[applause] i had the great privilege to work for a president that 10 times a day reminded the chief of staff that things had to get done and go do them. to set the stage for this discussion, let me remind you in 1989, 1990 the country was having financial problems. it was drifting into recession it had huge deficit. the financial community knew that the united states needed a multiyear budget agreement and it was pretty clear that this was going to be a strong, tough hard battle between the executive branch and the legislative branch. george bush understood this and his message to those us who had to help get this done was go get a budget. there is one person who is not here today passed away but i have to tell you george bush had the benefit in dick
