good afternoon gigi barnett. >> reporter: the baltimore teachers union negotiated with leaders for 8 months on the proposed contract. now it's back to negotiating table. after two day vote, schoolteachers say no to a change this the contract and the way principals will calculate their paychecks. thousands of the districts 6500 teachers voted. >> i'm voting against it because i feel as though i did not receive enough information. about the new contract. >> it's a great way to show respect for teachers. we know they are under appreciated and underpaid. it's a smart way to do it. >> reporter: the contract would do away with the teachers pay raises by tenure and masters degrees and the new would be based on achievement. the better students perform the better the money they receive. >> our teachers should not be thought as missionaries they are professionals we wanted to make sure that they got compensated as professionals which would make us competitive with richer counties. >> reporter: education experts watched out the teachers would responds because the new contact would have give the

i'm gigi barnett . today's deadly fire fueled a heated debate. firefighters union says it could not quickly respond to the fire because a nearby fire company was closed to save money. but the fire department said its response time was well within guidelines. wjz is live at the scene at the fire in southwest baltimore. mike has new information on the investigation tonight. hi, mike. >> reporter: hi, gigi. first the firefighters injuries were minor. just some burns to his ears. four people escaped this home. but james wise did not. wjz has learned tonight that the fire company close to him, number 47 was opened but the one that was second closest number 23 was closed. that is generating outrage. family friends surround the shell of james wises home angry that the fire company a mile away was unstaffed as his house went up in flames. >> this is unacceptable. this is unacceptable when they are two minutes away. >> i don't think there should have been a time it should have been closed or not. we have lives they need to protect. >> reporter: department
