well, there's a push in montgomery and prince george's county to do something about zombie they are neglected properties often in disrepair. darcy spencer is talking to homeowners who live near some of these homes. >> reporter: neighbors say no one has lived in this house for years. they haven't seen the owner in sometime. they've grown frustrated as the house has continued to deteriorate. >> the house has been abandoned for at least a decade, and it's just crumbiling and falling apart. >> reporter: tom huckhucker is trying to deal with properties in foreclosure. >> they're targets for arson and fires, utility problems. there's drug parties that go on >> reporter: and the county is going after vacant property owners with threats of big fines if they don't make improvements. this is another house in silver spring that hasn't been lived in sometime. >> that house has been an eyesore for a very long time. >> reporter: here in prince george's county they're also dealing with vacant, abandoned and foreclosured properties. the council is also taking action to hold banks accountable. mel franklin is proposing a package of bills to go after ban

george's county. this week after fewer than ten years behind bars, he's eligible for parole. darcy spencer how victim's families are teaming up in hopes of changing the law. >> reporter: linda duncan's mother was murdered in her apartment in 1990. she was 67 years old. >> the crime was 30-something times. her neck was cut. >> reporter: her killer got 40 years, so she was surprised when she got a letter seven years later saying that the man convicted of the crime was already up for parole. >> i just couldn't take it anymore. i said, it was time to do something. >> reporter: so she and other survivors like the mother of stacy seton, murdered when she was 17 years old in buoy, are trying to change the law. they want to eliminate what's called dim in addition credits for those convicted of first or second-degree murder. they're supposed to be an incentive to prisoners to better themselves and be on good behavior while they're serving time. >> but i think if they're going to give them credits those credits should be earned and used within the facilities, not for early release. >> reporter: dunc
