you know, in the end he didn't win because president gerald ford vetoed that first reconciliation billut to me that was the first indication that what was designed as a very minor little thing could be radically changed. and then in 1980 it was radically changed. in the spring of 1980, which under the budget act as it was written at that time, you never should have seen a reconciliation bill. suddenly the majority leader of the senate, robert byrd, decided that in order to confront what was seen as an economic crisis, namely inflation rates running at 13%, interest rates running at 17%, that the answer to that economic crisis was to balance the federal budget. ... he was going to give instructions to all series of senate committees how they were going to change their programs to reduce the deficit to zero. in the end, of course, he was as disappointed as senator long because even though he got his bill and it was passed that year, the country went into a recession in that summer and a recession you don't balance the budget. and the result was not a happy one for him. >> and the result
