>> i think both president ghani and dr. abdullah have worked very, very hard to maintain a national unity government. i've been will -- both of them so does. they both have given up a little bit move afghans afford as they went through this election but i think that conflict each other. i think president ghani is taken on the role of commander-in-chief. we have not seen that before. he has told all of the afghan police and the army army that their welfare is his welfare. he is personally involved in every facet of their leadership of how to get resources. he continually goes out to different sites to show the afghan army and the police that he is the commander-in-chief. so he is gainfully employed to show that he cares for them and everything about them which i've never seen before under president karzai. >> is the afghan government in your opinion on track to increase their level of burden sharing and supporting the ansf and becoming self-sustaining and self governing? >> sir, they are working at this year. i think they sh

they are working very hard and president ghani. we would be in a different place if he had been in a different position the last couple of years. he gets on that. >> thank you, mr. chairman. thank you, general. thank you for the time you spend with us personally on these issues. senator reed brought up about the police versus the army. give us a general idea of the size of these. the army is much larger. but tell me, is it 10 to one? >> the army is -- 157,000 for the police. there is an additional 30,000 that are the afghan local police. >> i took a very personal interest in the training of the afghan and one reason is the oklahoma played a significant role not just in 2003 but also in 2006 and 2007. i watched what they were doing and i was there when they opened up the kabul military training center. i even commented it reminded me of something very state of the art. kabul is the fastest growing city. how is the traing innter? does it remain as effective or is it growing? >> it continues to be a bright spot come a training place t

president ghani just retired 48 generals. you haven't had retirements of generals in years in afghan sta. that opens it up for young bright, enjer -- energetic officers they have noncommission officers that have been trained in the u.s. and germany to assume leadership positions now. with this infusion of new leadership and they hold them accountable, i think you know, leadership makes a difference. that's going to be a game changer as well. >> am i correct in saying it's an all volunteer army? and with the retirement of these generals that should encourage more enthusiasm within the ranks as well, wouldn't you say? >> ma'am, i think they'll see that there is hope to continue to move up. they've been stymied a little bit the last several years, now they see there's room to maneuver that will energize the young lieutenant curns and colonels. it's an all-volunteer army, like our army. as i said in the opening statement, they do not have issues with recruiting. the issues they have is, they've only been recruiting in the winter

president ghani has made this one of his priorities. he spoke about this to the senior leadership and meetings i have been in. he is also trying to incorporate more civilian and women into the ministries. moi is a little better than mod. they have about 10% over the next couple of years, it'll be tough based on the culture. all of them that i have talked to want to get after this. i believe they are genuine. >> what is the status of terrorist attacks specifically against schools with girls? >> i do not have those. >> is at rising, falling, the same? >> i would say it is probably the same. wherever there are soft targets the taliban insurgents can go after that and they will do that. it gives them more of a strategic impact because the media will pick up on that just like they did this tragic incident on the 16th of december. they had a military school and killed all those children. the afghan people understand they want their kids to go to school, have this education, but i have not seen a spike in those numbers. >> thank you. >> senato

i think president ghani continues to work this very hard. they are engaging in many of the tribal elders, showing them the government can provide to the people and that i think is what the taliban once. they want a government -- wants. >> i want to thank you and your team because, when i was there last year, it was a question -- no question from the military as to whether the afghans would hold. there was concern. from everything we have seen, the way it was laid out, we have hit our metrics and more. would you agree with where we are and the metrics we have laid out? >> i would. not be metrics but the metrics we work with. from the numbers to the level the army is training, they had taken over all of the training. there is a difference of the motivation from the leadership they understand it and not have as many of the coalition forces and they have to take this on and they want to take this on. i have talked before about their special operating capabilities being white good. -- quite good. guys getting out the back, they have little device

the new leader, ashraf ghani. the u.s. has allocated $700 million to afghanistan and related counterterrorism operations. some 2200 american troops have died in the operation, more than 20,000 afghan government security forces have been killed and afghan civilians have suffered as well. more than 17,000 have died in the conflict and with the taliban launching new offenses in many parts of the country life for afghan civilians does not seem likely to return to normal any time soon. nicole johnston has the lort. >> 25% increase in civilian casualties in afghanistan in the last 12 months. one of the main reasons for that is because the ground operations between the afghan security forces and the taliban has been expanding. now, children have been very badly affected by this, with a big increase in deaths and injuries. as you'll see in this report. every hour abdul zahed is rolled over. his father keeps an anxious vigil. zahed is 14 paralyzed from the waist down when he was shot by an ambush of local officials. >> it's been se

the president will make this a big focus of his meeting with president ashraf ghani. they believe that ghani's coalition government has opened new possibilities on the political front and also in terms of security in the country. just as a reminder of where we stand in terms of troop levels, the plan right now is to cut troop levels in half by the end of the year and then to get that number to zero by 2016. there are currently 10,000 u.s. service troops serving in afghanistan. president ghani is advocating for that slower troop withdrawal because he wants help trading and assisting afghan forces. he says they have a big fight when it comes to combatting the taliban. afghanistan remains a critical foreign policy front. there are still remnants of al qaeda there and there's also deep concern that isis which is currently situated in iraq and syria, could be looking to expand, could be looking to expand into afghanistan possibly. >> which brings me to my question about isis because as you know "the new york times" is reporting this planned soif offensive against isis to r

that said secretary carter also made it clear when he discussed this with president ghani and presidentni is coming to the united states relatively soon that we understand his desire for more flexibility and that those discussions are ongoing and that we are willing to engage in that dialog to examine possibilities for flexibility inside that two-year timetable. but the fact that of the two-year timetable itself i think that is the policy and that is what we are executing. i will also say that regardless of whether there is decisions made regarding the flexibility, general campbell our commander in the field has the flexibility already, today, to manage those force flows inside that timetable that he has been given. >> secretary carter went to kuwait and met with officials in charge of fights i.s.i.l. on his trip but i want to end with a personal question carter has said he is going to put a civilian into your job, you are a rear admiral, a two star what is next for you? >> well secretary carter said he wanted to reexamine the role of spokesman and i don't know if he made a decision one
