why does safeway sell so many gift cards? the bright idea. >> smart conference this morning with reporters sara lacey of tech crunch and michael copeland of "fortune" on press here. >> good morning. have you ever been in a safeway and noticed all of those gift cards near the checkout stands? not dozens of cards or hundreds, thousands of gift cards for everything from build a bear to olive garden. if you're like me, you wonder, why does safe way sell all those gift cards. >> the answer is actually quite simple. safeway opens the company that makes the gift cards. when you buy a chili's card, safeway subsidiary blackhawk networks holds those funds transferring them to the restaurant as you spend it down. now some cards blackhawk handles entirely, a turnkey solution for smaller operations and painless way for companies to get their name on a card. others are more like a partnership, from safeway in northern california to vaughn's in southern california to the dominic chain in the midwest, these cards are just about everywhere. o

laguna honda gift fund policy does not clearly defined eligible and appropriate expenses for the gift fund so that it can manage the funds substantial expenditures to plan for the sustainability of the gift fund. the gift fund policy includes the sub account codes to be used for expenditures such as community outings, bus trips, dining charges, including charges to the attrition department. however, other recurrent expenditures are not always listed in their policy. really, the big item here is working with their board and ensuring there is an annual budget, that there is a definition of what the expenditure should be or should not the threat of the year. they do have a baseline of expenditures based on our review of the varying types of expenditures used within the organization. >>supervisor campos: how is the appropriateness of an expenditure decided? what is the process? >> do you mean specifically for the approval process? most of the expenditures were recurring. they were the laguna honda express bus trips to a giants game, lunch in the park or something. those would go to the di

it became a laguna honda gift fund, but it was always a patient gift fund. the audit showed $350,000 was misappropriated and had to be refunded. it also showed staff accounts, 80% of the money in the staff accounts along to patients, not in the staff accounts, so they were spending from staff accounts for staff activities, so the spending was ok, but the initial money inside did not belong there and had to be refunded. six months before this audit, comptroller ben rosenfield, issued a review of the gift fund that found nothing wrong and was used to discredit our concerns. i am submitting the controllers whitewash review for your examination to compare with the final audit. but even the final audit was flawed. major fiscal irregularities that we reported were not addressed. every issue that was addressed, we had reported. the audit also wrongly points out that the problem was due to a lack of policies and lack of oversight mechanisms. but in fact, laguna honda had excellent gift on policy and oversight mechanisms until they were indicted in 2004. then, thousa

students worked on drawing with a professional artist and larry noticed that steven was very, very gifted at landscapes and joel was very talented at portraits and went out into the community and noticed that the two students got excited about drawing scenes of san francisco, their hometown, very loyal residents of san francisco. so the result of this year of drawing around the city was this wonderful mural honoring san francisco which is in the main hall and was unveiled at a ceremony i had the pleasure of attending. i would like to show you a student-made documentary about the mural project and then heidi will be on hand for the board if anyone has any comments or questions afterwards. ♪ >> adult art program for artists who have some type of disability, but they have to have an interest in art and have some talent in art to be part of the project. it was presented to me as a mural by heidi.
