jim gilmore: in virginia we have a balanced budget amendment. every governor has to every year submit a budget that is balance. you can balance a budget by bar there -- borrowing. or by bonding. you can do that, and we did do that. when you buy it a house, you balance the budget by borrowing from the bank. i'm skeptical of a balanced budget amendment. i think we need to be in a position where legislators can decide on what is lia viable and not viable. you know what i would rather do? i want to grow this economy. above all, we need to stop this notion that we are seeing in america today that the opportunity to rise and acquire wealth, and succeed, is bad. that is what the opposition party is saying. but you have some witnesses at gilmore homes where freddy gray was, who said they saw what looked to be him getting beaten. today we found out that five of the six officers that are involved have given police investigators statements. but one has not. so there's still not a complete picture of exactly what happened. i think police are trying to figure out what's going on. at the same time, residents just want answers. it's been you know several days since april 12th when this occurred. and i still think that they're not satisfied with what they're hearing. >> we just heard from a former new york police officer who said that these problems need to be fixed at the top. how -- based on your reporting how do you think top officials in baltimore have responded to this? >> well, i think the police commissioner here was actually brought in a little more than two years ago to sort of solve these sort of issues. he came in because the mayor believed that a lot of the community didn't trust police and that, you know, his goal was sort of to repair that relationship. so i would say that, you kn

the chairman of the gilmore commission, we worked for five years, and we concluded that the only type of approach in response to this everywhere in the united states, and across the world, was in fact a decentralized response, build up police, fire, rescue, emergency services. we'll be building up security systems in other countries and they will be building up their military, and it will have to be a decentralized response just as the attack is decentralized across the world today. but there are some things of course, that can be very bad. for example, the attempt to fight these kinds of decentralized attacks through the police states. or preemptive war. several of the panelists here have been somewhat critical of the bush doctrine, and unilateral strikes and so am i. about you nonetheless, i would suggests to you as has been suggested on this panel, there is a need for a new united states foreign policy in the face of this challenge. now, what i think has been alluded to on this panel already is there is a line of thought and a publication by the cato institute that the dangers are

reaction when she saw the tv reunion of zell la jackson price and her 49-year-old daughter melanie diane gilmorecast and their story hauntingly similar to stewart's. brenda had been told her baby died after giving birth in 1965. the staff allegedly toot infant from zell la and zell la was linked as melanie's mother years later and her daughter had been placed in adoptive care. the story all too real to brenda stewart who now wondering if her child is still alive. >> as she came out, she cried. she was crying. they held her up for me to see her. >> reporter: stewart says she was never given an opportunity to hold her child and that the hospital staff allegedly returned to say her child was dead. even more when stewart's parents arrived at the hospital, staff allegedly told her parents they could not see the body because stewart signed papers stating the body would be donated to science. stewart denies signing such paper work citing the fact she was only 15 years old at the time. >> it still hurt me to know that my baby is out there because i never have believed that she was dead. >> reporter: she

we're in gilmore homes.his is the housing project where freddie gray was arrested several weeks ago now. just a short while ago not too far from here we were in that intersection where so much has gone down over the last couple nights and it looks different today than in the immediate aftermath of monday's violence. the cvs looted and burned out has been boarded up. that wasn't the case this time yesterday. also the debris that was littering the streets is almost all gone. we saw the cleanup efforts yesterday. dump trucks having to come several times to take away and haul away trash bags filled with the debris there. the community really stepping up to try to clean up the city. one woman telling us we're embarrassed by what happened monday night. we can do better than that. we want to make sure that we do better than that. things are returning at least looking like they are returning to normal. at that same intersection shutdown this time yesterday, we saw school buses go by. baltimore city public schools ar

there are a lot of community groups here in the gilmore homes area and the naacp is involved in that is getting people out. the nation of islam though is coming up from washington, d.c. they are busing people in as well. we've heard there protesters in new york and in ferguson and different parts around the country who are starting to come in. and we're speeing a lot of different -- seeing a lot of different groups not just african-american but those concerned with justice across the board we're seeing to come in here. so we think it will be many many individuals coming in to baltimore on saturday. anderson. >> miguel thank you very much. we'll continue to keep an eye on the demonstrations throughout the hour that we're on the air tonight. joining us now is the gray family attorney billy murphy. mr. murphy good to have you on again. now that the family has mr. gray's body you plan to do an independent autopsy. what questions do you hope that autopsy will answer? >> well we want to see what happened. we want to get a second look from somebody we trust. and we'll see what the body's co
