tonight, gigi barnett shows us how it goes beyond knowing how to handle a gun and arrest bad guys. >> reporter: this is a baltimore police department's training, also known as the hazel emergency services team. it teaches officers ebbs actually how to teal with people with mental illness. the training is required for all-new recruits. >> when you are dealing with somebody with mental illness, if you don't approach them a certain way, it could turn very violent very quickly. >> reporter: the city has said that that has lead to numerous arrests. >> people if they feel they are at ease -- "we are just here to talk to you, not to lock you up." >> reporter: the first thing is to know what to look for. >> a lot of times, people with mental illness act in a way that would get another person sent to jail. >> reporter: in addition to deescalating what could become a violent situation. officers also learn where to find help for people with mental illness. the city's police department is baltimore's only large scale agency that has the best training in its entry level program. i'm gigi barnett,

. >> reporter: at bwi airport, i'm gigi barnett. >> that simulation didn't cause delays or flight cancellationsoday. >>> tonight we have learned the name of a man killed in the explosion at aberdeen proving ground. firefighters found his body after they put out the flames. no one else was hurt in the accident and the army is still investigating how that explosion happened. >>> more live racing could be coming to maryland. they haven't had live racing at that track in almost three years. penn national hopes to race horses there 54 days next year. the maryland racing commission will consider the changes at a meeting later this month. >>> tiger pride was on display tonight. we found plenty of students celebrating tiger fest. police tell us they did put extra patrols in that area. we are told the celebrations have gone smoothly there tonight. >>> they risk their lives everyday and today volunteer firefighters were honored for their work and some kids got to have fun, too. duracell threw a party for the fire department and raven's quarterback was there giving the department a check for 1,000 bucks.

gigi barnett is in the newsroom to explain why. gigi? >> reporter: well, denise, about two dozen western students originally thought they had botched college applications by not sending transcripts to universities. as it turns out, the school didn't make any mistake. after nearly a month long investigation, school leaders discovered that the students turned in late applications or submitted incomplete ones. about 24 students were initially affected. now, that number is down from eight students still waiting to hear from colleges. western is the nation's all- girl public high school. and it has 100% college application rate. the school principal says she became suspicious when several girls received rejection letters or never heard from the colleges of their choice. >> the problem became in this situation, which applications are incomplete or when schools have not sent their acceptances or rejections out, they don't make that initial contact with the school skts they make -- school. they make the contact with the student or the parent. so

gigi barnett has more. >> 2 1/2 years after fatally stabbing his wife outside a baltimore courthouse. a judge sentenced 33-year-old cleavein williams to life behind bars. for the victim's family, it's justice, not closure. >> it feels like a relief to not have to be here. and have to hear everything that is going on during the criminal trials to know that this part is over. >> reporter: in november 2008 upon, sky eye chopper 13 was over the courthouse. it's where williams stabbed his wife several times in the face and neck. she had just asked a judge for a protective order against her husband. today in the courtroom, the judge heard tearful pleas and descriptions from veronica williams' family and friends. they talked about how she suffered years of abuse in the relationship. but the most powerful, letters written from the couple's three children, all telling the judge that they were afraid of their father, and asking him to send williams to jail. >> they want to know that he is going to be incarcerated for a long time. they want to be able to come on their own grounds to be able to,
