gerri: a very good point. home prices are expected to go up compared to 11 percent of the previous year. what should individual homeowners be thinking as a look at this combination of numbers? >> right now if you are under water what you are looking at is time to a position of equity. you can afford to sell and buy another house. the combination of the of high student debt to make it difficult for millenials to buy homes a lot of the young adults are living at home. and keeping first-time home buyers out of the market. so those homeowners who would like to move up don't have anybody to buy the house they need to sell it is and to be amended driven in slow down. gerri: we were talking about home prices in what is going on with the go-go market. look at san diego. falling 42% but rigo did 34 percent you can see similar trends in miami, las vegas, phoenix that were plunging but now coming back but none are back all the way. when you look at those numbers what type of interpretation? to rigo back at the 2006 level

gerri: understood.t, when you look at this are you surprised there aren't more prosecutions in this arena? >> what we find is that there are relatively few number of cases compared to the strong statistical evidence. however, very might be eight reasonable explanation for that. again, i am speculating, but one reason might be that only civil litigations and criminal litigations that would show up there. because a whistleblower protection concerns and other reasons are if you have a limited budget, you have two in a way be conscious about what the cost of prosecuting a case is and if the odds are likely you will waste a lot of money that could be another reason. i am saying i'm speculating. there are just a few that could potentially explain-- gerri: why there are still a few cases brought. patrick, thank you for coming on television and telling us about your study. thank you. >> thank you for inviting me. gerri: we will be right back. i ys say be thman with the plan but with less ergy, moodiness, i had

gerri: that is shocking. ray did i giorgio, who was engineer at center of all of this, there apparently was knowledge apparently very early before cars even went on the market there was a problem. how can that be true? >> well, it is. this engineer by the name of ray degiorgio, was in charge of the switch development as the cars were being prepared in the early 2000s. they had multiple props. they had electrical issues with the switch but also a mechanical one where it could slip into the off position. at one point he referred to it as the switch from hell in email to the supplier. he knew this was a faulty part. in the end he approved it, even though it did not meet gm's specifications in terms of amount of force you need to turn the key. gerri: shocking revelations from the report. we're still getting shocking revelations. joan, to you. you've been involved in regulations since the 1960s. you were on board with ralph nader. what did you make of today's ref verylations? >> well the key thing to me there is n
