we've been crunching the numbers for you and our own gerri willis is here to share the pain. , okay, so if i got 100 bucks they hand over to uncle sam, where does all that go to? >> fortunately, we had help for folks at the committee for a responsible federal budget crunch the numbers for us, and far and away the biggest consumer are entitlement programs, those programs consume nearly half, and it's rising in the last five years, share of spending for social security, medicare, medicaid have risen more than 15%, that's mostly due to the aging of the population. the next biggest category at 20% is defense and veterans, totaling $19.82 out of each $100 of taxpayer dollars. spending however is on the decline down 22% since 2011 because it reduced federal spending, and we spend a puny 8 pennies out of $100 on the national parks. and 3 pennies on congressional salaries. hmm. one line item that is lower, the additional amount per $100 of taxes needed to cover the deficit. that amount was $35.70, way back in 2011 and $15.24 in 2016. the reason for that? we were coming out of the grea

fox business networks gerri willis has that story. >> that is right, filing for financial aid is hardbut the irs is making it even more difficult this spring with a deadline for filing aid applications, they are called fafsa, coming up june 30th, parents are finding it hard to verify their income to school administrations because the tool is missing. that tool is managed by the irs and allows parents to automatically add income information into their financial aid forms. but thieves used the data retrieval tool to steal personal information from taxpayers. that resulted in 10,000 fraudulent tax refunds. the irs shut down the tool in march, then the irs began notifying as many as 100,000 potential victims of the problem in early april. now college administrators say they are getting fewer applications for college because of the shutdown. more than half of parents and students apply for student loans using that tool. the national association of student financial aid administration said in a letter to the irs that the trouble is making the spring financial aid application tougher than ev

gerri willis. what's going on, gerri? that's right, the tax code gets longer and longer and now the 1040 form is about to outgrow its two-page format. that according to none other than the irs commissioner. here's what he said. i do know the space crunch on the 1040 has gotten to a critical point. the code has been changed countless times. the font size has shrinked to fit everything in. but there's limits on what we can squeeze in. it's not just the 1040 that's getting better. it's been over 30 tax seasons since the last revision. in that time, the number of pages of instruction, instruction for the basic 1040 form have quadrupled. there's 199 tax forms related to individual income taxes. there's four million words. that's longer than the bible, the contusion, the gettysburg address all put together. so whether it goes to three pages instead of two is anybody's guess. don't be surprised if next year you have to read it under a microscope. >> neil: amazing. don't be surprised if you have to continue doing that. given all

right there in the front page, fox business's gerri willis in the newsroom with details. azing, front page pieces more opinionated than they used to be? >> that's right, david, media coverage of the tax reform plan run gamut from biased to just plain wrong. this story from the "new york times" got a lot of attention today. the headline reads, trump tax plan would shift trillions from u.s. covers to the richest, implying 1% gaining at the expense of the poor. that is not true. one of the big beneficiaries of the tax plan, will see the lower tax deduction double. they will lose a prized die ducks shun, ability to write off state and local taxes, including real estate taxes. 80% of the people that use the deduction earn more than $100,000. but it gets worse, according to "the times," the outline mr. trump offered wednesday, tax overhaul plan and list of costly cuts, i'm quoting, with no price tags attached, rushed out by a president staring down his 100-day mark in office, calls for tax reductions of individuals from every level businesses large and small. that makes it sound

gerri willis has been following this story. gerri, so what exactly is the president threatening to do? >> hi, there, melissa, president trump telling "the wall street journal" he is willing to withhold government sponsored copayments and deductibles for some of the poorest health care recipients. that is something that health care experts would trigger a health care meltdown. if that proves only to be that, a threat, the nation's exchanges are in deep, deep trouble. knoxville, tennessee, may be the very first city in the country where obamacare fails. as it stands 40,000 people in the area will be left with no option to buy a policy when they sign up for coverage later this year. the only insurer on tennessee's exchange, humana said they will exit the pool in 2018. why? because it's too unbalanced. in english that means customers in knoxville tend to be sicker and too few healthy people are enrolled. the state's insurance commissioner had this to say. >> right now there are not going to be any options for you to buy any policies

and gerri willis is here. we saw the dow and the nasdaq down today. how come?arted out so great. we thought we would have a big day. but what happened, investors got a look at trump's tax plan. there's some disappointment that there aren't more specifics. they're not mad about the levels or some of the things they heard. they're wondering when we get more specifics. can the deal pass. big questions. a lot of people looking at the detai detail. in the gdp report, 0.7%. that's punk for the first quarter. first quarters don't usually do that well. it's when we get a negative. people looked at that and particularly consumer spending and said it's painful. we're having a bit of a sell off. nasdaq had been pointed to set a high. it's doing very well. amazon, one of the stocks doing super well at an all-time high of 950. now a little below that. all of those being tech companies, google, microsoft, amazon, doing super well. had reports of earnings this week. all pretty good. >> the president's tax reform plan, he says he wants to make it simpler for people to pay taxe

gerri willis with the latest on this. what are you hearing?leased police reports david dow the passenger you saw was to blame for his injuries he sustained, not chicago's aviation police. now, according to the department's reports, he was flailing his arms and verbally abusive towards officers before he lost his balance and shuck his face on an arm rest. in fact, one officer said he only used minimal but necessary force to remove dow. the reports appear to contradict videos of the incident taken by passengers and widely circulated on social media. telling the "l.a. times" it's utter nonsense in the wake of the incident airlines are revamping their customer service policies but not just to get brownie points with fliers, neil, keep away those lawmakers from the industry who might change the rules. delta recently announced they will pay upwards of $10,000 to get a passenger to switch flights while american has promised to not remove passengers after they have already boarded the plane. are the changes too little too late? we're about to find out

gerri willis has some numbers.are costs. >> this is what insurers charge americans to buy obamacare coverage. they're starting to file their paperwork right now. june 18 is the deadline. they're staggered. this is wild guess what they will do. numbers don't look good. 75% say they will raise prices by at least 10%. and 25% say they will raise prices by more than 20%. so, think about it. all in all, when they interviewed these folks, this was a study by oliver wyman, they found none will keep costs same or reduce costs. they're all going up. stuart: hold on a second. i have late-breaking news. i think you've got this news. your contacts suggest that the freedom caucus is close, use that word a lot, close to a deal on obamacare which could be, put before congress soon? >> here who is working together. congressman tom mcattar thursday, freedom caucus, white house are working together to come up with a resolution for obamacare, right? it has not been in the press very much. they're doing it very quietly. they're puttin

gerri willis is following the reports. a lot of cynicism following the reports. hat is interesting, gerri, if you go back in history, consensus wisdom on big tax cuts, ronald reagan's or bill clinton or george, jr.'s, very similar type of dissing. >> dissing and also complete misunderstanding. you can tell the washington reporters are accepting that we're all very, very smart, they don't really understand the numbers, don't understand the tax code, major problems with the reporting and major bias. start with the "new york times." here is a headline that caught our attention. trump tax plan would shift millions from u.s. coffers to the richest. really? take a look at the plan. what does it say? guess what, standard deductions get doubled, doubled in fact. so i don't see that as something for the richest. it benefits everybody, but especially those with low income. high-end, folks getting state and local tax deduction taken back. 80% who use that make $100,000 or more. that isn't helping the rich. statement from the same story, outline mr. trump offered on yesterday

neil: all right, it is tax day, of course, gerri willis here to news not only on what you're paying,how long it takes to get the tax forms together. it takes forever. >> reporter: forever, for everybody. the total amount of money we're spending on tax forms, the accountant, your personal time, bringing the receipts altogether. the number $363 billion. national taxpayers union says. that for the individual, 15 hours, they spent 15 hours on it, and average of $280. why, oh, why, the world has to be that complicated, the tax code has to be four million words long? i don't know, but that's the situation we're in right now. neil: it doesn't change, they always talk about making it so simple you could fill out your taxes on the index card. i can remember that since millard fillmore. and there was aggressive tax cutter if ever there was one. why don't they get to the point? we're ready with the comprehensive tax reform under the president looks dicey. >> reporter: at best, at best. neil: why is that? >> it's so complicated. i don't think the people in congress understand the tax code. they

payments to insurers because once turmoil hits the market, democrats will be forced to the table but gerri willis in another way, whether the democrats like it or not. gerri? >> that's right, charles. trump threatening to withhold government sponsored copaints and deductibles for some of the poorest obamacare recipient that is a move health care experts would say would trigger an insurance meltdown, if the threat proves only that, the nation's exchanges are in deep, deep trouble. knoxville, tennessee, may be the first u.s. city where obamacare fails. as it stands 40,000 people in the area will be left with no option to buy a policy when they sign up for coverage later this year. that's because the only insurer on tennessee's exchange in that area, humana, already hey will exit in 2018 because the pool is too unbalanced. that means customers in knoxville are sicker and too few healthy people are enrolled. the state's insurance commission had this to say. >> right now, there are not going to be any options for you to buy any policies on the exchange and therefore there won't be any policies availab
