preliminary results showed ashraf ghani in the lead. the two candidates accused each other of electoral fraud and pulled out of a u.n.-backed audit. saturday they accepted a unity deal to end the power vacuum. let's talk to a political analyst live from kabul. the political stalemate has run for months. will it end the political deadlock, do you think? >> first of all, i have to say that it's a good moment for the afghans. at least the two candidates decided they'll form the national unity government, and it's good news. we can see it on the streets in kabul, and the two different media channels, local channels talking with the people. people are expressing their views that they are hope with the situation. likewise, if you go to social media, twitter, facebook, everywhere, the majority are showing confidence. canned baits showed their political maturity, and people are hopeful and optimistic about the future of the government formed. hopefully soon. >> the devil is in the detail. what concessions do you think has been made which both s

ghani's predecessor hamid karzai refused to agree to that deal.ny people thought, okay, foreign troops are coming out of afghanistan, certainly combat troops. is this a sign that actually in a way the international mission has failed, that we still need so many foreign troops in afghanistan going forward? >> well, the number of afghan security forces is around 350,000. they are equipped, they are trained, but according to western military experts, they are not ready yet. it still relies on u.s. and nato airplanes and they still need assistance in surveillance. they don't have heavy weapons. and they still need to help in logistics, so that's why they want to keep a few thousand foreign forces for training and for counterterrorism operations, because the u.s. forces will be based in a number of strategically important facilities and areas from where they can have their air attacks. they can assist on security forces if they are needed and they can also trend off on forces for the next few years. >> and looking into the border areas, especially with

has a real and reliable ally in ashraf ghani as opposed to hamid karzai? >> i think that both ashraf ghani and his chief executive, abdullah abdullah, supported this agreement, and both of them have been quite consistent in their views. so i think that they will represent the interests of afghanistan, which are not always the same as the interests of the united states. but they will be easier and more reliable to deal with. >> and i suppose looming question for a lot of people as we watch what goes in iraq is what lessons have or should u.s. officials learn from that when they look at our afghan policy now and develop that? >> i think one lesson they should learn is not to compare iraq and afghanistan because in the past falsely the bush administration drew the conclusion from the rather rapid collapse of the taliban in afghanistan that they could have a similarly easy victory in iraq, and that was totally wrong. iraq is a middle-income country with oil revenue. afghanistan is an extremely poor country. i think of course the jumble lesson that you should t

this is not a constitutional arrangements that an arrangement that is conditional upon ashraf ghani, the new president. the other is that this is happening in the context of budgets that will shrink. both of those things make it dave to see this working well in the near to long term. >> what is on the line in this does not work? >> well, from the perspective of the united states, but i think also our european allies and the afghan people, there's a lot at stake. afghan stability matters for the afghans, and matters more widely for the future of militant groups that have or may take shelter in the region. and a fractured central government, one that is driven to infighting is much more likely to lose significant parts of territory and create safe havens. from the perspective of washington it's a significant concern, and from afghans, after decades of turmoil they won is government that works. >> and you say a government that works, what further changes need to happen to have a government that works. no longer candidate, what do the leaders need to do? >> well, like most political deal

security is tight in kabul, ahead of the inauguration of ashraf ghani. let's get more for us from jennifer glasse. this attack is a day before the inauguration, what do we know about it? >> it was under a military vehicle, going off in the square before the gate to the compound. it snarled traffic in the center of town, it came 24 hours before the inauguration of ashraf ghani. it will make security forces on high alert. we expect dignitaries to arrive in the next few hours, before the inauguration. security very tight here in the capital as they anticipate the first democratic peaceful transfer of power in afghanistan's modern history. despite the political agreements, there are big security problems as you say. particularly in ghazni as well. >> that's right. ghazni there's heavy fighting going on. taliban say they control a number of checkpoints in the area. this is western ghazni, ajeerize stan, 220km west of the provincial capital. it's difficult to get to. the government sint in 100 afghan -- sent in 100 afghan helicopters to back you have the polic
