we know that gilroy did lose -- the gilroy area did lose land line services sometime this morning. however, we're unable to determine what caused it at this time and we're unable to determine if those two incidents are related. >>> now, the pio for santa clara county sheriff says it is too early to know whether or not those two issues are receipted. but he says that the first priority is getting inside those transformers to figure out how they were vandalized and, in fact, whether they were vandalized by the gunfire that was heard right around 1:45 this morning. the things you need to know today, you need to conserve power if you possibly can because power is being rerouted away from the metcalf substation and those damaged transformers here. also you need to know that 911 service is affected in the gilroy area. that is being rerouted through the county communications center but that means there is a delay in response time. we're trying to figure out what the delay in response time means in terms of seconds, because as we know in an emergency every second matters. santa clara count

tens of thousands of phones in gilroy and other parts of the county. it now appears that the two attacks may be linked and that has sheriff deputies asking some very troubling questions. arturo santiago spoke with the santa clara county sheriff and he joins us live in south san jose. what did you learn? >> reporter: well, we did speak with santa clara county sheriff lori smith less than two hours ago. her investigators now believe that these two acts of vandalism are related. here's how it played out. just after 1:00 this morning, the 911 system in gilroy and others in south santa clara county communities stopped working. a short time later gilroy's residential phone systems stopped working. at&t found the problem at around 7:00 a.m. several manhole covers had been broken into and critical fiber optic wires had been cut, but they couldn't do anything to fix it. that's because just after 3:00 a.m., pg&e reported someone had broken through a fence and vandalized a utility substation in the same area. specifically someone used a high-powered rifle to shoo

it took down the 911 system in gilroy for a period of time. sheriff's investigators believe the same vandals used a high powered rifle to shoot at the pge transmission station. five transformers were damaged spilling oil. at&t had workers in the field making repairs today. they sathey were completed mid-morning and that service for everyone should be restored. pge also gave us an update on its damage and repairs. >> right now the work is progressing well. the cleanup will take a number of weeks likely up for five weeks -- to five weeks. but right now work is progressing well and we'll have crews working around the clock till we get it completed. >> reporter: pge says at no point did anyone lose power. they are no longer asking people to conserve energy as they were yesterday. the sheriff's office is investigating and put put -- and i put multiple calls into them to get an update on this investigation but nobody has returned our phone calls as of yet. we're told they are in meetings right now. one of the things we did want to ask them about was

now, that gilroy 911 system is still down. their calls are being rerouted. the others are operational. three minutes later, phone systems for residents were reported to be down. at&t reported that manhole covers had been broken into and fiber optic wires had been cut. then just before 2:00 a.m., san jose police in in santa clara county sheriff's office received reports of gun shots. deputies checked out a residential area but didn't find anything. then just after 3:00 a.m., pg&e notified the sheriff's department that someone had broken through its fence, gained access to the substation and vandalized five transformers. the damage resulted in a hazardous materials leak into the substation area. the sheriff's department says a high-powered rifle was used to fire multiple rounds at multiple transformers and equipment. >> we believe that the perpetrator or perpetrators were familiar with systems. they knew where to go for the fiber optic. they knew where to cut. they also were able to take out some very, very critical parts of the pg&e substation. >> reporter: b
