have any evidence to charge that man at this time. news 4's darcy spencer spoke with neighbors about the shooting. >> i mean it was all over in five six seconds 37. >> reporter: richard was in his driveway when he saw firefighters forcing their way into hneighbor's home on sharon road. >> that went on for a few minutes. it took them a few minutes to get into the door. stopped, the gunshots rang out and there were six or seven gunshots. >> reporter: then about an hour later, he says his neighbor surrender surrendered, police had their guns trained on him. >> i saw the garage door open and lights were on inside the garage and he walked out with his hands up. >> reporter: the map's brother called the firefighters to the house to check on him and when they got inside, police say he opened fire. a 1 year veteran of the department him died. ganeshananda. kevin swain was seriously wounded. the homeowner's brother was also wounded. the man said he fired in self defense. he's been released from security, state's attorney saying there was not enough evidence. >> thou
