abc's george stephanopoulos will have more.president bill clinton this morning at 8:00 on this week here on abc 7. >>> a new poll finds most voters want to put the brakes on california's high speed rail project. the usc "l.a. times" survey found that 52% of voters say the $68 billion project linking l.a. to san francisco should be halted, only 43% think it should go forward. now, that number is higher in the bay area with 51% of voters supporting the project. all in all, the majority of voters want this project to go back on the ballot. san francisco mayor ed lee has 90 days to make an offer to host the next america's cup. and he says he plans to do that. the "san francisco chronicle" reports location, though, could be a concern with the golden state warriors hoping to build a waterfront arena at piers 30 and 32, which were launching sites for the cup teams. there are also concerns over the cost with san francisco expected to be left between 3 million and $5 million in the red from hosting this year's race. oracle ceo larry ell

let's go to straight to abc's chief white house correspondent jon karl who is filling in for george stephanopoulos later this morning on "this week." jon, we know that the president spoke to the republican leader and house speaker john boehner on the phone but it was a very, very short conversation. so there is there any progress being made here? >> the short answer is no, dan. the amazing thing is, we're just eight days away from a government shutdown and this debate, right now, is only over a temporary funding bill that would just keep the government running until december, this is really the easy part. we still have a major showdown ahead on something that could affect the faith and credit of the united states government. the question of default. the congress has to raise the debt ceiling by some time in the middle of october, and those talks haven't even started. >> you mentioned the debt ceiling. we have a dual crisis right now. we have government shutdown, debt ceiling, we're seeing wall street react to this already, trepidation. is there any way out of this at this point? >> there certainly

. >>> let's go to george stephanopoulos, host of "this week."e talk about the government shut down but we have to mention the debt ceiling, how do these two interact? if we do go over the edge, is the almost better to -- >> jeff was talking who's going to get blamed. the real question is, how long is this government shutdown going to last? it's all but assured that the government is going to shut down for at least a short period of time late monday night, tuesday, we'll see how long it takes to sort that out. but you're right. the debt limit, far more important october 17th. the consequences of missing that deadline catastrophic for the economy. so a lot of observers do believe that maybe, the house, and senate and the white house get this out of their system on the government funding bill and it will make it easier to pass the debt limit later. but, you know, we've been through this now the last several years. every single time we go to brink it seems like the sides are driven further apart. so there's no guarantee it's going to make it easier.

and if you look at george stephanopoulos's book. everybody was sort of weighing public opinion as who were they going to take this out on when we reached the conclusion that it was us we reopened the government. >> so, again, what do you see of the flow here. given the deadline -- october first. getting something done. make the senate vote on obama care. have a clean cr, continuing resolution. that would keep the government open at sequestration levels. rejected by the 20, 30 folks who have really called the tune since the 2010 election. so, the title of "the wall street journal" editorial is the power of 218. when you deny john boehner 218 they have no leverage or ability to govern. it goes into chaos. any bed that thinks they will send this to the senate. harry reid and democrats will say you, know what we were wrong all this time. and, president obama is going to say, you know, what was i thinking. is smoking something. that is not going to happen. and we are going to have the same sort of -- theatrics that we had with plan b at
