gerald ford pardoned lee at at -- at a ceremony at arlington national cemetery which was lee 's former home and it was this kind of coming together -- i would say most americans in 1975 would have thought not only was that the right thing, but they would have nodded and realized that lee had not been pardoned already. there were probably very few americans in 1975, although conyers was probably one of them, who felt that lee did not deserve this honor. one of the funny things about history is that lee did not even need to be pardoned. he had received a general amnesty from andrew johnson on christmas day in 1868 that applied to him, so a pardon was unnecessary. when lee died, the only disability he had was that under the 14th amendment, but even -- amendment, he could not hold office. but even that had been repealed in the 1890's. some people say it did not apply to lee because he was not alive in the 1890's, but it was really not necessary to pardon lee in the 1970's. it was much more a symbolic gesture, but i thought the notion of the missing amnesty oath was interesting to point out
